Additionally, she voices concerns on this seemingly aggressive move from the Land of Fire, as expansion is an unprecedented change since the Warring States Period. When the proposition of the merger is brought up, she will be apprehensive at first, and will explain that her rule in the Land of Grass has fallen into question as a supposed heir has appeared. Yoichi vows to join the Fire Country if the mission-taker assassinates the new heir, a man named Okura Noritoshi. He is guarded by 5 A-Rank shinobi with A-0 stats, and utilize an assortment of all base elements and specializations, sans senjutsu, up to S-Rank, as well as up to A-Rank weaponry. Mission Details: The mission-taker must travel to the Land of Rivers and speak with the Lord of the Land of Rivers, Kurata Yasunobu. Upon arrival in the capital, however, the mission-taker will find that the capital of the Land of Rivers, Kaikyo, has been besieged by rogue shinobi from the Land of Wind. This wandering band of shinobi consists of 10 A-Ranks, all with A-0 stats, and 2 S-Ranks with S-0 stats. The rogue shinobi use an assortment of all base elements and specializations, sans senjutsu, up to S-Rank, and up to A-Rank weaponry. This is a Quest Mission and requires 4,000wc to complete.

Objective: Meet with the leaders of the annexed minor countries and announce the official formation of the United Fire Countries.

Mission Details: When all of the aforementioned missions have been completed, whether or not all of the minor countries have agreed to the merger, the Daimyo will call the mission-taker to the capital of the Land of Fire, Akagahara. There, they will meet with Ōmono Madoka, who will announce the official declaration of unity, forming the United Fire Countries, and declaring himself an Emperor whilst elevating the minor country lords to Daimyo themselves. This is a Quest Mission and requires 5,500wc to complete. All previous annexation missions must be completed before this mission can be taken.
