Appearance: The Snake is 6 feet long with fangs that reach down 2 inches when the mouth is fully open to strike. These fangs pierce into the skin but release no fatal toxin.

Personality: Hebi has a mischievous behavior that Ukio at times cannot even understand. Wandering off at times to find his own food, he refuses to eat from the hands of Ukio. However, he can always be sure Hebi is one strike away from being at his aid wherever he is.

Please detail how big the snake is and how deep his fangs can pierce into flesh.

Those numbers are entirely too high for a C-Rank Pet. With that length and piercing depth you are looking at more of an A-Rank pet. 6 feet in length and 2 inches with the fangs are the max I'd allow for this pet at C-Rank.

No, it can't. Pets don't use elemental jutsu (which is what this would have to be even if it was allowed, not free raiton bite).

For the jutsu, please give "smaller" a number. Also, if they are indeed smaller than the original then the piercing power of their fangs should also be lower than the original's.

Why would a six foot long snake break up into three 2 inch snakes? O.o I mean, I guess it could be allowed, but that seems VERY small. A 2 inch long snake would not have 1 inch piercing power.

The thing about constrict is that you could probably just rp that in witthout having to spend chakra for it. And with the kunai regurgitation, is he llaunching it or just using it like Orochimaru used his kusanagi sword?

He's using it like Orochimaru, as he ranks up he'll use bigger weapons.

I should probably just keep the Kunai technique then.

I'd probably add a second technique, just because it is free. But if you can't think of one now, I'll let you app it later. I'm also unsure of exactly what kinds of weapons the snake would actually be able to regurgitate and use since pets don't naturally have Bukijutsu. It might be a good idea to bring that up with an Administrator or a Global Moderator. But as it is now ~Approved~ for 1k ryo. Enjoy~
