Clan History:
Long time ago during an age of wars, there was a man known as Nohsamune the Peacekeeper (Heiwarusui Nohsamune). He was known as International Advisor and welcomed guest in every country. Nohsamune Clan was born after that man died, founded by his own son and carrying his mission to prevent any action that distrub the countries reconciliations. Using their predecessor influance throughout the countries and bearing his virtuous missions, Nohsamune Clan well known as peaceful clan who never cause any harm to anyone. Because of their peaceful trait, they are being protected by all nations military services and recognized as peaceful symbol of all countries.

The Peacekeeper, Nohsamune was born from Konoha with other name and being a scholar instead of shinobi like the other kids. He was traveling to all countries and learning about their culture, government methodology and any political issues to fulfill his thirst of knowledge. When the loss of war becoming greater, he suggest a truce between countries and prepare a meeting conference for them. In that meeting, he appears wearing a big black robe and smiling faced mask. The black robe represent his unblured vision, to keep the peaceful throughout the countries and the mask represent his calm, focused, and peaceful state conditions so he will be able to do fair decisions. He also dispose his birth name and nationality and choose a name Nohsamune as a pleadge of his action as mediator.

His effort was payed and all countries made a treaty of peace. That treaty of peace symbolized by a badge with five different gem stored with all Kages chakra in its five points. That badge was named The Peaceful Memento (平和記念品~Heiwa Kinenhin). After the war ages ended, he keep traveling through one to another country to make sure they aren't any sparks of conflict between them. He serve for the peace until grow old and finally die without regret. His death grieved by all countries but they all agrees with his elder son propose to made a clan that will continue his honorable objective. The one who will follow his path and living with peaceful.

Kekkei Genkai Description:
Peaceful State is a disciplinary and condition that applies only to Nohsamune Clan members. Its a way of living with peacefulness as a purpose. Those in this state will never do any harm to others and having the right to be protected by those respecting the peace. Like double faced coin, this trait give both advantage and disadvantage.

Drawbacks:
To make anyone recognize you as a peacekeeper (also member of Nohsamune), a smiling faced mask is given to members and they need to use it to activate Peaceful State. The mask can be broken, stolen or lost. If this thing happened, accessing peaceful state isn't possible. You will be disbanded as a member, learning harmful jutsu become possible.

Peaceful State make you cannot do any harm to others. This means attacking directly (defense and dodging is ok but countering is prohibited), learning or using lethal jutsu is prohibited. Summoning jutsu is the only permitted jutsu for security purpose only.
Peaceful State is item dependant. Losing the item means losing the ability.

I am not quite sure how you will implement your KKG. It is known that a ninja village will protect its own ninja and very rarely kill them off for the better of the village, or 'for the sake of peace', especially considering that most of the notable ninja on the site or those that will actually be of worth in a RP are all player characters. I would also point out that when faced off against missing-nin, they wouldn't care if more people were after them and would kill your clan members off anyway, hence it is very risky to make it such that they cannot use any harmful jutsu at all.

Does the mask come with the clan, or will one have to buy it in Saga? After losing the Peaceful State Mask, can someone buy it back? What would happen if a non-Nohsamune steals the mask and uses it?

For your Kekkei Genkai Jutsu, please move the item to your Kekkei Genkai Description. The item is not a jutsu.

I would discourage you from adding a mission in your clan app. You could always do that in the missions section of Saga, but it is an easy way for people to farm ryo if saving you over and over again, which is likely considering your clan does not have any offensive jutsu, is all they have to do.

Also, please not, mission are not jutsu. If you truly want to, put it in the Kekkei Genkai Description.

Honestly, this clan app is quite foreign from the few I've seen. I'll have someone more experienced look at it.
