Fuuton is strong to raiton that's standard so you can remove that.

Jutsu duration is maintainable please put alternate costs in the description. :)

Also max jutsu speeds and hovering isn't gonna fly. You need to bring those down. That speed is reserved for bursts of movement not constant maintenance.

Remove +1 in power

Specify stat +'s are in tiers

End -1 is a drawback
