as paper release was a canon thing, I would like this clan to take on the canon aspects of what paper release would have as well, a couple additions to the history thing etc as well would be handy.

History

Okay, number one, fantastic history, i love it.

Number two, as I would like this clan to represent paper release on saga, and as Konan has ties to it. I would ask that you integrate the famous Akatsuki member into the clan. As far as i know she has no family name, so, makes life easy. As such, Konan should be under the members group also. Don't worry about the history being long, a long developed history is basically getting a free drawback with me ;)

(I let people get away with a tad more with well thought out interesting and well developed histories.)

You say they are able to manipulate paper, does this need a jutsu? Is this jutsu listed in the jutsu list? If so, please mention it by name in this description, if not, manipulating paper is going to need a speed per rank list, as well as a chakra cost per turn you're controlling it as well as how much they are able to control per rank with that chakra cost.

Jutsu

1/ Do you need to already posses the paper? Can you only hold it in you for 4 posts? What happens after the time runs out. Gonna need more detail here please.
2/ Need a speed you can move the scrolls at, and how many scrolls can you control, try to keep the number relitively low. 15-30 (max). about.
3/ How many hand-seals, actually important. You're going to need to specify the things which they can and cant fold things into, as well as how much paper it requires to do so. I say make a list based on the size of the structure. Would be your best bet.
4/ how many seals again? 1000mm is only a meter of paper... it's not that much... also, speeds if moving them, what kinda things can they make? can they deal damage? if so how much, you need more detail pan across these jutsu. and can't just leave them open like this.

Think of jutsu as each one is meant to perform a specific function, I think you're making them a tad too broad, rather than making a jutsu that lets something fold into anything, pick a thing, like a sword, or folded oragami birds that there are 100 of that fly and cut people. That kinda thing.

Bump. I wasn't sure about the list. Making a set list of things that the users could summon would limit any members creativity. Though the list could be lengthy in size, what the member might be trying to go for may not be on the list. I tried to make the limitation the paper's size by making the paper small, and I think that the only thing shouldn't be able to with it is change its composition.
