I can't decide between the Akui Clan, or the Ishido. So I was wondering if there was a way to become a member of both clans?

I also was wondering where exactly do I start working on my character application?

Welcome to Saga! Unfortunately, there is not a way to begin as two separate clans, as that would, I imagine, be rather hard if not impossible to balance. However, to answer your second question, character creation is done here: http://www.narutosaga.com/f3-character

You cannot be a member of both clans, unfortunately; if you feel too conflicted to pick right now and want to start your character off without deciding which clan you want, pick your clan as The Undiscovered so that you may pick your clan later on in your character's journey.
