Minor changes to KKG and drawbacks - the +1 / +2 to reaction time should be specified as tiers, as opposed to ranks.
With jutsu, seeing as Byakugan is the core of the Hyuga Clan's technique, I don't see an issue with this being an additional scaled technique, as removing either this or Palms technique would affect the clan quite substantially. However, there are too many S ranks, and those need to be removed / decreased in rank.
Palms Technique: The duration of the inability to use certain ranks of jutsu and higher needs to be clarified - at the moment, it's unclear whether it's for the rest of the thread, for a single post, or goes on for the same duration as the speed tier reduction.
Rotating Palm Technique: I see this as a Supplementary / Defensive technique - and as such, would require defensive properties to be stated, even if the duration is only a single post.
