Objective: "Persuade" the gang of thugs to leave the land of wind and stop harrassing it's people.
Location: Outskirts of the land of wind, camp of the Hangmen gang.

Mission description: A a newly formed gang of thugs calling themselves "The Hangmen", known for abducting and lynching anyone who resists their desires, has been terrorizing the villages that lie on the outskirts of the land of wind. You are to find their base of operations and make contact with their leader, if possible, to deliver an ultimatum. Either leave the villages in the Wind Country and their people alone and leave the land peacefully... or be forced to do so.
Mission details: The Hangmen consist of 14 members, all male, all hardened outlaws who do and take what they want, whenever they want. Their leader was apprenticed to an ex-sunagakure ninja for a short time and has some shinobi skills (about genin level). The gang at large will not kill any of their captives without the consent of their leader first (although they are more than willing to rough them up a little), and they are united by his vision of power and reputation, and driven by greed and debased desires. They will not be persuaded easily and will more than likely attempt to capture and ransom anyone they find in 'their turf'.

General Appearance: A scruffy, unkempt looking middle aged man with weather-tanned skin, a thick beard, and a long scar running from his scalp, down over his right eye, to his jaw-line.
Personality: Arrogant and cocky, he makes a show of his cruelty in order to boost his reputation as well as keep his subordinates in line. He is a sociopath who revels in the pain of others and enjoys being feared, and is willing to do anything to get what he wants. Although he is a loathsome scoundrel, he is cunning and vicious and should not be taken too lightly.
Motivations: Money, power, respect
Fears: Being made a fool of, losing his power.
Other: He has some ninja skills, mostly just some kenjutsu and chakra flow training (wields two wakizashi [basically shorter katana] that he projects his chakra into to increase their lethality). He also possesses (10) paper-bombs and an equal number of kunai.

This sounds more like a C-rank mission. If you change the price to 180 ryo and lower the rank, it's approved. If you still want to keep it a B-rank, you'll have to give the bandits some sort of shinobi skill.
