Clan History: The Doragon no Shinzo, also known as the dragoons, come from a forego land, one not often traveled by visitors due to the mountainous terrrain and treacherous water ways nearby. This makes visiting an expensive task, and unfortunately has kept them relatively cut off from much of the world. What did escape their lands was myths, myths of dragons and people that lived with them. Unfortunately such tales, after traveling far and wide, get exagerated a bit. None the learn despite their perhaps frightening appearances, the clan led a relatively peaceful existence. Of course there were squabbles and crime, they are as human as anyone else after all, but never really war. In their land they lived in isolated city states, each governed by a counsel with no true leader of the clan. Unfortunately that didn’t last. About a year ago a volcano erupted in their lands, and Unfortunately, it was a major eruption. Ash covered the land, plants died, food was tainted, and many were killed by ash or lava flows. They clan fled from their home an and became refugees in this land. This has been hard on them, as many have spent the past year trying to become fluent in the new language. Their natural language, Tynala. ( Here is a translator for rp use. It’s based on the al bhed language from FFX. )
Kekkei Genkai Description: Doragon no Shinzo, it's members hereafter referred to as “dragoons” have differing anatomy to most humans, and it is this anatomy that makes them so odd to look at. Most importantly, they have wings. Large, leathery dragon wings which, fully stretched out, often have a wingspan of 1.5x to 2x the members total height. They come from the back, just below the shoulders. Anatomically they are very similar to human hands. The second shoulders of a sort function mostly as ball joints, allowing for the best range of motion possible. However they cannot move them quite as freely as their arms. The fingers on this arm are greatly elongated and fully webbed. A large thumb of some sort is unwebbed and functions as a thumb would. When not in use, the wings are often folded inward, much like a bird’s, and rest under the armpit.
These wings allow full powered flight, and their maximum flight speed is equal I their speed stat. They may also, as dictated by the does stat, out on a boost of speed. The duration, maximum speed, etc. Is all directed by the speed stat. (Which stats how long anyninja can sprint, how long the boost lasts, etc.) Out of combat, flight costs no chakra, but requires great focus. If at any time combat is initiated, (defined as any person attacking the clan member or vice versa) flight will immediately cost chakra. (How much is noted in the drawbacks)
Dragoons may choose to have cosmetic draconian traits such as horns, scales, etc. These can serve no purpose other than looks. These must be clearly denoted as cosmetic only.
Each Dragoon has an enhanced affinity to a single element. They will always take 1 rank less damage from anything aligned with that element. This applies to Jutsu that specify that element, and even weapons with that elemental alignment.
In addition, each dragoon has 2 passive stat points to distribute as they please. These must be stated along with the clan. For example: Clan: Doragon no Shinzo [+1 speed, +1 Strength].
Finally, each Dragoon may start with 1 free C rank weapon or E ranked seijutsu pet. Dragoons may also app Wyverns and other dragons as pets.
Drawbacks:
Flight Costs no chakra out of combat, however once combat is initiated, the user must pay 5 chakra per post. However this is not all. Dragoons have bones that are hollow like a bird's. Also like a bird's, they have a great number of struts reaching across the bones to boost their defense against breaking. If, however,one of their wing’s elongated fingers does break, chakra cost for flight immediately goes up by another 5 chakra. If the wing has sustained large tips and tears, that's another 5 chakra. Each wing tallies this separately. Which means if both wings have major tears and at least one broken bone, that's 10 per wing, for a total of 20 chakra per post. Then the 5 for flying in combat. If any wing is felt full A rank damage, flight is impossible and the dragoon must land. Major tearing is defined as C rank Jutsu damage to the wing. Bones can be broken at B rank Jutsu damage. (As per normal damage rules.) All chakra costs for injured wings must be paid regardless of combat status.
While each dragoon takes 1 rank less damage from their own primary element and anything aligned with it, they take 1 rank more damage from any Jutsu or item aligned with that elements weakness. For example, a Fuuton aligned dragoon will take 1 rank more damage from anything aligned with Katon.
Because of their strange alignment with dragons, the Fuinjutsu +1 against supernatural brings applies. (This is the fuinjutsu bonus, not a second one.)
Dragoons start with 1 element, which starts at S rank as normal. However, because of their enhanced alignment with their primary element, learning a second is more difficult for them. As a result, they cannot learn a secondary element until They are C rank. They cannot learn a third until they are A rank. Dragoons may never take a quaternary element, nor take the hesitant: element special characteristic.
Word count costs for training elements are 10% higher.
Should a dragoon take an element that is strong against their weakness, all it's Jutsu cost 5 more chakra.
Because of their wings, normal upper body armor must state that it is customized for Dragoons. This is to be in the item abilities section. Free armor given from joining a division, su as Anbu, is the only exception. Any already existing armor given to or bought by a dragoon may be modified to fit them for 20% of the armor’s midline cost as per it's rank. For example modifying a C rank upper body armor will cost 100 ryo, which is 20% of C rank armor's midline 500 ryo cost.

This sphere is held about a foot in front of them, and then punched, which launches the sphere at the target. This sphere travels at 10/20/30/40/60 meters per second. Upon contact, the sphere does elemental damage equal to the Jutsu rank used.

D Rank - 1/4-3/4 inch cuts, minor bruising, or minor 1st degree tissue damage.
C Rank - 1-1½ inch cuts, major external bruising (possibly able to fracture bone), or major 1st/minor 2nd degree tissue damage.
B Rank - 2-3 inch cuts, able to break bones with concussive force, or deal major 2nd/minor 3rd Degree tissue damage. Wounds at this rank, if they hit a vital area, can be lethal if not treated with haste; most often, it is at this rank that ninja can start to bleed out.
A Rank - Can cut or pierce directly through an individual, or shatter bones, or deal major 3rd-degree and possibly even 4th-degree tissue damage. The most powerful A-rank jutsu are fatal on direct impact, but larger-range techniques can still cause appreciable damage.
S Rank - Able to rend people apart with ease, crush even bone to dust, incinerate, or do damage of the like. These jutsu have the ability to cause death even at a distance; for this reason, they are considered 'overkill'.
