Mission description: There has been cause for concern amongst Genin and Chuunin amongst the streets of Kiri, some believe them to be forming an almost socialist gang. Disperse them.
Mission details: There have been a gang of Genin/ Chuunin running amok causing trouble around people who have travelled to Kiri, find them, and scare them so that they do not try this again. The movement seems to be growing under the threat of war and distrust, crush it. The number of them is up to the taker of the mission.
Can be threatened, fought, reasoned with, caught or arrested.
Kazuya walked along the streets of Kirigakure, trying to look for the gang that had been causing trouble in the streets.
What differed it from your ordinary gang was that these were ninja. While normal civilian gangs would normally be reported to the local police force, ninja gangs were given to the ninja administration instead, since these gangs were often leagues more dangerous than their civilian equivalents. Whenever such a gang popped up, it was much easier to incite unrest among the population at the current administration's failure to keep such things quelled.
Kazuya had been the unfortunate sap dispatched to deal with this though. He quickly wiped disappointment and fear off his face and instead put on one of bravado. If he was going to do any good in this village, he would have to be able to take on any job, whether he liked it or not, and with this thought rooted in his mind he took the mission from the person in charge and set off to search for the individuals who were causing havoc in the area.
They were easy enough to find.
It was one Chuunin and two Genin, with the two Genin looking like they had just graduated out of the Academy, while the Chuunin looked like he had been a ninja for a while.
Nevertheless, Kazuya saw that they were currently up to some mischief, harassing an old store owner who was quickly handing over a small portion of his money to them. They were surprisingly not demanding too much of his money, which led him to believe that they weren't inherently bad or selfish, just up to some mischief and wanting to strike fear into their neighbourhood.
Unfortunately, Kazuya was aware that what they were doing was wrong, not just in a social sense, but from a legal standpoint. However, that was why a ninja had been deployed to make them see the error of their ways instead of the local police force. If the local police force had been sent out, there would have been an instant clash between the two parties, while sending out a ninja, especially someone like Kazuya who was always open to negotiation, could help reduce the hostilities between the two parties and possibly even convince them to give up their mischief.
If anyone was able to convince them of something so utterly ridiculous and impossible, it would almost surely be Kazuya.
He saw the situation around him. While there wasn't anyone injured, everyone around definitely was in fear. They weren't so much afraid of what would happen to the man in question who was for all intents and purposes currently being looted, but they were also much, much more afraid of the fact that they could be next. Anyone in the vicinity could be the next target of their unfortunate crimes in an effort to prove themselves to the population the quick and short and also immoral way, but at the same time Kazuya was getting the feeling that none of the people would look away, not that they could in the first place.
Even in Kirigakure, in a ninja village where trust was supposedly held on a tight leash and it was almost surely dictatorial and tyrannical power from the upper levels of the ninja ranks that kept the entire village in order, there was still a certain type of bond that had formed itself for those at the bottom of this food chain. Or, perhaps, more accurately would be that, because of this chain of command, the people at the bottom, who were protected only by pieces of paper and the ink on them and little else, had to form bonds to help them get by their daily lives.
It was with this notion in mind that fueled Kazuya to help the people, stepping up to the three Chunin. Unfortunately, they weren't as willing to listen to reason as he had hoped. In fact, they were constantly trying to provoke him into a fight. While they could have just as easily beaten them up, Kazuya had realised that they were not the type to do so, since they only wanted fear and respect from the population, not an actual rebuke from the Mizukage herself. It was likely this reason that they didn't straight out attack him when he called them out to peacefully talk about their differences and their actions.
It wasn't that Kazuya was a naturally peaceful person. However, Kazuya did prefer to take the peaceful route and convince others of what they were doing being wrong than straight out jump into a fight, even if that was what he had envisioned being a hero to be at a younger age. Right now, he knew better, and if he could get through the day without having to fight or enact violence of spill any blood, then that would be a victory in his books that he was willing to celebrate.
Over time, while it did take awhile, Kazuya was finally able to convince them that they were doing something wrong. They weren't willing to change, but they were willing to drop the issue and avoid causing trouble in the area... for the near future, of that Kazuya was sure. Of course, they would maybe come back out here to cause some chaos every once in awhile, but Kazuya would worry about that when the time came. Not everyone changed over night, and these kids were likely the same in that sense.
Feeling satisfied that he had managed to solve the issue, even if it was just temporarily, he headed back to the mission area, ready to turn in this mission and call it a satisfying day. It was surely one of his less active ones but as a ninja, one could not complain about having nothing to do, when what one did would very well end up as the last thing one ended up doing in their lives. And it was with that less than pleasant thought that Kazuya spent the rest of his more than pleasant afternoon.
