The "Development" section is for roleplay threads that preclude the mission, not an OOC plot thread that possesses no links to RP threads in itself. Something that shows Verdandi's acknowledgment of the refugee camps and an IC decision to start such a movement of populations would suffice.

Your population and proposed landmass increases would be more of an ending note for the Description, or part of the Rewards section.

Of lesser importance, where is Blood Country?

Mission rank: A-Rank

Objective: Refugee Management

Mission Description: The refugee camps have reached their maximum capacity. With the suna civilians taking over the camp and it's resources, the current inhabitants need to move on into Kirigakure for proper process. These refugees are a crazy mix from various neighbors of the mist. Sky, Wolf, Honey, Bird, Forest, Blood and Demon countries are all potential nationalities of the refugees that will be forced to move. They have their own troubles and disputes among each other and organizing them to move safely together towards Kiri will be the main goal of the mission.

Mission Details: Arriving at the camps. The ANBU Captain and her 'squad' will have to deal with blood country refugees trying to murder the new arrived suna populi. As well as dealing with a large raid of bandits trying to ambush the huge caravan of over 40'000 refugees for their resources.

Allies: The ANBU Captain may command a good 400 D-Rank non-ninja kiri soldiers for the proper management of the refugees. Three B-Rank ANBU with standard gear and B-Rank library wind and water techniques, will be available for the captain as their squad. All allies have X-2 Stats.

Enemies: The ANBU Captain will encounter the Blood Nations A-Ranked Ring Leader with his ten B-Ranked minions. All of them equipped with standard weapons, katon and doton library techniques of their rank. As well as encountering a B-Ranked Bandit Captain with his 800 D-Ranked horde, all non-ninja but their number will threaten the safety of the refugees. All enemies have X-1 Stats.

Mission rank: A-Rank
Location: Refugee camp (Kirigakure - The Lake)
Reward: 1000 Ryo + 1EP

Objective: Refugee Management

Mission Description: The refugees have arrived at the gates of Kirigakure. A large process including a lot of paperwork and the free will of the people will determine which refugee group will be allocated to stay in Kirigakure or be moved to subservient states of the Mist.

Mission Details: The remains of the 40'000 refugees have arrived in Kiri and a large portion of them will be shipped off to Yuki no Kuni. The ANBU Captain should oversee the selection progress and reach a verdict that makes most refugees happy about their allocation. Unhappy refugees will feel like slaves in the process and most likely try to start a revolt. Dealing with them appropriately is the key. Seeing an easy opportunity to enter Kirigakure, infiltrators from the blood country keep their identity disguised as willing refugees but they will try to sabotage the process as well as trying to get quick entry into the village.

Allies: The ANBU Captain may command a good 50 D-Rank non-ninja kiri soldiers for the proper management of the refugees. Mostly for medical attention and paperwork. Three B-Rank ANBU with standard gear and B-Rank library wind and water techniques, will be available for the captain as their squad. All allies have X-2 Stats.

Enemies: The ANBU Captain will encounter the Blood Nations Infiltrators. There are four A-Ranked individuals with katon and doton library jutsu as well as weapons equal to their rank. They will try to cause unrest at night by starting to kill the elders of the various tribes and trying to blame it on a random neighbor of them. It will be crucial to stop the infiltrators before the refugees massacre each other. All enemies have X-1 Stats.




Mission name: Rise of Heidel III - From Mist to Frost
Mission rank: A-Rank
Location: Frost Country (Mizu no Kuni Border)
Reward: 1000 Ryo + 1EP
WC Requirement: 4'000

Objective: Refugee Management

Mission Description: The refugees have been moved and sent on their journey to their respective locations. Over 20'000 where allocated to Yuki no Kuni and will be transported there by sea. The ships will use the summerset canal in frost country in order to avoid sailing around the whole lighting country. The goal is to bring the refugees safely to their new homeland.

Mission Details: The over 20'000 men will be moved into a fleet of thirty ships. Loaded with cargo and enough resources to help them start a proper life in their new home. Including steel, clay, iron, wood, water and food. During the passage in the summerset canal. Local bandits from the frost country will try to attack the ships from landside. Each ship they sink will either cause a huge delay and complications to retrieve the men and resources or even cause devastating losses.

Allies: The ANBU Captain may command a good 30 D-Rank non-ninja kiri soldiers for the proper management of the refugees. Three B-Rank ANBU with standard gear and B-Rank library wind and water techniques, will be available for the captain as their squad. All allies have X-2 Stats.

Enemies: The ANBU Captain will encounter the Frost Nations Bandits. There are thirty B-Ranked individuals with suiton and doton library jutsu as well as weapons equal to their rank. They will try to set some of the refugee ships on fire so they can force the people off their ships and steal the goods. Sinking the ships in the canal is a good tactic for them as the waters are not deep and the goods would be retrievable from the ship wrecks. All enemies have X-1 Stats.




Mission name: Rise of Heidel IV - A new Home
Mission rank: A-Rank
Location: Heidel (Mizu no Kuni Border)
Reward: 1000 Ryo + 1EP
Story Reward: Successfully completing the four missions will add 20'000 Population and 40 km² to land mass of Heidel.
WC Requirement: 4'000

Objective: Refugee Management

Mission Description: The refugees have arrived in Heidel. However their coming has been announced within way too short notice and their new homes are far from finished. Using the resources from the refugee ships, the ANBU Captain is to oversee the proper construction of housing and farming buildings in the ruins of the outer ring of Heidels former glory. Rebuilding the second and third wall ring as well as organizing guards, watch towers, patrols and general security for the new civilians is crucial. It is also important to oversee the building of the frost glass domes above the new area as the refugees are clearly not happy with being directly exposed to the harsh winter of the north. The terra-forming frost domes will allow them to regulate the warmth in their habitat for calmer conditions suitable for comfortable living and even farming.

Mission Details: The remaining refugees, counting about 20'000 will need proper guiding in their various tasks to build their new home and make it a cozy place one would enjoy living in. However, the years since Hao's wrath has given the outer rings of Heidel to the beasts of the wild. They will put a fight with whomever tries to invade their new home.

Allies: The ANBU Captain may command a good 20 D-Rank non-ninja kiri soldiers for the proper management of the refugees. Three B-Rank ANBU with standard gear and B-Rank library wind and water techniques, will be available for the captain as their squad. All allies have X-2 Stats.

Enemies: The ANBU Captain will encounter the snow nations wild life. Over a dozen B-Rank bears. Fifty B-Rank wolves will keep messing with the refugees as they randomly encounter their 'homes' within the ruins. At some point the refugees will awake an ancient ice golem of S-Rank that will threaten to kill whomever tries to steal .his. land from him. While the beasts are considered non-ninja, the golem has access to A-Rank Hyouton Library and below. All enemies have X-0 Stats.




Considering the rest of your involvement in the war and your other initiatives to shore up your country's validity in the eyes of the others, this thread will suffice. The population and habitable landmass increases aren't really that big compared to the major nations, so no problem there.
