Clan History: A relatively large clan that had sprung up within the land in rather recent years, the Kettei Clan is a diverse clan that is diverse amongst each other, creating one clan with two very separate, and very different factions within it. One of the two factions is named the Iridonians, a faction that preferred inhospitable terrain and a fierce predatory life. Generally, their appearances are more human-like in regards to skin color than their counterparts, and overall members of the faction tend to live more equally with one another, sharing a similar hatred for the weak. Overall they were extremely capable hunters and physical fighters, seeing chakra as a secondary thing, something that should only be focused on in their spare time.

As the Iridonians retained a more free society with one another, they also placed the clan and their individual families before themselves, meaning that even if it came down to their own well beings, the general Iridonian was one that would consider how it affected the clan or their family before making a decision. Generally, these Iridonian clans and families would have an elder or chieftain leading them, and while this implies a primitive culture, they're actually technologically up-to-date, but are just sticklers to the old traditions.

The other faction, the Dathomirians, are a different group of Kettei members. They preferred terrain with plenty of vegetation and abundant life, and tended to lean less-so to the more brutal physical tendencies of their counterparts, instead choosing to focus more on chakra control and the techniques they can develop from it. They were quite physical and were good hunters, of course, though they focused less on that than the Iridonians did. They also live in a culture where the male Dathomirians were subservient to the females, with some of the female members of the clan further enforcing this subservience with their own minor order, called the Nightsisters. Members of this faction tended to have more variety in skin color.

The Dathomirians thought less about the clan and their families than the Iridonians, instead the Nightsisters were the ones in charge, with the Nightsister that was the most skilled at using their chakra being labeled as the Night Mother, or Mother, for short. Any male Dathomirian that has shown prowess with chakra would be placed at a lesser state of authority than a Nightsister, though would still generally be called upon to help defend the Dathomirians, called a Nightbrother. While the Iridonians were more warriors, the Nightsisters and Nightbrothers were more assassins.

After members of the clan had moved into the many lands, the Iridonians had taken a liking to the Lands of Earth and Wind, while the Dathomirians went to the Lands of Fire and Water, with the Land of Lightning containing a mix of both factions, though they would fiercely quarrel with another and retain rather open hostilities. They do share plenty of similarities with one another, however, as both factions had small horns that would develop when a Kettei would reach puberty, and both factions also had their own tattoos that differed from member to member. These tattoos were generally applied to a Kettei child during the Festival of the Rising Sun, which where on June 16th, both Dathomirians and Iridonians enter a customary truce with one another, where those that came of age would be brought to the festival and be given their tattoos, going through a rather painful process, though would be celebrated afterwards.

Due to being a foreign clan from an unknown land, the Kettei had also developed their own language, though when they settled in the many lands of the shinobi, this language was pushed to a more secondary place in their culture, where it is still remembered well, but has been mostly passed over for the sake of the members being able to communicate with the natives. Members of the Kettei in both factions also favor wearing eastern style clothing, with both males and females known to be wearing skirts of some type, with males generally wearing a vest or arm-exposing shirt. Finally, both factions also are widely into ancestor-worship, though the practice has begun to slowly fall out of favor among the members.

Two prominent figures both factions should know of is Eeth Koth, a weak Iridonian Kettei that had overcame his own weaknesses in order to become a powerful chieftain, whom of which was the first one to slay a Nightmother in combat and had led the clan to the shinobi lands, while the other is Korr Kolar, a Nightsister that had almost single-handily restored the previously decimated Dathomirian presence in the Land of Lightning, and had introduced the concept of the Nightbrothers to the Dathomirians. Both of these figures are now deceased, with Eeth Koth having been captured and executed by the Dathomirians and Korr Kolar having died in battle against the Iridonians via her throat crushed, though both have still remained more the prominent figures in the coming years.

Kekkei Genkai Name: Kettei Physiology
Kekkei Genkai Description: Members of the Kettei universally have two hearts, though one cannot function without the other, and horns that they develop once they hit puberty. Their horns cause piercing damage of one rank lower than their rank, with the maximum piercing damage being one inch deep. Beyond that, their benefits are split between the two factions of the clan.

The Dathomirians

- As a Dathomirian, they have history of placing less focus into the natural physical prowess of the clan, instead focusing more on chakra and acting more quick and silently on their feet. As such, the Dathomirians have lost the natural resistance to pain the Kettei have, instead gaining a +10 to their starting chakra pools, with a +10 on each rank up increase.

- Female Dathomirians are called Nightsisters, and are generally given more freedom and encouragement to focus on their studies into chakra and the techniques they can learn from it. As a result, female Dathomirians can be given the Jutsu Master Positive SC without a counter-balance.

- Nightbrothers and Nightsisters are practitioners of stealth secondarily, though this knowledge of it has helped them hone their sense, meaning that members of this faction gain a passive +1 tier in Perception.

The Iridonians

- The Iridonians generally cared less about chakra than their counterparts, instead focusing more on their physical prowess. This leads to members of the faction gaining a +1 tier in Endurance for their natural, honed resistance to pain and they can't feel any wounds received by E-Ranked weaponry.

- Being more into hunting or fighting, an effect of this was their greater focus on crafting weapons they could use and armor to help protect them, as a result Iridonians gain a free C-Ranked weapon or armor upon creation.

- The Iridonians are the type to place themselves under extreme conditions in order to improve and become stronger, allowing members of the clan to take the Quick Learner Positive Characteristic without a counter.


Drawbacks:

The Dathomirians

- In order to be quick on their feet, the Dathomirians rejected more training involving physical strength and endurance than they should have, leading to members of the faction receiving a -1 tier in Strength and Endurance, along with the inability to learn the Mighty and Stamina positive characteristics.

- Since the male Nightbrothers are generally fewer in number and often are seen as lesser importance than the Nightsisters, male Dathomirians must give an extra fifty words to their history section on how their prowess was discovered, along with another 100 words should they wish to learn the quick learner or jutsu master SC, leading to a 550 word requirement for their history at the most, and 450 word requirement at the least.

- Since they're generally less focused on physical techniques, Dathomirians receive a 20% increase in wordcount requirements for Taijutsu and Bukijutsu and cannot start out with either specialization.

- Generally, Nightsisters end up being more arrogant than Nightbrothers, leading to them tending to practice less due to their natural feelings of superiority, despite their encouragement to learn more. Female Dathomirians are left with the Primary Specialization beginning at B-Rank and their Secondary at D, while males are left with their Primary starting at A-Rank and their secondary at D, as the males are also not encouraged to improve.

The Iridonians

- Since the Iridonians didn't care about chakra or learning about chakra as much, their members receive a permanent -20 chakra to their pool, which carries through with each rank up, where each rank up gives a -10.

- As they're more physically focused, the Iridonians aren't the type to know more advanced chakra-related specialization outright, making them unable to begin with Fuuinjutsu and Genjutsu, and it takes 10% more wc to learn and improve either.

- Being a more traditional faction than the Dathomirians, the Iridonians tend to stick with their values and focus in on a single issue at a time, making members of the faction gain the One Track Mind negative SC without a drawback.

- As they're strength and endurance-based warriors, the Iridonians receive a -1 to speed and cannot take the agile or frail SC.

Your positives, by and large, are fine. The only egregious thing here is the scaling chakra. We normally only allow +20 chakra via clan; this scales to 10/20/30/40/50 from D to S rank.

I'm not quite sure what the point of scaling the damage on the horns is if it has a capped piercing depth. It might be easier to give a rank at which the horns can pierce bone.

An extra 150 words of history in one instance ever is not a drawback I am considering for clan balance. You may keep it for flavor if you like.

Overall, please take another look at whether someone will take this clan's positives for its drawbacks,. For example, I don't know many people that would take -20/30/40/50/60 chakra for free Quick Learner, a free C-rank item, and minor pain resistance. (This actually is way too big of a drawback for what you're getting on the Iridonians.)
