This is a necessary expense though, as the rivers running throughout the nation provide an important role in Kirigakure foreign policy as they give access into the interior of the continent. The instability in the Land of Wind has began to call the stability of the Land of Rivers into question as well, and thus Kirigakure shinobi are required to provide basic protection to the nation.
