Clan History: A clan originally formed in the Land of Sound, the Kotone Clan was renowned for their use of sound to aid them, their members spread out across various fields. Little is known about the history of the clan as their origins go back so far that history records only have vague details about the very first Kotone clan leader. It is rumoured that the first clan leader had been a woman who specialized in sound ninjutsu, with precise chakra control that allowed her to use her voice in ways unimaginable to others. Ninjutsu, genjutsu, iryō ninjutsu, taijutsu. Speculations about her specializations were constantly thrown about - but no matter what the description of her was, it came without dispute that she had been a powerful kunoichi. It was her stubborn insistence towards focusing solely on her sound techniques in everything that she did that the Kotone clan's kekkei genkai began to form within her. It isn't clear how the process went, but soon, every sound that left her mouth was marked with destruction, the smallest sound vibrations emitted by the kunoichi would bounce off the nearest object, changing itself into the object's pitch and destroying it.

To a woman who cherished the beautiful sounds that she made, she was devastated. Although she was used to using the sounds she produced for offensive, destructive purposes ... she found that she could no longer control herself, no longer able to use it for anything other than destruction. Driven mad with helplessness, she committed suicide, leaving behind a daughter who would later on continue to help with the development of the clan.

Currently, the clan has scattered across the lands, yet still follows the ancient traditions laid down by former clan leaders. Clan leadership is handed down by pure descendants of the first Kotone clan member, and even those who no longer have direct connections with the main family retain some knowledge of them, as word travels fast among members of the clan. In order for the clan leadership to be handed down, the clan head must either step down and hand it to the selected heir or - in the case where the clan head is killed - the title will go to either the selected heir, or the eldest in the main family (chosen if no designated heir was declared). The current clan head is Kotone Mirako, mother of the twins Mikage and Misaki. Despite the formalities of having a main family and leadership title, they hold little power over the rest of the clan, unless the leader displays a visible amount of power over their kekkei genkai.

Kekkei Genkai Name: Fine Tuned Frequency
Kekkei Genkai Description: Although not the only users of sound ninjutsu, members of this clan are able to utilize their finely honed sound ninjutsu skills to send out chakra augmented sound waves, which serve to mimic the frequency of other matter. The secret lies in the supposed 'ability' of a singer to break a glass by singing a high note. Contrary to the belief that one simply has to be able to sing a high note, the glass will only break when the singer reaches the pitch identical to the resonation of the glass. A similar idea is applied to the Kotone clan, which have trained in the art of Sound Ninjutsu since an early age, but have only recently begun seeing the manifestation of this particular kekkei genkai ability in the newer generations. Users are able to apply chakra into the sound waves released without first identifying the target object, shaping the waves into the correct pitch upon coming into contact. The effect of the sound waves varies depending on what it comes into contact with, including the counter or deflection of incoming attacks. Additionally, this grants sound jutsu used by members of the clan a +1 interaction to Crystal and Ice Release, as well as the natural ability to imbue objects with chakra without use of Bukijutsu.

Members are granted one free C rank resonating item for the purpose of channelling their passive ability. The item's inherent purpose must be the ability to channel sound, and it is constantly resonating even if the user is immobile (due to the kekkei genkai - if it is removed from the user's body, it will revert back to a normal item that makes noise only when moved) - a non specific frequency that serves as a sensory, allowing the user to detect abnormalities in the surroundings. This passive ability varies according to rank:

• D Rank: Sound waves bounce off the immediate surroundings up to a radius of 4 meters. Sound waves do not pass through solid objects, so if someone is hiding behind a tree that is located between themselves and the user, then the user will only be able to detect the tree. Users are able to detect a slight distortion if coming into contact with a D rank stealth jutsu.
  
  
• C Rank: Sound waves bounce off objects up to a radius of 6 meters around the user. Sound waves do not pass through solid objects, and  this can cancel D rank stealth jutsu.
  
  
• [B Rank: Sound waves bounce off objects up to a radius of 15 meters around the user. Sound waves can pass through solid objects not augmented with chakra by paying 5 chakra per post. This can cancel C rank or lower stealth jutsu.
  
  
• A Rank: Sound waves bounce off objects up to a radius of 30 meters around the user. Sound waves can pass through solid objects not augmented with chakra by paying 5 chakra per post. This can cancel B rank or lower stealth jutsu.
  
  
• S Rank: Sound waves bounce off objects up to a radius of 50 meters around the user. Sound waves can pass through solid objects without an additional chakra cost. This can cancel A rank or lower stealth jutsu.
  

Drawbacks:

• Members suffer a permanent decrease of 30 chakra to their chakra pool as a result of their passive ability.

The ranges of the passive ability should match the max ranges of jutsu their rank. Please fix that. 4m for D rank might not sound like much, but it's actually a pretty decent range, especially for something that doesn't consume chakra.

The following custom negative special characteristic must be taken, and cannot be balanced

Make the custom drawback a permanent -1 to reaction time, even in a 1v1.

Members are unable to use any form of personal stealth jutsu, as their passive ability will interfere with this attempt.

This is very specific and conditional. Not a very tangible drawback, really.


Basically, fix the drawbacks and the ranges. The rest looks fine. Kudos.
