“Ryuzoji Bokuden, there have been rumblings of conflict brewing between the Hidden Villages of the Lands of Water and Lightning. Our correspondences with the governing bodies of each nation, respectively, have yielded little credible information with which we can work. The representatives of both daimyo deny any involvement, making the situation even more… problematic. The mobilization of a fleet on a large enough scale to carry a fighting force in the ports of Russia is concerning. We view such a display at best an inappropriate threat of aggression, and at worst a legitimate threat to the stability of the region and the lives of those who reside there.
The people of this Empire have sacrificed far too much in the name of peace to allow a threat to that peace to go uninvestigated. Your mission: travel to the source of the aggression, Russia, and investigate the cause of the rising tension between they and Kumogakure. Our primary objective is to preserve peace in the region. To that end, do what you feel is necessary.”
Bokuden folded the missive, pressing together the broken imperial seal as he slid the letter into the interior left breast pocket stitched onto his white robe. The ice-cold wind of the night blew harshly against the fair-skinned man, causing his eyes to narrow as he peered over the ship’s bow. Upon receiving that missive via the signature white messenger bird used for imperial business, Bokuden wasted little time in beginning his journey. The author of that missive was right, the region could not suffer such open aggression and threats to peace. The Ryuzoji made his way to the nearest port, needing to travel down the eastern coast of the continent to the Land of Water, a treacherous formation of islands and rock formations known to sink unfamiliar ships. Travel by land may have been safer, but this was more direct, and there were only so many people on a single boat, meaning less eyes to see him coming.
A black storm cloud loomed further off the coast, illuminating the night sky with a flash of lightning. Bokuden and the crew of the ship he had boarded were fortunate that the storm brewing on the horizon was not set to cross their path. Mother nature’s fury was beyond even his ability to stave off indefinitely. Given how important time was in his current assignment, he could not afford to be grounded in an unfamiliar port town to wait out a storm that could last who knows how long. The Land of Water was an island chain, eventually he would need a ship to get him to his destination. He hoped it was this one.
“Hey you, get down below the deck! If you’re going to ride with us we’re not going to have you catch something out in the rain and bring it to the rest of us.”
An old man yelled out to Bokuden from the entrance to the ship’s cabin. He was one of the crew. This was not a civilian transport ship, but rather a commercial shipping barge which Bokuden had bought his way on, aiming to keep as low a profile as possible by tagging along on a ship free of non-professionals. He grizzled men of the crew were far too preoccupied with their work and keeping the ship on the right course to pay a nameless stranger like Bokuden any mind. It made for quite the convenient situation for the Ryuzoji. Even so, he kept his face hidden under a hood and white scarf partially covering his lower face.
“Yes sir. We can’t have the crew compromised, now can we?”
