Clan History: The Kimura clan were definitely the more famous of the sibling clans, but simply because one clan got admitted into the prestigious confines of Konoha’s walls did not mean its sister would die out. Rather, the Akechi clan, born from outcasts of the Kimura clan who found their specialty not in the element of fire, but rather the element it was strong against, banded together as a small, ragtag group of wandering ninja who travelled the lands, taking contracts as mercenaries to supplement their daily, living needs, and finding work in all corners of the elemental nations, never letting anything so simple as a country’s political borders define who their allegiances lay with as much as it was the money they were paid that determined their agenda. As time passed, the small family eventually grew too large to simply travel as a group, and to rid themselves of the tediousness they finally decided to settle down. Returning to their roots somewhat, the Akechi clan founded a small, isolated clan compound within the southeastern edges of the Land of Fire, finding home close to the sea where the ever blowing breeze was more than a reminder that they were creatures of the wind, unshackled by the flames that tore into the hearts of humanity.

Kekkei Genkai Description: Sisters to the Kimura clan, this matriarchal clan possesses renowned mastery over the element of wind, almost to the extent unheard of by other wind practitioners, attaining a niche in their art comparable only by, and elementally second only to, the Kimura.

• Akechi clan members must take Wind as a primary element.
  
• Akechi clan members receive +20 to their chakra pool. 
  
• Akechi clan members may use Wind Release techniques of a rank higher than they would normally, i.e. a D-rank ninja can use B-rank Wind Release techniques. 
  
• Akechi clan members receive a +1 tier to their Reaction Time.
  
• Akechi clan members must begin as Wanderers unaffiliated with any one village, though they may join one after.
  

Drawbacks:

• Akechi clan members receive +1 rank in damage from direct hits from Fire Release techniques. 
  
• Akechi clan members' Wind Release techniques act as if -1 in rank against Fire Release techniques. Combined with the natural elemental superiority fire normally receives against wind, this means that Akechi clan members' Wind techniques will interact with Fire Release techniques as if they were two ranks lower instead of one.
  
• Akechi clan members cannot learn a quaternary specialisation.
  
• Akechi clan members cannot learn a quaternary element.

Those advantages combined lead to something WAY too alike to a +1 to overall power for the wind element,

which is not allowed on clans, You may need to branch out into something more specific on that front.

Maybe something similar to how the Hatake clan attempt is working with its raiton.
