Clan History: The Hanzai-sha clan (Also know as the Clan of Criminality by those who believe the clan to be mere myth) is a deeply-rooted clan originating from Konohagakure. The clan was founded during the early days of Konohagakure, after a group of highly-skilled and anarchy-motivated jonin failed to assassinate the First Hokage. The intent was to seize control of the hokageship, then conquer the neighboring villages to grasp absolute power over the villages, amassing enough influence to allow the world to be overwhelmed by its own sin. However, the leader was soon discovered, and discreetly executed by the ANBU Black Ops. However, his remaining accomplices, the leader's students, disappeared.

They soon reformed as the Hanzai-sha, forming the clan out of small families strong in Raiton and Suiton, living out their days in Konoha as a clan of myth. The offspring of the clan elders were brought up home-schooled, taught in the ways of persuasion, stealth, disguise, and most of all, taught how to control their soon-discovered Kekkai Genkai. Their elders taught their students of their "absolute truth": That true bliss can only be achieved by succumbing to one's base urges. However, students who showed great dedication to the clan were taught of the clan's main goal: to root itself within every major hidden village, manipulating its highest ranks into turning its eyes away from the crime so that the village may eventually envelop itself in its evil. The strongest vein of the clan, based in Konoha, has conspired to overthrow Root since the underground ANBU group's inception.

However, because of the inhuman amounts of cruelty given to those who lack the capabilities of mastering the training or following the teachings, the clan has seen approximately 5 students disappearing from its ranks completely. Sadly, though, of the 5 students that ran away, 4 of them have been noted as either "assassinated by the clan", or "killed by their own agony". The agony that is spoken of in the latter is known within the teachings as the Agony of Righteousness, which is the decay of mental state present in those who defy Hanzai-sha teachings, and instead try to lead lives of purity. It is believed that the exposure to the true evil of the world, found in the words of the senseis and elders, is so debilitating, that those who try to expose the clan and relieve the world of its slowly tightening grip on it, or try to fight back against the group through heroic mean, lose their sanity within the mental cruelty of the anguish, despair and absolute evil of the actions of their training, which include subjecting missing-nin to various forms of poison, interrogation and general torture. This agony is known to be most profound within the midst of battle, as the traitor is subjecting a person who could be viewed as similar to the mistreated test subjects to pain, yet trying to lead the world to a state beyond the means and teachings beyond the clan. It is said that the memories of the harrowed training goes with members to the grave, penetrating any means of suppressing or destroying them, and in rare cases, amplifying to an unspeakable state.

Members are said to blend in expertly within any crowd, and are always armed to the teeth with means of escaping. Their persuasive ways have allowed them to successfully infiltrate some of the hidden villages, but due to the minute size of the veins within the villages adjacent to Konohagakure, only one or two members within each village are able to infiltrate the higher ranks of the cities' political structure.

Kekkei Genkai Description: Due to the varying degreeing of expertise in Raiton and Suiton within the clan, the offspring have been born with the ability to alter their skin to produce chakra-infused water, which is specially created to amplify electricity, through the pores in their skin. Because of its instability during infancy, the majority of early offspring died to the conductivity of their skin as they shocked themselves to death. However, later offspring have shown resistance to lightning, with the most major problem being scars left from the rush of electricity on the water-drenched body. They can train at least 1 of each water and lightning-based techniques 1 rank above their own rank. Also, lightning-based attacks lower than the Hanzai-sha's rank do less damage, doing -1 for each rank lower.

Drawbacks: Due to the extra training required to produce the exact amount of water needed to perform the Kekkai Genkai correctly, the cost of learning water-based techniques rises by +1 rank (learning an SS-ranked water jutsu costs the standard word count). Also, due to the user's unfamiliarity of his/her equal/superior opponent, lightning-based attack ranked equal or higher than the user of Arashi no Senshi do more damage on the user, doing +1 more damage at equal, and +1 added on for each rank higher the opponent is.

Kekkei Genkai Jutsu:

Hanzai-sha members can only learn one Storm release jutsu, so choosing it as a third element is risky.

Wait so is this technique you describe storm release, or are you making the false assumption that you can take storm release as a third? It's an advanced element, only members of the Yamamoto clan can have storm release.

Ah, sorry, didn't know Storm-release was exclusive to Yamamoto. I'll be sure to change it.
