Objective: Investigate the Shichō of Kasai.
Location: Hi no Kuni, Kasai (Wilderness Board)
Reward: 450
Mission Description: Investigate the Shichō of Kasai for corruption.
Mission Details: The ROOT Operative is given a sealed document that informs them of their task, and burns away into ash shortly after. Depending on the route the Operative chooses to take, the result can have varying outcomes. Because this is a ROOT Mission, it is automatically considered criminal and requires 1,875WC. This assignment is repeatable.
If the ROOT Operative chooses to eavesdrop on the Shichō directly, they will discover nothing of interest.
If the ROOT Operative spies on the Shichō after dark, they will witness him briefly meeting with somebody in his home. Continuing to spy on the Shichō will reveal no new information, however, following the man that met with him will lead the ROOT Operative down the southern coast of Kasai. There, he meets with several pirates, and the contents of their meeting are incriminating.
If the ROOT Operative chooses to raid his office after dark, they will discover nothing of interest. However, if the ROOT Operative chooses to raid his office after dark and they have at least B-Rank Fūinjutsu, they can find a hidden room sealed from the naked eye. Inside, the Operative finds a plethora of incriminating documents and evidence of corruption.

Personality: Shōjiro has a calm and professional demeanor. He appears to be difficult to anger, exceptionally kind, and very well versed in politics. Somebody well versed in reading people might be able to pick up on subtle manipulation tactics that he uses on his subordinates. When speaking to certain individuals in private, Shōjiro adopts a very subtle hostile and threatening undertone, implying that he is not as paragon as his outward demeanor suggests.
Goals: On the surface, Shōjiro is motivated by the people of Kasai, and to better the community. However, in reality, he is heavily motivated by revenge and money.

Location: Hi no Kuni, Kasai (Wilderness Board)

Mission Description: Travel to Kasai and gather information on those employed by the Shichō of Kasai.
Mission Details: The ROOT Operative is given a sealed document that informs them of their task, and burns away into ash shortly after. Because this is a ROOT Mission, it is automatically considered criminal and requires 1,875WC. This assignment is repeatable.
The ROOT Operative will discover evidence that suggests the Shichō has a large network of pirates employed and on payroll. Many of these pirates are used to threaten traders and merchants on the outskirts of the city, while others are used to transfer those goods to trade to smaller countries, where the profit is returned to Kasai. Additionally, he has dozens of both samurai and shinobi thugs employed as well, that extort the citizens of Kasai.
Lastly, the Operative can learn that the Shichō employs three shinobi bodyguards, that are with or nearby him at all times.

- Target: Pirates on the shore:
- The ROOT Operative can choose to target the pirates that frequent Kasai's bay. The Operative will board one of the pirate's ships to engage their targets. If the ROOT Operative chooses to target these pirates, their opposition will be:
6 pirates with B-3 Stats, B-Rank Bukijutsu, Taijutsu, and Ninjutsu, and up to B-Rank Library Fūton techniques.
3 pirates with A-3 Stats, A-Rank Bukijutsu, Taijutsu, and Ninjutsu, and up to A-Rank Library Fūton or Suiton techniques. - Target: Pirates on the outskirts:

- The ROOT Operative can choose to target the samurai or shinobi thugs that extort citizens within the city. The Operative will encounter their targets scattered throughout Kasai, littering the streets and alleys. If the ROOT Operative chooses to target these samurai or shinobi, their opposition will be:

Mission Description: Identify, locate, and eliminate members of the Kasai Shichō's security force.
Mission Details: The ROOT Operative is given a sealed document that informs them of their task, and burns away into ash shortly after. Because this is a ROOT Mission, it is automatically considered criminal and requires 4,375WC. This assignment is repeatable up to 3 times; the Operative must choose a different target each time, and cannot eliminate the same target twice.
The ROOT Operative must identify, locate, and eliminate one of the Kasai Shichō's bodyguards while they are away from both the Kasai Shichō and the other bodyguards. The Shichō's bodyguards typically operate in shifts of two, leaving one vulnerable to attack whilst they are not on duty.
