Clan History: The Sumiko Clan is more like a new, small group, that was formed during the era of the Fifth Kazekage. The creator of this clan was, in fact, the most skilled Katon user in the Sunagakure. Having such a talent, he wondered what would it be like if he could create a derived technique from this existing one. The thing was that, he didn't had any clue of what element he could combine with Katon to get another one. Then he remembered about Pakura of the Scorch Style, the legendary Sunagakure ninja that had access to an unique Advanced Element that was going to be achieved by our protagonist as well. The time passed as he tried to find all the stories about his Kunoichi, trying to understand how were her jutsu working and how did she get to achieve such a power.

He found out that Pakura had an affinity for the Wind Release as well, thing that got his attention. He had only one weakness: he couldn't get to learn any other element. This was going to be a true problem for our ninja, since he wanted to conquer a new "territory" or knowledge. But he didn't give up. By studying hard, he imperfectly recreated the Scorch Release, the Advanced Element that was going to remain in Sunagakure's history for eternity.

Kekkei Genkai Description: Scorch Release (灼遁, Shakuton; Viz "Scorch Style") is an advanced chakra nature kekkei genkai. This nature creates chakra that is capable of heating up an enemy to the point where all the liquid inside their body evaporates, killing the victim and leaving them a desiccated corpse. It is suggested that this nature is comprised of fire and wind elements. Because of the amount of fire used for this element, the Wind Release {Fuuton} will give a +1 to any Scorch Release Jutsu.

Drawbacks: The members of this clan cannot learn a fourth element or spec. Also, water gets +1 while used against Scorch Release users. Due to their jutsu nature, they will suffer 1st and 2nd degree burns on their hands, skin burns. Because of the pain, the user will get a -1 to speed 'till the end of the thread, after the first use of the Shakuton. If the uses of the technique increase (2-4), the user will suffer 3rd degree burns, flesh contact with the fire, getting to the situation where the user can't use his hands at all without S-Ranked medical treatment (5->) (Lasts beyond the end of the thread, until he/she is treated).

Description: The user creates 2 (for B-Ranked) or 3 (for A and S-Ranked) flaming orbs, each with a diameter of 1m, that resemble small suns. These orbs rotate around the user and can be freely controlled to attack enemies or to protect himself/herself. The orbs move with the speed of 20mps (at B-Rank| |+5mps/rank) Depending on the rank, the jutsu may have different abilities:

• B-Rank: if an orb touches somebody, he/she will get a -75% of a rank in speed for 2 posts because of the dehydration. Also, he/she will suffer 2nd degree burns on the hit spot;
  
• A-Rank: if an orb touches somebody, he/she will get a -1 in speed for 3 posts because of the dehydration and, because of the lack of energy one will have due to the effect of the jutsu. He/she will also suffer 2nd and 3rd degree burns that extend on the hit zone.
  
• S-Rank: if an orb touches somebody, he/she will get a -1 in speed for 4 posts because of the dehydration. Being hit three times with these orbs will mean death, since every touch of this jutsu's abilities will result in 3rd or 4th degree burns that extend trough the body. 
  

You will need to detail exactly how many of the orbs are created with each use of the jutsu. Also, remove its ability to affect enemy chakra costs in any way and put a limit on how long the debuff lasts. Full rank buffs/debuffs begin at A Rank, not B.

Take out Supplementary out of the jutsu completely, as this has no actual supplementary uses, nor does it have defensive uses (just offensive which can be used to force enemies away).

Drawbacks wrote:That's why the Hozuki's Clan Members have an advantage against this clan. They also cannot be hurt by scorch release due to their liquefied form.

Remove those two lines and add 1 more proper drawback

I can only 1/2 Approve this, the other half will have to be from another GM or Admin.

Alternatively my 1/2 can be over-looked/terminated if further flaws are identified in this clan ~

Everything looks pretty solid, I'd just like you to bring the cooldowns up on your jutsu to 4 for B Rank, 5 for A Rank, and 6 for S Rank. You could also bump up the size of your orbs to around 1m in diameter.

Okay, first things first
------------

- The +1 needs to be defined and edited. Adding to the effectiveness is no longer allowed so it can either be that the fuuton allows you to use the next rank up of jutsu. Or change it to something different altogether.

-In the drawback section, the +1 against water needs to be altered for the same reasons as mentioned above.

-Also, the -1 in speed needs to be translated in to the stat system.
