Chiharu
Chiharu is the de jure capital of the Lightning Country, and home to the Lightning Daimyō. The town gets its name from the various mountain-borne natural hot springs that run through the town, as well as the climate which provides the town with clear skies in a country otherwise dominated by consistent cloud cover.
In terms of industry, Chiharu produces very little, and relies primarily on its position at the eastern sea border of the Lightning Country for commerce. It is the largest trade hub in the Lightning Country, ahead of Kumogakure itself as well. Buildings in Chiharu are typically made of stone or imported wood, coloured brightly, and kept extremely clean due to the Lightning Daimyō’s preference.

- Any Port in a Storm:
Mission name: Information Gathering: Any Port in a Storm
Mission rank: D-rank
Objective: A shinobi network is only as good as the intel it can gather.
Location: Kaminari no Kuni | Chiharu
Reward: 150 ryo
Mission Description: The port of Chiharu is an important section of the city as it imports and exports goods from across the world. It is therefore vulnerable to smugglers and illegal traffic which might harm the Land of Lightning. Your job is to monitor its trade and report any potential harm.
Mission Details: 750 wc
The following situation may occur, but remember: your duty is only one of reporting, not one of intervening.
- You found nothing unusual.
- An unusual high/low amount of goods have been imported/exported, off the books.
- You spotted criminal gang activity 'coming to an agreement' on the docks.
- Illegal goods have been smuggled in and are being prepared for internal transport.
- Unregistered chakra-conductive metal is being shipped.
- Market Mayhem:
Mission name: Information Gathering: Market Mayhem
Mission rank: D-rank
Objective: A shinobi network is only as good as the intel it can gather.
Location: Kaminari no Kuni | Chiharu
Reward: 150 ryo
Mission Description: The market place is a busy area that invites many to spend some time. Customers, traders, thieves and unusual trinkets; all of them will offer or find a hand to seal the deal. Your job is to monitor its trade and report any potential harm.
Mission Details: 750 wc

- Nothing unusual occurs.
- An unusual or otherwise known dangerous trinket has been spotted.
- A missing-nin has been spotted.
- Thieves guild activity has been exceptionally high lately.

Mission name: Information Gathering: The Black Market
Mission rank: D-rank
Objective: A shinobi network is only as good as the intel it can gather.
Location: Kaminari no Kuni | Chiharu
Reward: 150 ryo
Mission Description: The Black Market is an illegal trading hub not easily found or entered. While this is preferably eliminated as per Daimyo laws, it is simply not feasible to do so in reality. Monitoring this illicit area is therefore rather necessary.
Mission Details: 750 wc
The following situation may occur, but remember: your duty is only one of reporting, not one of intervening.
- The usual contraband is being smuggled, so nothing out of the ordinary happened.
- A new player in the criminal world has showed up.
- Humans or Human Puppets are being smuggled.
- Exceptionally dangerous venoms or artefacts are being transferred.
C-Ranks
- Eavesdropping :
Mission name: Way of the Shinobi: Eavesdropping
Mission rank: C-rank
Objective: It's hard to remain unnoticed in a busy place such as Chiharu. Certainly when you're trying to get your hands on sensitive intel.
Location: Kaminari no Kuni | Chiharu
Reward: 300 ryo
Mission Description: You received intel about a secretive gathering which is about to take place. Trouble is, if you're not one of them, then you're against them. And they do know who's part of their gang. So stay unseen and listen in on what they're trying to hide. Do not intervene.
Mission Details: 1500 wc, must have a C-rank (or higher) Stealth technique
- The gathering is protected by D-rank Sensory jutsu. Without the proper Stealth, you'll get caught.
- The gathering can take place in a remote area or at their home turf (writer's discretion).
- Intel may contain: smuggling plans, assassination plans, sabotage plans, thug wars.

Mission rank: C-rank
Objective: It's hard to remain unnoticed in a busy place such as Chiharu. Certainly when you're trying to get your hands on sensitive intel.
Location: Kaminari no Kuni | Chiharu
Reward: 300 ryo
Mission Description: Sometimes, the best approach to gather information is by being in the thick of it. Disguise yourself with proper means and blend in with the environment.
Mission Details: 1500 wc, must have a C-rank (or higher) Transformation technique.
- The household is protected by D-rank Sensory effects. Without the proper transformations, you'll get caught.
- As part of future plans, you need to infiltrate into the household of a noble and monitor his activity, investigate their personal journals and discover indiscriminate evidence of their illicit dealings. Do not take anything away; merely pass on what you find.
- X marks the spot:

Objective: It's hard to remain unnoticed in a busy place such as Chiharu. Certainly when you're trying to get your hands on sensitive intel.

Reward: 300 ryo
Mission Description: Sometimes the toughest jobs are the simplest. You need to check a storage facility where goods have been stored. We have intel some of the crates contain illegal weapons. It's your job to get inside, find those crates, mark them, and get away again. No violence, no discovery.
Mission Details: 1500 wc, must have a C-rank (or higher) Stealth technique.
- The crates are guarded by regular patrols walking in groups of 2/3 people. Do not knock them out or kill them.
- D-rank Sensory across the storage facility will discover the unprepared and alert the patrols.
B-Ranks
- Culling the Crimes:
Mission name: Shinobi Raiding Crew: Culling the Crimes
Mission rank: B-rank
Objective: The safety of the Land of Lightning is not only a matter of being one step ahead. It's also one of intervening at the right time.
Location: Kaminari no Kuni | Chiharu
Reward: 500 ryo
Mission Description: Two yakuza gangs are gathering in an empty open terrain for a revenge act gone wrong. While this is not so much a reason for interference, quite a few of the participants have killed innocents during the dispute. It'll be your job to put this fight to a good end. In other words, one where the yakuza will understand there is a limit to such disputes.
Mission Details: 2500 wc
Each side of the yakuza family have six (5) men of C-2 rank stats across the board, and one (1) team leader of B-1 stats across the board. The team leaders are capable of chakra manipulation equivalent to B-rank in two specs and two elements of the writer's choosing. Available weapons of the crew is up to the writer.
- Confiscating the Crates:
Mission name: Shinobi Raiding Crew: Confiscating the Crates
Mission rank: B-rank
Objective: The safety of the Land of Lightning is not only a matter of being one step ahead. It's also one of intervening at the right time.
Location: Kaminari no Kuni | Chiharu
Reward: 500 ryo
Mission Description: In a former shinobi action, a warehouse with illicit goods has been infiltrated. During their stay, the crates we need have been marked with an X. Ambush the criminals and confiscate the crates for the Daimyo.
Mission Details: 2500 wc
Four groups of three (3) criminals patrol the warehouse. Take those out that stand in your way and seal the crates for immediate transport. All members have B-0 stats across the board, weapons at the writer's discretion and access to chakra manipulation of B-rank or lower. They wield 2 specs and 1 element of choice.
- Stealth: with the help of B+ rank stealth, it is possible to limit the combat interactions to 3 or 6 members through swift ambushing. Doing so denies the raising of an alarm and maintains the covert options shinobi active in Chiharu appreciate.
- Brutal: without the proper stealth, engaging even one group raises the alarm and calls the remaining members to intervene. While these are spread and won't appear all at once, it may make the mission considerably harder considering their skill.
- Sabotage:
Mission name: Shinobi Raiding Crew: Sabotage
Mission rank: B-rank
Objective: The safety of the Land of Lightning is not only a matter of being one step ahead. It's also one of intervening at the right time.
Location: Kaminari no Kuni | Chiharu
Reward: 500 ryo
Mission Description: It is unfortunate but we do not have the necessary men to take on the current smuggling crew. While reinforcement are under way, the smugglers will get away if no one is there to stop them. Slip into the ship's machinery and sabotage it sufficiently to delay their departure. Do not attract attention by making everything blow up or having the ship sunk; civilians reside on the ship and are not to be endangered.
Mission Details: 2500 wc, requires B-rank stealth, one participant requires B-rank Kugutsu.
- The ship is guarded by C-rank sensory techniques. You'll require a decent technique to go unnoticed.
- Considering the delicacy of the mission, a specialist in mechanics is required. A Kugutsu user should be sufficiently equipped with such talents to deal with this.
- While there are patrols on the ship, their skill is simply too high for a B-rank shinobi. Engaging them is not an option. However, the machinery section is protected by a B-rank crew member with B-2 stats across the board. They wield A-rank skill in ninjutsu, kugutsu and taijutsu, as well as earth, fire and steel release. Taking them out will be required if you wish to work on the machines without opposition.
A-Ranks
- Evil Megazord, now!:
Mission name: Hero for a Day: Evil Megazord, now!
Mission rank: A-rank
Objective: A trade hub such as Chiharu is a crowded place and the perfect brood place for villains to make their introduction. But who stands at the side of the civilians to oppose them?
Location: Kaminari no Kuni | Chiharu
Reward: 1000 ryo
Mission Description: A massive puppet has made its introduction by breaking the roof of the workbench where it was being build. Within it, one puppeteer who practised his evil laugh once too much! Gather your guts because it's MORPHIN' SHINOBI TIME!
Mission Details: 3500 wc
The puppet is an A-rank puppet, fully geared and optimised for domination while being controlled by a puppeteer inside of it.
- It has A-rank strength and speed, A-3 dexterity, A-2 perception and puppet endurance.
- The chest and legs are created in solid plating which functions as an A-rank heavy armour against physical damage.
- It wields an A-rank whip-sword with an effective reach of 50m, and a 'grappling' passive requiring S-rank to break free (or A-rank jutsu).
- It has a protective modification granting it a singular (but infinite duration) A-rank defensive properties allowing it to soak 2 A-ranks or 4 B-ranks before the barrier drops.
- It has thrusters build in across its mechanism which allow it a speed burst, flight burst or solid jump of 80m/s over 80 meter.
- Further abilities and hidden weapons is up to the writer's discretion.
The puppeteer's stats don't matter as they are used to manage the puppet. Upon defeat, they'll cry out with a solid, "NOOOOOO!", only to swear revenge and disappear before being caught. Who knows what nefarious plans they'll have for the future?!
- They have Legendary-rank Kugutsu and S-rank ninjutsu to supplement their puppet.
- The Terminator:
Mission name: Hero for a Day: The Terminator
Mission rank: A-rank
Objective: A trade hub such as Chiharu is a crowded place and the perfect brood place for villains to make their introduction. But who stands at the side of the civilians to oppose them?

Reward: 1000 ryo
Mission Description: Having appeared from a secret lab arrives a mechanically enhanced humanoid who calls himself 'The Terminator'. However, something must have gone haywire as he believes all humanity must be eradicated.
Mission Details: 3500 wc
The Terminator has
- A-3 strength, A-0 dexterity, S-0 endurance, A-2 perception and A-2 speed.
- A-rank taijutsu and ninjutsu (to fire bullets?), with earth, fire and steel release to make him extra durable and destructive.
- Upon destruction, he'll swear to come back.
- Jugo Boss:

Mission rank: A-rank
Objective: A trade hub such as Chiharu is a crowded place and the perfect brood place for villains to make their introduction. But who stands at the side of the civilians to oppose them?

Mission Description: A Jugo seeking to try out his 'perfect form' has shown up. Unlike mad evils, he is not so inclined to go on a rampage. However, he has put an ultimatum. Either someone seeks him out and defeats him, or he'll destroy the whole city as a testament of his unopposed power. At least, it's said he smells really good.

Jugo Boss has the following stats and abilities
- A-2 strength, A-3 dexterity, A-3 endurance, A-0 perception, A-0 speed.
- S-rank Taijutsu, Ninjutsu and Senjutsu, as well as the ability to absorb chakra from others.
