Kyohei pushed his way through the crowd that had gathered, standing and gawking at the aftermath of a construction collapse in the middle of the village. Like moths to a flame the thoughtless masses flocked to dangerous situations. It may have been human nature, but it definitely was not in the best interest of the emergency responders who were trying to get in and assess the situation. Other officers had already arrived on the scene when Kyohei, who was further away, arrived, the yellow tape denoting the perimeter that the Police Force had set up to keep out civilians. “Finally,” he thought to himself as he bent down and dived under the tape to get to the other side, “Someone else gets stuck with the grunt work for once.”
Upon arriving, the Uchiha immediately located the sergeant on site and ran him down to be briefed on the situation and receive orders as far as what he should be doing. As far as the information they had could tell them, the construction site was in the middle of demolition when part of the building collapsed, trapping 6 workers who had been surveying the building in order to best approach the day’s demolition with a wrecking ball. Fortunately, the crane operator was not among the six that were trapped meaning that the machine could be used to move the incredibly heavy debris that was holding them down, but there was a problem. The collapse’s damage was not limited to what had fallen and there was still cement and steel falling after being loosened by the initial damage. The danger of debris falling on the trapped workers and officers going in to perform the retrieval was extremely high, too much for the commanding officer to initiate any kind of rescue operation until it had been taken care of.
Unfortunately, everyone who was in charge of creating this plan of action seemed to be drawing a blank, much to Kyohei’s frustration. He understood the need to act in the interest of public safety, but the men who they would be putting into danger to go and secure the upper level were officers. They signed up for the danger. Solving problems should not be put off because it might put the officers in the line of danger. If they get injured on the job, so be it. That is why they have health insurance. But leaving the people they were called to save trapped because you were too afraid to make a decision was inexcusable.
Taking it upon himself, Kyohei would begin to scale the crumbling side of the building, drawing oohs and ahs from the crowd as well as harsh words from the sergeant. At each floor he would stop, gaining his footing and looking the area up and down in order to identify and make note of problem areas. He intended to relay that information to the officers on the ground when he returned so that they would know exactly what the points of greatest risk would be, enabling them to address them. What he also did, which he had not planned ahead of time however, was weaving some hand signs at each stop and blowing a stream of red-hot fire directly at the dislodged steel, welding it back together before blowing a gust of wind to cool and harden it, effectively securing it and removing the threat.
