Clan History: The Kōga are an ancient clan, known to have been around since the early start of the shinobi world.  They were said to be the most skilled in physical combat, while being extremely weak in Ninjutsu.  With the great power of Ninjutsu, the Kōga clan were soon driven near to extinction.  Since they were so weak to Ninjutsu users, the Kōga were forced to go into hiding to survive, hiding as long as four centuries.  Four centuries was long enough to turn the legend of the great Kōga clan to become a name used for insults to the weak in the shinobi world.  

After a long 400 year hiatus, the Kōga clan came back stronger than before, having mastered the art of Fuuinjutsu to enhance their physical attacks and bodies to protect against Ninjutsu attacks.  The Kōga did manage to uplift their reputation, stopping the use of their clan as an insult.  However, their Fuuinjutsu techniques were not the best, and so they did not manage to retake their old, revered position in the shinobi world.  The Kōga took their failure to reclaim their feared and revered position in the shinobi world as a disgrace.

Now, the Kōga train their offspring upon the third birthday, presenting the child with a dummy that they could either attack directly or attack with a provided stick. In this way, the child chooses their path within the clan of either studying Taijutsu or Bukijutsu, and the method of their attack when using the stick declares the sub-specialty the child has an affinity towards. As for the more important and secretive kekkei genkai training, a long training process is conducted from the ripe age of 7. Kōga children are raised in guidance until their minds have accumulated the vast knowledge and awareness to spot such subtleties in human behaviors. There is no exact end date to the training, although the average is 10-11 years of training. Prodigies are most noted when completing the training in 9 years. The current record within the clan is 8 years and 343 days of training before passing the Kōga Reading Test.

The test is in three stages: the first being to test the child's ability to read true facial emotion when a person tries to hide it, the second stage tests the child's ability to mask their own emotion from leaking out on their face and other bodily behaviors, and the third is to successfully read a person's emotion by any body language not displayed by the face. Once the test is passed, the child is then allowed to enter the village's Ninja Academy. This is why Kōga clan members usually enter the Academy at a much older 18 years compared to other students. All of their training, however, makes the Academy a breeze for them, allowing the members to readily enter the shinobi forces with stronger set of discipline than most other fresh genin.

Kekkei Genkai Description: Kokoro no Me, or Eye of the Heart, is a secret knowledge that all Kōga clan members are taught at the age of 7. They are taught how to read other people's body language, behaviors, and hidden expressions called micro-expressions. They are taught what expressions and micro-expressions relate to certain emotions and how some use expressions to mask their true emotions, and then use this knowledge to know whether the person's words match with the emotions shown. This can show true emotions coming across either when deliberate or even when the other may be trying to hide such true feelings, giving insight as to how the other person is going to act.

They are able to understand what people truly feel without them saying it by reading their faces and body language, even if the other person tries to hide it or says the opposite of how they are truly feeling. Eye of the Heart is basically what it means, allowing the Kōga to see a person's heart for what they truly are. When one tries to conceal his or her emotions, leakage will often occur in that person’s face. The leakage may (or may not) be limited to one region of the face (a mini or subtle expression), or may be a quick expression across the whole face (a micro expression). Nearly all people do not recognize these important clues but because of the Kōga's training and insight in the Eye of the Heart, they can learn to spot them as they occur.

While this does allow true emotions to show, even when they hide it against their words, this can only show that they are expressing themselves falsely. Why they are doing so and what exactly they might be hiding is not always clear, and so just by seeing a falsification does not mean the Kōga will immediately know the true reason, only the true emotions.

This also allows them to read how people attack and move, more or less as people are emotional beings, so they can act accordingly. Using this knowledge they are masters of trickery in giving off false body language, where no one is their superior due to their Eye of the Heart training.

-For combat purposes the Eye of the Heart may only be used within the bounds of the following passive ability and the scaling jutsu at the end of this post. The passive and jutsu ability of the same name must be trained from rank to rank at the cost of 3000 words and 1000 ryo. This cost will be payed at each member's jutsu registration page. At no point will any shinobi's Eye of the Heart abilities by higher than their own rank. Kōga clan members start with no Eye of the Heart abilities and may only train them from nothing to C-rank upon achieving the rank of Chuunin.

• C-rank: At this rank the shinobi gains a +1 to reaction time to visual cues within 20 meters.
  
  
• B-rank: At this rank the shinobi gains a +1 to reaction time to visual cues within 30 meters. The user also gains full visual movement prediction based off of the most subtle of body language or movement, allowing the shinobi to react ahead of time.
  
  
• A-rank: At this rank the shinobi gains a +2 to reaction time to visual cues within 50 meters. The user also maintains full visual movement prediction based off of the most subtle of body language or movement, allowing the shinobi to react ahead of time.
  
  
• S-rank: At this rank the shinobi gains a +2 to reaction time to visual cues within 80 meters. The user also maintains full visual movement prediction based off of the most subtle of body language or movement, allowing the shinobi to react ahead of time.
  

Their training of the secret knowledge known as the Eye of the Heart details two different paths depending on which Primary Specialization is chosen, which their skills at reading body language give them boosts as follows:

- Heiki no Masutaa (兵器のマスタ - Master of Weapons) is the Bukijutsu path and they develop +1 to their Speed.

- Karada no Masutaa (体のマスタ - Master of the Body) is the Taijutsu path and they develop +1 to their Reflexes.  

Drawbacks:
- The Kōga clan have specialized in physical warfare for centuries, and as such, are unable to have Ninjutsu unless chosen as a Fourth Specialty, they cannot learn it before.
- The Kōga clan were one of the last to accept Ninjutsu, and were nearly killed off by Ninjutsu, meaning that Kōga clan members receive one rank higher of damage from Ninjutsu techniques.
- Word count for training specializations other than Bukijutsu/Taijutsu/Fuuinjutsu require 10% more words.
- Due to their visual prowess, Kōga clan members suffer a -1 to reaction time against non-visual cues.
- When any jutsu or item which specifically attacks the eyes is used on a Kōga clan member, they will recieve a -1 to visual perception and a -1 to reaction time to visual cues for 1 post afterwards.
-Eye of the Heart in no way confers mind reading abilities or benefits beyond the passive and active ability. Characters may read emotions casually in social situations only up to the point that the character's rp partner allows them to be correct. The character may be incorrect as often as their writer wishes.

Eye of the Heart: This does amount to interrogative mind reading if you're able to see their face...so I'm not quite sure what to do with this. The false body language thing is fine though.

Heavenly Returner: This should really only be for chakra-enhanced objects as an A-rank jutsu. You can make another, lower-rank jutsu that takes care of non-chakra-enhanced projectiles, though. (It's fine as-is, granted, but 25 chakra is a bit much.)

Kōga Clan Seal: This seems fine. Though, can the C-rank seal pay the 10 chakra for A-S? (Or was it rather unsaid?)

Would like you to put a Chakra cost on that passive. There is no way a non Chakra ability should effortlessly owner ate Chakra abilities of a rank lower. I'd almost rather you swap the passive and active. As your passive is WAY stronger.

For heavenly returner would really like you to add something which says it could not return 4 separate jutsu of equal rank. That's a bit rough.

As for Heavenly Returner, it doesn't return 4 jutsu, it returns 4 chakra-enhanced projectiles within that 1 post. 4 jutsu would be crazy, but as jutsu can enhance more than one projectile this is the max they can protect against.

I added a bit more Clan History, just fyi, as I wanted to update it with how I've RPed the clan's culture and structure so far.

Heavenly returner: A defensive technique can only defend against 1 technique of 1 rank higher, 2 of equal rank, and 3 of a rank lower. You're returning them, meaning that it's not purely defensive. So, you need to claim that this technique does not applu to jutsu, just chakra enhanced items, or run by those numbers.

Koga clan seal, would like a maximum number of stored skills. (2)

It now states that only "thrown objects" and "chakra-enhanced thrown objects" are what work for this technique. Hopefully this distinction works in separating between Jutsu by saying thrown objects and then also saying 'chakra-enhanced' as this would indicate the previous term of 'thrown objects' are not of chakra and thus just actual objects that can be thrown.
