More likely or not Haku was meant to be a female but the idea of a young girl traveling with an older man wouldn't sit right with the majority, hence why Haku is classified as a male.

that is actually quite a feasible explanation for it…though in the end they kind of went through with it in the Orochimaru-Anko aspect
