Over 200'000 suna refugees are still waiting in their camp for relocation. The ones willing to stay in the mist or in the snow country have already been granted their chance to move within the mission set "Rise of Heidel" and the remaining ones are those who expressed their wish to return back home once the situation has become more suitable for them to have a realistic chance at survival. Months have passed since the great nations have pulled their major forces away from suna and the remaining population could concentrate on rebuilding certain parts of their cities and slums.

Mission Description: The caravan is moving. Verdandi has issued the largest troop movement since the end of the Suna Reclamation Project. This time to actually do what her superiors failed to accomplish in their first try. To bring prosperity and peace to the land of wind, Verdandi will commandeer the fleet of over 300 ships to bring the sunaan refugees back to their home. Aiming for the closest shore available to their actual target of location. The first step of the mission set will be to bring the numerous refugees safely to their new, or old shore. The ships will be massively overloaded with people, resources, wood, clay, steel, iron, food and water.
Mission Details: On their way to suna. Bandits that have little love for Kiri or Suna will sail for the refugee fleet. Two ships filled to the brim with about 30 pirates each will try to corner as many refugees ships as possible in order to enslave the people and loot their goods. Expecting to abuse the chance for easy loot on scarcely defended non-combat ships.
Allies: The ANBU Commander will be in charge of a good 20'000 D-Rank soldiers. They have no chakra but are equipped with D-Rank Armor and Weapons. The soldiers function as guardians and keep the refugees protected as well as helping them with various daily tasks.

Enemies: The pirates have two large frigate-type ships that are faster and more easy to maneuver than the large transport ships used by the Kiri forces. Each boat has two A-Rank and one B-Rank Captains and about 30 C-Rank crewmen. They have lightning, fire and water techniques from the library. As well as canons on each boat that could cause devastating damage to the transport ships. They are also equipped with scabbards and simple broadswords.

The caravan will obviously attract a lot of attention. Multiple D-Rank bandits and common desert beasts will be daily business along the way. The soldiers will be prepared ahead to deal with them. Mission Description: After overseeing the integration process and making sure that the slums seem to be self sufficient, able to defend itself. Verdandi gathers her forces to return back home and give the control over the slums back to the local militia. The army has suffered under the constant battles and feels the need to return back to their own shore after their primary task has been completed with merit and the enemy forces have been turned to dust.
Mission Details: While the travel through the desert is mostly harmless in nature this time. A mere few D-Ranked monsters and bandits appear. However, once they reach the shore. Verdandi realizes that bandits are attacking the ship fleet. Already having burned down a couple of ships trying to loot them from their stored water and food. The few soldiers that were left to guard them unable to defend themselves against the raiders. Verdandi and the remaining troops have to rush in and do damage control. Taking out the raiders as quickly as possible.
Allies: The ANBU Commander will be in charge of the remains of her army of a good 14'000 D-Rank soldiers. They have no chakra but are equipped with D-Rank Armor and Weapons.

Some of the weak B-Ranks will probably flee at the first sight of trouble but the ninja enemies will be there to protect their booty.

The development reference is simply not sufficient. This thread has nothing to do with these missions until you're literally warped into the conversation. Your one post here contains a proposition that the main envoy of Sunagakure hasn't even responded to. I'd say this bears further responses and.....well, development.
Also, parts 1 and 3 have a ton of enemies. Given their rank, their numbers make victory implausible if they're even half as competent as you and your companions. I might say the same for 30k or even 5k D-rank ninja simply due to the fact that the gap isn't that large with their numerousness taken into account.Hika

Objective: Refugee Management
Mission Description: After overseeing the integration process and making sure that the slums seem to be self sufficient, able to defend itself. Verdandi gathers her forces to return back home and give the control over the slums back to the local militia. The army has suffered under the constant battles and feels the need to return back to their own shore after their primary task has been completed with merit and the enemy forces have been turned to dust.
Mission Details: While the travel through the desert is mostly harmless in nature this time. A mere few D-Ranked monsters and bandits appear. However, once they reach the shore. Verdandi realizes that bandits are attacking the ship fleet. Already having burned down a couple of ships trying to loot them from their stored water and food. The few soldiers that were left to guard them unable to defend themselves against the raiders. Verdandi and the remaining troops have to rush in and do damage control. Taking out the raiders as quickly as possible.
Allies: The ANBU Commander will be in charge of the remains of her army of a good 14'000 D-Rank soldiers. They have no chakra but are equipped with D-Rank Armor and Weapons.
Omega Squad: Verdandi will be accompanied by her personal Squad of three B-Rank ANBU. NPC Profiles can be found here: Link
Additionally she has a good 150 C-Rank Medics at hand that will provide health care for the army. They are partially shinobi but none of them are trained for combat.
All allies have X-2 Stats.
Enemies: The enemies are not many. Only 30 B-Rank raiders and 4 A-Rank leaders. Among the B-Ranks only 10 are ninja with wind and fire library techniques, while the A-Ranks also have lightning and earth. They all have gear respective to their rank and their primary goal is to loot the ships. Some of the weak B-Ranks will probably flee at the first sight of trouble but the ninja enemies will be there to protect their booty.
All enemies have X-1 Stats.
