During a long-term investigation in the slums, crucial information has been discovered: after a set-up to rekindle an old feud between two 'retired' slum gangs, a few other local gang leaders are planning to work towards an all-out turf war, making use of the confusion to claim the slums as their for their own. Death count among bandits aside, the last thing we want is for a single gang to hold foot and become the undisputed crime lord, not to mention the heavy casualties and collateral damage it could cause to the villagers. You are to assassinate the brains behind the plot and retrieve any future plans so as to prevent an escalation of events.
The gathered intel reveals the Black Alligators have instigated the old blood feud between the elder gangs to keep them busy and hopefully wipe each other during the slum war. However, they intend to work together with the Steel Tooth for this. While the two gangs both have a lesser amount of members, they are notoriously dangerous. Kumogakure forces have high expectations of them succeeding in their plans if no one intervenes.
Since the organising gangs have several hideouts and smaller groups, Administration will be sending several teams to raid the hideouts all together. You will be in one of those teams, dealing with your own objectives. This meaning there is a high risk you'll run into several Black Alligator and Steel Tooth thugs before you'll have to face one of the leaders. Do not underestimate them.

one of the 'elder gangs'. Used to be a chain of slum shops, but has now 'retired' to a single popular bar to leave the streets to the younger gangs. Still holds sway in its own immediate surroundings. Main rival of the Backwater, and seemingly unaware of any assassinations.- The Black Alligators
Heavy criminals. Smuggling, drugs, weapons, murder, people traffic... if it has a name, they committed it.- The Steel Tooth Terrors
An elitist gang of cold-hearted thugs and assassins. Doesn't bother much with petty turf fights, but their brutal retribution is widely known in the slums.
- Blackout:
Mission name: Part I - Blackout
Mission rank: B
Objective: Take out the guards and sabotage the alarms so that the raid can actually take place without any problems.
Location: Kumogakure
Reward: 500 Ryo, minimum 2500 words.
+ 25 ryo/100 wc, for a maximum of +500 ryo for +2000 word count.
Mission Description:
Tension in the area has risen as an influx of new gang members have joined, crime within the local district having risen sensitively. The gang had doubled their watch, keeping a sharp eye out while whatever recipe for trouble is being cooked up. It may not be quite the fortress, but a couple of make-shift buildings in the hands of an organised crime gang can still cause quite a difficult terrain to navigate. Armed sentries, spotlights, traps and alarms have been set in place to detect any intrusion.
It is your job to remain undetected as you infiltrate the heart of the head quarters, doing what must be done to keep your presence and identity hidden as long as possible. Kill if you must but avoid attracting attention, and sabotage traps so other teams can assist safely if need be.
Mission Details:
Terrain:
The edges of the perimeter are riddled with debris and excellent hiding places for the shinobi to discuss tactics before going in. However, the entire area is located in the middle of the slums.
One large building serves as the headquarters, a makeshift island surrounded by a wide open area with little room for hiding. The headquarters is a crowded place, teeming with several gang members preferably not made aware of danger. A raised alarm could make the entire situation get ugly real quick.
Some ten meters to the left of the HQ, an old garage serves as a workshop and storage for weapons, hostages and contraband. There are a handful of thugs in there, currently keeping watch over three hostages who simply were on the wrong place at the wrong time. Free them only if it will not compromise your presence.
To the right of the HQ, where once a couple of houses stood tall, an area of 15 by 10 meters is now nothing more but rubble and thrash. It is generally unguarded, but traps have been placed to catch those who foolishly rush in through the open space. After the rubble, which is at 15m away from the HQ, a tall ramshackle building counting three floors serves as the dormitory and indoor pass time for gang members. It goes without say gang members are resting there currently.
NPCs:
Perimeter: Six thugs are patrolling the perimeter in groups of two. They have C rank stats.
Inside the garage: three civilians (E rank stats), four thugs (D-2 rank stats) and a leader (B rank missing-nin with B rank stats, raiton/katon/gen/buki at B rank).
Dormitory: a dozen sleeping thugs (D-2 rank stats). If the alarm sounds, they wake and hunt the intruders.
HQ: Reserved for part II.
Alarms:
Scattered in the area the following traps can be found.
E rank 'alarm'. Rudimentary and simple, the whole area will wake and rush in as soon as this alarm is triggered or activated by a thug.
C rank 'scorchers'. Katon element. Step on it and you're toasted with minor 2nd degree burn wounds from the legs up.
- The Raid:

Mission rank: B
Objective: Assuming you got past the sentries, it is now time to clean out this rat's nest.
Location: Kumogakure
Reward: 500 Ryo, minimum 2500 words.
+ 25 ryo/100 wc, for a maximum of +500 ryo for +2000 word count.
Mission Description:
Entering just one of the many fallout bases the plotting bandits have set up to be used for their hostile take-over of the slums, it is now time to take down as many of the thugs as possible before they either flee or send a messenger to warn other bases. Alarmed or not, the thugs in the building are aware and able to face the raiding shinobi party. By the time the raiding party will have reached the room of the gang leader, he'll already have left the building, leaving behind a couple of papers holding some crucial information.
Mission Details:
Terrain:
The HQ counts two floors with a bunch of rooms serving different criminal purposes. One pair of broad stairs allow transition from the first to the second floor.
NPCs:
About ten opponents (a mixture of trained thugs, assassins and missing-nin), divided in 4-5 groups, will attempt to halt the shinobi while raiding through the rooms. They fight with deadly intent to protect their leader and get rid of the intruders.
Black Alligators NPCs:
- Specs: Taijutsu and Bukijutsu (Onojutsu) at B rank
- Equipment: C rank equipment. Most of them use a street-taught unarmed combat styles, though some don't shy from using pocket weapons such as knuckles, knives, shivs and razors. Baseball bats and tonfa are a favourite as well. Half of them wears a form of light armour.
- Combat Style: No nonsense, hands-on face smashing and bone breaking. Straight forward, efficient, but they aren't dumb brutes. If need be, they'll surround a target or use combo tactics.
Steel Tooth NPCs:
- Specs: Bukijutsu (Onojutsu) and Kugutsu (chakra wires, no puppets) at B rank
- Equipment: C rank equipment. Self-proclaimed weapon specialists of the slums. They dual wield daggers or shivs, and use hidden weapons and dirty tricks such as wire gloves, boot daggers, blinding powder, etc... They don't bother with puppet-kugutsu, but make plenty of use of wired traps and wires attached to thrown weapons to gain the advantage. All wires used are B rank chakra infused.
- Combat Style: Smart, strategical, quick and dirty. They are assassins firstly, meaning they always have a trick up their sleeve to regain control or gain the advantage.
B rank Missing-nin captain:
- Specs: Ninjutsu and Bukijutsu, Raiton and Doton at A rank
- Equipment: B rank equipment.
- Combat Style: A well-balanced fighting style.
