The guidelines state if you have a preexisting character consider your stats your ninja tier 0 until your jutsu list and locker is updated, upon which free tiers will be granted to your character. This character has been approved for quite some time, so I agree that it is fair that I not start at E.

Just remember that I think you will be receiving a few free rank ups by the time everything is said and done. That's for re-apping your items and jutsu.
