Mission description: We know that a group of thugs have appeared in the city. They are a large organization and it seems like they have multiple hide outs for their members. Find one of these hideouts but do not engage. This is simply a reconnaissance mission.
Mission details: You will have to find one of the thugs and simply follow them back to a location of your choice, just make it realistic. You can find as many of these thugs as you wan to follow them but keep in mind that they do not talk but are simply psychotic. No more than 4 of them are together at one time, except in the hideout. ENGAGEMENT of any sort will cause in a mission failure, and the bandits will change locations, making all info you found useless.

D Rank missions typically deal with tasks as simple as finding missing pets and weeding a garden, since they're given to Genin. A reconnaissance mission of any kind that could even potentially result in combat would be considered at least a C Rank.

The NPCs are honestly to out of it to even notice if someone was RIGHT behind them. And if they engage in combat then it will be a mission fail.
