I've made the required changes for Static Discharge, however I'd like to point out that I had initially added the severity of the drawbacks by picturing myself as the victim, including the -1 reaction time XD

However, I have added the range, outside of which the seal dissipates, added a duration, removed the -1 reaction time, and added the possibility of self-injury, though I had presumed that last one to be implied with the jutsu.
