Everything in that radius is thrown in the opposite direction by 5 meters. Shuriken, kunai and other E-rank items are completely thrown back at their original trajectory. This jutsu costs 10 chakra to execute. People with D-3 strength struck by this technique directly will be able to reduce the knock back effect by 1 meter, the knock back effect diminishing with every tier in strength above D-2. People with C-1 strength will be able to negate this jutsu entirely.

Description:
A simple technique utilizing heightened reactive ability and opportune timing. While he is within melee range of his opponent, right before making contact whether by his own attack or a counter attack by the target, they shadow their target appearing 1 meter behind them coming across with a slight blur of motion as they do so. At this point he is free to attack at the opponent's blind spot while they are off balance. Although not the most useful of jutsu it works very well in creating openings for other attacks. To perform this technique Kisei's speed and reaction time stats has to be equal or greater than his opponent's. This jutsu requires no chakra to use.

Description: The user, gripping a portion of an item that had been broken, uses chakra to call its pieces together, reversing the damage and re-forging them as a means to repair it. The entire process taking about a quarter of a second in total to complete. Using the principle of the law of conversion to ensure that the item is always repairable so long as all its components, no matter what state they are in, are within the techniques 10m radii. Not repairing an item in full (Ie. if pieces are outside the radii) leaves the 'repaired' item fragile, and able to be broken by a basic attack of equal rank, or by techniques of 1 rank lower, but the item and its abilities can still be used.
While it can repair items of its rank and lower with no problem, those of higher rank tend to be out of the scope of this jutsu. It is possible to repair B-rank items with a +5 to the chakra cost but will be in a fragile state, as explained above, even if all it's pieces were within the range. Additionally B-rank items repaired with this jutsu will fall apart by the end of the thread and will still warrant a repair cost to use them in other threads. Items A-rank and higher are completely un-repairable with this jutsu.

Description: When the target activates a jutsu, or continues to maintain an already existing jutsu, by pinpointing the areas of weakness and charging the weapon with chakra, upon contact with the chosen jutsu, you release your chakra into the weak point and purposefully detonate your chakra and rend the jutsu from the inside out with your chakra. Destroying the jutsu, via rending the chakra bonds which bind the jutsu together. Because of this it functions as a defensive jutsu when used on a offensive or supplementary jutsu, (specifically clone jutsus), and an offensive jutsu when used on defensive techniques. The user is capable of completely negating supplementary and offensive jutsu up to C-rank, as per the guidelines regarding defensive jutsu.
If the user possesses an element which the target jutsu is weak against they can imbue that element into this jutsu, so long as it doesn’t conflict with the weapon itself, for an additional -10 chakra cost. Its offensive variant deals 1/2 inch cuts to clones, with elemental damage as a bonus if added.
To be clear though it can only affect one jutsu, or clone, before it's sent into cool down. The exception being if the user manages to strike the one maintaining a clone jutsu with this jutsu, specifically targeting the chakra they are using to maintain their clone jutsu. Then all remaining clones disappear.

Description: Kisei channels a stream of Fūton chakra into his weapon, then proceeds to twirl it clockwise, usually above their head. Alternatively the caster can simply spin their entire body. The Fūton chakra creates a strong vacuum which draws in all targets within a five meter radius of the user at 25m/s.
Kisei can also twirl it counter clockwise to repel targets instead. Shoving them away from Kisei at 25m/s for 5 meters outside of the radius.
Projectiles and jutsu B-rank and lower are able to be manipulated by this jutsu, able to be drawn in toward Kisei or repelled away from him.Katon jutsu however will burn through the Fūton vortex if the chakra variant is used, meaning that only C-rank Katon can be affected.
A maximum of five objects can be affected at once. Projectiles that are able to be affect, B-rank or lower, count as one object. For people/pets/summons, only three can be repelled at once. If a person was repelled along with an item the person would count as three items. Meaning that 2 person and two projectiles can be affected at max in a mixed state. (Number of projectiles increases by one for every rank lower the projectile in question is to this jutsu.)

Description: This jutsu can only be used in conjunction with another jutsu that involves movement. (Such as the Supernatural Walking Technique). Ending only when dispelled, the jutsu used in conjunction ends, (usually in the case of instant duration jutsu), or it this Jutsu takes C-rank damage. Jutsu applied to this Jutsu before the main jutsu and item both are applied to.
Kisei charges his item of choice with additional elemental chakra from any elements he currently has, this Jutsu taking on different effects depending on the element.
Wind: Acting as a minor rocket boost, the speed of the jutsu increases by 10m/s until either jutsu is canceled.
Lightning: Only able to be used in purely mountainous locations, along metallic or electrified surfaces. The electricity creates a minor electromagnetic field which boosts the user’s movement in straight directions by 20m/s. Along with the location drawback, the maintenance cost increases to -10 per post.
Earth: The user can tunnel into the ground at the same speed as allowed up to 10 meters in any direction per post.
Water: Allows the ninja to freely move on water, in the case that the user is can already move on water or the jutsu paired with this variant already does so, this effect is replaced by a simple 5m/s speed increase.
Fire: Providing a second round of acceleration, once per post the user increases the speed of the paired jutsu by 15m/s. Decreasing their endurance by 1 tier for one post afterwards each time they use it.
The element of the jutsu paired with this one doesn't matter, so long as they don't directly conflict which each other. I.E, a water based movement jutsu can't be paired with the earth variant. A more practical example of impossibilities would be a wind based movement jutsu paired with the fire variant of this jutsu.

Description: Kisei circulates chakra around the surface of his weapon, creating a sort of "moving assembly" line or, in a more accurate description, the wheels on the bus. Essentially this allows Kisei to slide over surfaces that are making contact with his weapon with relative ease. Movement without actually moving. For example he could use a scythe as a surf board, pressing the top part of the weapon to the ground and hoping on top of the blade, riding into battle that way. An important thing to note is that this works for any item the user 'owns'. (Like if an item was stolen away for more than three posts or if claimed from a killed PC.)
The item is assumed to be able to hold up the user's weight no matter the size of the surface area the affected item is exerting on a given surface, as well as not breaking the surface in question.
The maximum speed this jutsu can achieve is locked to both the rank of the jutsu used and the burst SPD of the speed stat of the ninja using it.
C-rank: Burst SPD +5m/s
B-rank: Burst SPD +10m/s
A-rank: Burst SPD + 15m/s.
While an incredibly useful technique for movement the speed is hard to keep up with. As such, while this technique is activated the user received a -1 tier deduction to their reaction time stat.

If the user possesses an element which the target jutsu is weak against they can imbue that element into this jutsu, so long as it doesn’t conflict with the weapon itself, for an additional -10 chakra cost. Its offensive variant deals 1/2 inch cuts to clones, with elemental damage as a bonus if added.
To be clear though it can only affect one jutsu, or clone, before it's sent into cool down. The exception being if the user manages to strike the one maintaining a clone jutsu with this jutsu, specifically targeting the chakra they are using to maintain their clone jutsu. Then all remaining clones disappear.

It is able to negate one jutsu of equal rank, one rank higher, or one rank lower. However the caster can also imbue this jutsu with one of their elements, providing an elemental interaction boost.
Please put "N/A" or "None" only when you have no hand seals or activation requirements (as in using the max effect). I'm not sure on some of these whether they're supposed to have it, and it throws off trying to ascertain their balance.
Static Sabre doesn't say what happens if the head is hit other than the chest is 'also' affected. This seems to imply something is supposed to happen when the head is hit. Also, your duration and description don't match - does the paralysis/numbing(?) last for 3 posts or 1?
Crescent Breeze has a word missing in the first sentence. Seems fine at first glance, though you should match up your projectile sizes x numbers with the radii for this rank (as it would use the Multiple Projectiles rules). This might throw off whether you can use no hand seals on this technique, if that was the case.
Aero Burst - again, not sure if you wanted a No Hand Seals effect here or not. You don't need a hand free to shrug (which is the essence of what hand seals as an activation requirement are).
Chakra Welding should have a maximum rank of damage/item that it can repair. The example B-rank seems fair, since C-rank damage rarely affects A-rank or higher items.
Negation can't get a max effect (use any of the caster's elements) for having Touch range.

If hit in the chest then one of the legs is affected, the leg closest to the impact is paralyzed; though if the hit is equidistant to both legs, the caster decides which leg is affected. This paralysis persists for 3 posts.

The number must be specified in the jutsu cast in the post it is used. Once that number is listed, all blasts within that post will follow the calculated measurements as if they were the default with this jutsu to begin with. Each wind gust produced deals 0.5cm cuts, which can stack with multiple gusts. Additionally while within the sight of the caster, the wind walls can home in on their target. Description: The user, gripping a portion of an item that had been broken, uses chakra to call its pieces together, reversing the damage and re-forging them as a means to repair it. The entire process taking about a quarter of a second in total to complete. Using the principle of the law of conversion to ensure that the item is always repairable so long as all its components, no matter what state they are in, are within the techniques 10m radii. Not repairing an item in full (Ie. if pieces are outside the radii) leaves the 'repaired' item fragile, and able to be broken by a basic attack of equal rank, or by techniques of 1 rank lower, but the item and its abilities can still be used.
While it can repair items of its rank and lower with no problem, those of higher rank tend to be out of the scope of this jutsu. It is possible to repair B-rank items with a +5 to the chakra cost but will be in a fragile state, as explained above, even if all it's pieces were within the range. Additionally B-rank items repaired with this jutsu will fall apart by the end of the thread and will still warrant a repair cost to use them in other threads. Items A-rank and higher are completely un-repairable with this jutsu.

Static Sabre- How would the caster decide if there's the exact same distance between the two legs? Wouldn't the person getting hit get to decide it? It's treading a bit on godmodding (deciding things for someone else). Also it's up to the opponent almost always where they get hit, so wouldn't it make more sense for them to decide?
- Also it has too many values. You have 1 max for duration and another max for amount of limbs affected.
Crescent Breeze- How are the wind blasts created if they come from any point of the body, or any point of an item?
- Remove this sentence: "The caster can produce multiple wind blasts but each blast shrinks the size of the blasts."
- "*Meaning after three hits to the same spot the damage caps off" That should be after 5 hits. 3 * 0.5 is 1.5 not 2.5 .
- Has too many values. Homing effect is a mid effect and you have max radius.
