Clan History: Long before the existence of the hidden villages, the merfolk of the Sakana clan have lived underwater near the islands of Mizu no Kuni, in isolation from their brethren of the land. All of the Sakana clan heads thus far, a hereditary role whose holder is always referred to as "King Poseidon" or "Queen Amphitrite" regardless of their true name, have maintained this isolation from the shinobi world with their iron fist.

Every now and then, a merperson has gone against the odds and defied the rules put in place by the Sakana clan heads of past generations, adventuring up to the surface, a crime that is punishable by exile and death on sight if the merperson ever returns to the underwater Sakana clan grounds.

These rogues soon find that their fish tail transforms into legs once they leave the sea and flop onto land; however, once they dip into water again, they can will their legs to merge and evolve into a fish's tail once more, though maintaining the form for too long is exhausting: this is their true punishment for venturing to the surface.

They go on to explore the shinobi world, sometimes utilizing their impressive suiton ninjutsu and spear bukijutsu to become ninja in their own right and the water healing arts of the Sakana clan to aid their allies in combat, if they even end up making any friends in such a different world.

While some decide to settle down and join a village, other rogue merfolk from the Sakana clan decide to travel unaligned as wanderers for their whole lives, offering their services to whichever village that they stop by in.

Merfolk - When a Sakana's legs are submerged in water, they may pay five chakra per post to merge their legs, along with any armor or items they may have on the bottom part of their body (these items and armor retain their properties even when merged), into a fish's tail, granting them a +1 tier boost to reaction time and easily allowing them to change direction while in water. Additionally, the tail acts as a biological weapon of equal rank to the user. If the user leaves the water for more than two posts, stops paying the chakra cost, or the tail "breaks" by weapon standards, then the Sakana reverts back to human form, with their legs, items, and armor returned back to their normal state.

Affinity for Water - Sakana clan members, having grown up underwater, are specially attuned to it and gain +2 tiers to speed when swimming. Members of the Sakana clan can breathe underwater just as well as they can on land, if not better, as they also have gills.

Drawbacks:

Water Obsession - Being so finely attuned to suiton comes with consequences; Sakana clan members have become averse to other elements entirely, being unable to take a secondary, tertiary, or quartenary element.

Land Inexperience - Members of the Sakana clan are not familiar with using their legs on land, giving them a -2 tiers to their speed when traveling on foot.

Mythic pets can only be won as S rank event prizes, these include dragons / variants and mythical animals that do not represent the natural world.

So this concept is denied.

Just to clarify, is the issue pertaining to the ability of gaining +2 to speed when in water or to the aesthetic change itself of the legs turning into a fish's tail? If it's the technical ability itself of getting +2 to speed in water which is the problem, the Hoshigaki clan is a precedent.

it's not the +2, it is the anatomical transformation, you say it is aesthetic, but i can see numerous ways was to why having a tail of a kind in water is far more advantageous than legs.

A clan can have up to +3 tiers on things. so that's not the issue.
