Clan History:

Fear of death for the practice of Genjutsu led a group of individuals from each of the five nations to occasionally gather together and trade information on genjutsu in order to store it away so that if the practice were ever to be lost, records would still be available for those wishing to develop the skill. This group of people became originally known as the order of illusions; however, soon this group became feared for their vast knowledge. This group broke apart and divided the genjutsu knowledge among the five nations; however, a few still remained to gather knowledge in secret.

The small handful that remained gathering knowledge in secret became the Hotaru clan eventually developing a kekkei genkai generations down the line. They're allegiance simply remained in keeping the practice of genjutsu alive, choosing the side of no particular village.

As a result of choosing not to side with any village in particular, these shinobi became nomads within their own rights almost becoming more of genjutsu masters than actual shinobi.

-Speed strength and endurance suffer a -2 tier debuff
-All specialties other than Genjutsu are capped at 1 rank below normal.
