The Kumo Council (ご意見番, Go-Ikenban; Literally meaning "Honoured Opinion Watch") exists to help the Raikage govern the village and to make sure all decisions are made with the best interest of Kumo and its inhabitants in mind. Although the Raikage always has the final say in the matter, the chancellors along with the council are there to give their opinions and advice, thus making sure the decisions made are fair and take into account all possibilities and viewpoints. Each of the members of the council have decades' worth of experience and knowledge of the political affairs that occur in the village. They exert great influence over the governing of Kumogakure and have garnished wide support from the village's shinobi. It was up to them to choose a new Raikage after a previous Raikage is no longer able to lead the village...

Bo and Ko Noboyuki. Twins of the council, both getting towards their late 60s, are chancellors that are in charge of leading the council for a combined consensus in the decision making. They have served this prestigious position for decades, and have overseen the actions of the Raikage since the age of Kumo's Two Headed Serpent. While Bo is more lenient and willing to negotiate, his twin brother Ko is not so understanding; Ko has the mindset of getting everything he wants without having the concede to anyone's wishes. Although the two may seem as though they should not be working together, they actually make together one of the brightest minds in the village hidden in the clouds.


Michiko Inuzuka. A well respected elder woman of the council, she is the clan head of the Inuzuka clan that is within Kumo's walls. She has a kind heart that is always reaching out to the people in anyway possible. There are few to see her not drop her famous warm smile that even Reika herself couldn't compete with. If Reika was Kumo's Mother, then Michiko would be considered Kumo's grandmother. Do not upset her though, as she will quickly summon her partner who is a 30 foot tall Cerberus by the name of Geoffrey.

Hanabi Misora. Quite the eccentric clan head of the Misora village, Hanabi does not make it a secret or even both to show off his sexuality to others. He is a proud crossdresser and will scream it to the world if he needs to! Most of the times, he will sing out his thoughts or dance out what he is saying through interpretive dance. That will lead to his assistant Julie to translate it to the other council members. If you can get past how unorthodox of a person he is, Hanabi is actually quite insightful about matters and will be rather blunt without thinking about how others might feel. Why should he care? He's an artist!


Takumi Chikara. The representative from the Chikara clan. Since it would not make sense for Kenji Chikara, the true clan head, to also be apart of the council when he is already the Jyuudaime's second in command Takumi was elected. Takumi is someone that works with the political side of the Chikara clan, then he will relay the message back to Kenji. Whenever a debate will get heated, Takumi is usually the one to calm everyone down before tempers are flared.



Koga Kyodara. The clan head of the Kyodara clan. A man of science that will articulate his thoughts from the point of view of logic. Ironically he is a scientist and doctor of respectable degree, however he is one of the few councilmen that cares very little about the well-being of the civilians of Kumo and more about the benefits of the shinobi. His thought process is based off what advances to research in chakra can he make to redefine the shinobi world. Although he is apathetic to the civilians, during a dire need he will protect them as it is his job to do so after all.


Ren Ryuzoji. A female representative from the Ryuzoji clan. Most people will be scared to take up the mantle as the representative of the clan since there is discussion on who will take up the mantle as the clan head. Ren however took up the position as if it was her duty. She sees Kumogakure as her home and will always be on the side of attacking anyone that threatens their peace. Although she may hold the position as one of the most important people in Kumo, that doesn't mean she's anything other than a single woman looking for love.
