Location: Crimes happen wherever there are people to commit them.

Location: Whomever is capable of pulling off this sort of crime clearly cares not one whit for human dignity, the sanctity of life and the greater judicial system so is it really a surprise that they will perform this kind of heinous act wherever they want?
