Clan History: Formed by the joining of the Misora and Yamamoto clans the beginning of the Raiu is tenuous at best. Both joining clans, Misora and Yamamoto alike, were both hesitant to abandon the culture and customs of their clans that they had followed for so long. For a time it seemed as if the creation of the Raiu would only be a humble formality.

However this stagnation and hesitance from the two clans was eroded when children born of the inter-marriage between their members began to exhibit a unique chakra signature and nature transformation all their own. The birth of Storm Release. This new Kekkei Genkai at their disposal the Raiu found great military success in the early years of Kumogakure; with even the scarce few of their number who possessed the Kekkei Genkai being enough to turn the tides of battles.

This success, and the accompanying prestige it brought the clan, only consolidated and accelerated the merging of the Yamamoto and Misora into one. Eventually making the initial heritage and distinction of the two within the clan nothing but a mere formality. Eventually the Raiu garnered a fierce reputation as shock-troopers and elite ninja of Kumogakure. The adaptable destructive power of their Kekkei Genkai awarding them much success.

However as with all things this gift was not without it's weaknesses. The incredibly distinct chakra signature, and style of Jutsu, made the Raiu incredibly ill-suited for deployment as ANBU operatives. Even their distinct chakra signature being enough to give them away during stealth operations. Despite this inherent weakness of their Kekkei Genkai the Raiu would quickly find themselves as close to a "noble house" of Kumogakure as one could be. Though the lack of involvement in gathering intelligence did not sit well with the clan's elders.

Eventually despite the susceptibility of the chakra to sensory techniques the Raiu found limited success as a handful of their number managed to prove acceptable as ANBU operatives. having adapted their jutsu and utilization of Ranton to help compensate for it's stealth-centric short-comings. Intent on expanding their influence to this last sphere of influence in Kumogakure, the elders of the clan decided to create a smaller, separate branch explicitly for training members of their clan the how to, and techniques, of adapting to life as an ANBU. It is customary that each Raiu who is accepted as an ANBU train at least one successor so the clan maintains at least some influence in the field of intelligence.

Despite the separation of the "main" branch of the Raiu from their smaller branch, they maintain a healthy relationship of communication and, because of this, have experienced even greater success over the years. Eventually their dedicated, and efficient, service of Kumogakure saw one of their number assigned as the right hand of the Raikage and, eventually, to become one himself.

Kekkei Genkai Name: Ranton (嵐遁, "Storm Release")
Kekkei Genkai Description: Storm Release, as a nature transformation, focuses on fusing the precision and destructive power of Raiton with the adaptability and fluidity of Suiton. Resulting in a nature that can deliver devastating damage, adapt to situations at the whim of the ninja, and even maintain shape and structure.

By bombarding the effected area with highly-concentrated "energy that flows like water" in the form of lasers or laser-comprised structures, Ranton is incredibly effective in a variety of situations.

Ranton has the following elemental interactions.

• Ranton interacts with Mokuton (Wood Release) and Fuuton (Wind Release) at +1 interaction bonus
  
  
• Ranton interacts with both Jiton (Magnet Release) and Doton (Earth Release) at a -1 interaction bonus.
  

Gale-Speed
Due to the nature of the lasers the Raiu generate any projectile or ranged Jutsu the Raiu unleash immediately operate their maximum speed. Ignoring the rules for accelerating to their maximum velocity. (This does not affect the speed at which a Raiu can form a construct of Ranton Chakra)

I'd like to see this restricted to Ranton element jutsu

Laser-Precision
Lasers formed by a Raiu can bend and change their trajectory up to, but not exceeding, 90 degrees, a certain number of times depending on the rank of the Jutsu utilized. These changes in trajectory happen only at the speed the Raiu dictating them can react and are thus limited by the Raiu's own reaction time.

due to difficulty in implementing trajectory change, I'd suggest perhaps changing this to something along the lines of giving them the free max effect of homing on single projectile ranton jutsu.

Distinct Chakra Signature
Due to the constant energy of their Ranton chakra the Raiu are ill-suited for stealth as their chakra can be detected with much greater ease than normal. As such any jutsu that attempt to conceal or hide the Raiu operate at -2 ranks. 

do they interact with sensory jutsu at -2 ranks or are the jutsu value's of the stealth tech itself 2 below its rank?

The Storm's Toll
A Raiu may not take the "Hesitant (Element)" negative Special Characteristic. In addition, their rank in Ranton is determined by the lower of it's parent elements' rank. Whenever a Raiu wishes to train the parent element that Ranton is dependent upon the WC for training the parent element is increased by 50%. If both parent elements are the same rank, this additional cost applies to further training of both. 

the first part of this is not so much a drawback as part of having an advanced element, and I would like the way the WC increase works to be worded a little clearer.

Tempered Pride
Due to their clan's long and rich history the Raiu instill a distinct sense of duty and pride in their clan members to not only their clan but their village. Displays of cowardice or arrogance are quickly addressed, as the clan's reputation is always at stake. 
As such a Raiu may not take the "Cowardice" Special Characteristic or the "Foolhardy" Special Characteristic.

Overall, I am not seeing enough “active” drawbacks and would like this to be changed away from “cannot take this negative special characteristic.”
