The Administration tower is a ten story building in the centre of Kirigakure. On the outside it appears to have no windows on the lower five floors. Built to be a towering fortress and a retreat for the shinobi to fall back to. Within the centre is a spiralling stair case leading up the floors. Leaving the middle of the tower full of open space and the rooms around the rim, though deep in the basement 5 floors down guarded with traps, is a vault stored with village treasures which remains flooded and electrified without the use of a signet kept by the Kage.
