Clan History: The CIA has always been a fascinating part of the ninja world. They are unique in ability and temperament, but they have been renowned for completing their given tasks with surprising ease, given the whimsy some of their techniques have. The Institute's main headquarters was once in the Hidden Rain Village. Even after its relative desertion and its destruction by the Shichiouza, the Institute keeps true to its roots by retaining its name of CIA, though they have changed what they represent as the Institute matures and develops. They vow to feed anyone in need, as their mantra dictates to them; "I live to serve, I aim to please." As such, CIA chefs are often more employed as domestic chefs, with ninja abilities as a bonus. It's noted that the Institute also has a military advantage; there is no such thing as a blockade in a village with a CIA HQ base. They as a whole refuse to be called a clan, as anyone can join; in addition, their goal is to set up HQs in all Countries of the world.

瞬凝食 ・ Shunkota: Instant Gourmet: Of all the techniques used by chefs of the CIA these are the most famous. They can literally spawn food from nothing because of their signature technique, Instant Gourmet; These foods can used as catalysts equal to the rank of the chef for other techniques the chef may know or use. The possibilities of jutsu combinations are only limited by the chefs' imaginations and knowledge of food. It costs 5 chakra for a CIA chef to create food in this way. Each food item must be created from a singular point with its rate of growth and maximum size determined by the chef's rank. If the chef creates multiple different food items they divide their maximum radius by the number of food items in existence with each costing 5 chakra (therefor if a D-Rank chef has a .6 meter radius food item in existence they are unable to create anymore until that item is eaten or destroyed). Food items expand from a point pushing items out of the way with negligible amounts of force that in the way as they grow.
The CIA's famed hiden jutsu, and the basis for nearly any other technique that transforms something else into food. It requires strict knowledge of food science, as the chef is able to rearrange the molecules of anything nonliving nearby containing an appropriate mixture of oxygen, nitrogen, carbon, and hydrogen into a food of their choice; using it, the chef seemingly can spawn virtually limitless amounts of food from even thin air, so long that they have the chakra. The chef can bring forth varying quantities and sizes of food depending on their rank, but it always only takes a half-Tiger seal. This technique only works on the ambient environment and can't affect items, jutsu, or characters, unless they specify otherwise.

秘法 ・ Hihō: Secret Recipe: Perhaps the greatest ace up these chefs' sleeves can be found within their chakra enriched foods. Chefs of the CIA create foods that rejuvenate both body and soul. Foods created with Shunkota that aren't used as catalysts can instead be consumed by others. Eating a Shunkota food item restores 10 chakra to the person who consumes it for the first item they eat on a post, and 5 chakra for each additional item. Each food item can only restore chakra to one person (If two people each bite an apple only the first one gets the chakra. Chef's choice on ties.)
The Hihō hiden technique can be expanded upon by other jutsu in the chef's jutsu library following the chakra drain rules, but the chakra pool instead of decreasing it. These jutsu obviously must be approved on an individual basis, so the potency will be limited at the discretion of the jutsu mod.
割烹 ・ Kappō: Culinary Art: CIA chefs are the only ninja that have the ability to use "Bukijutsu (Utensils)". This skill is so deeply ingrained that chefs can even use ambient cutlery and kitchenware as E-rank weaponry (for example, chopsticks can be used interchangeably with senbon). These chef are prodigious in their ability to learn, adapt, and grow, and as such the chef and every other ninja in the thread receives a 10% reduction to WC when training stats or jutsu.

Chefs' bodies are incredibly important to them, and as such they must protect themselves even when attacking. Damage based off of the chef's strength is reduced by an entire rank as even when desperate and using Hysterical Strength they are unable to risk damage to themselves due to subconscious limiters.
Last Meal:
It is well known by most that a chef trained by the CIA cannot refuse the hungry. If someone requests food from one of them they are obligated to feed them. Unless the chef knows the person is of a higher rank, they must give a Shunkota food item to any ninja who asks them for food even if they are a dreaded enemy. Allowing them to restore at least 10 chakra. This only works once per character per thread. Additionally a chef's Shunkota creation can be consumed by anyone, regardless of the chef's will or intent. Even a Shunkota construct they were going to use as a catalyst may be taken and consumed by a quicker or more clever ninja before the jutsu activates. Chef's can never regain chakra from their own creations as the creations are made from their own chakra.
Fragile Jutsu:
In the CIA, chefs aren't trained to be front liners and combatants, and it is there over specialization in the culinary field that causes them to be less equipped in other areas. Katon, Hyoton, and Bakuton jutsu interact as one rank higher against any of a chef's jutsu that use as a catalyst Shunkota.
