“So this is the symbol of ‘The Vandals’ that have been making so much noise lately,” Kyohei said to himself as he looked up at the large work of graffiti sprayed onto the building’s side wall. There had been a great deal of complaints recently for vandalism and property damage in this area of the city, all seemingly linked by this symbol and the name The Vandals. It was likely nothing more than a common street gang filled with some bored kids. At first the Police Force did not feel a particular need to exert any real force or spend resources hunting them down, assuming that civilian shinobi would be able to bring them in line when they saw it, but to this point that had yet to be the case. And for that reason officers were deployed to the last known areas of their vandalism to sort the issue out once and for all.
Beginning his own small scan of the surrounding area, Kyohei would eventually become privy to the sound of snickering and aerosol cans. “Bingo,” he thought to himself before taking to the rooftops and making a beeline right for the source of the sounds. Looking down from the roof of a building into a small alley he would see three boys, none appearing to be over the age of 16, if that. He sat back and watched silently as the rather portly member of the group continued to spray paint the symbol of The Vandals on the wall, catching the group red-handed in their act. It appeared as though finishing this assignment was going to be even more simple than he originally anticipated. All that was left was for him to make his way down and apprehend them.
Instead of immediately doing that however, he began to take an interest in their topic of conversation, namely the newly re-instated Konoha Military Police Force. As he listened on, he began to understand a bit more their feelings on the group and their motives for their actions. Their vandalism was little more than the misguided frustration of spoiled children who believed themselves to be some sort of vigilante force fighting for good and justice. How quaint. They saw the re-instatement of the Police Force as the beginning of some kind of oppressive and militant regime that would strip the citizens of Konoha of their freedom. The enormous leaps they were making from “protecting peace” to fascism was actually astounding, and not in a good way. It was not unheard of for angst-filled teenagers to lash out at authority in some misguided protest. There were likely even those in the Police Force that would think it a higher priority to help them see the light and solve things amicably. Unfortunately for them, Kyohei was not one of those officers.
The Uchiha would jump down behind them, cutting off the exit of the alley and cornering them in the confined space. “Time’s up, kids,” he announced, hands akimbo to his hips. He figured just the presence of authority would be enough to bring them to their knees, but surprisingly they resisted, insisting they wouldn’t go down without a fight. He commended their bravery, but thought them fools. If they had simply comes quietly they would have likely gotten off with a slap on the wrist, especially for being minors. If they used force against him, he would be forced to reciprocate it. And that he did, easily dispatching three young boys, barely out of the academy. Obviously he restrained himself enough that he would cause no real harm. Striking with his open hand as opposed to a fist in only non-vital areas with just enough force to stop them in their tracks instead of hurting them. Before long they would accept how overmatched they were and surrender, allowing Kyohei time to call for a transport unit to come and pick them in. He did however, leave out any note of them resisting or fighting him. They may have been fools, but at least they weren’t cowards. He wouldn’t punish them for that. As far as the police force would know they turned themselves in.
