Objective: Kill a D-Rank Hibana ninja and take her body to a bounty collecting agency.
Location: The Wilderness of Kaze no Kuni
Reward: 225 Ryo
Mission Description: There is a bounty on a Hibana Missing-nin from Konohagakure that has been giving some of the local underground population some trouble, and establish a relationship with those who work in the underbelly of Suna. She has been posing as a wandering ninja and has been rather amicable with Suna ninja, so make sure you leave as little evidence as possible at the scene. It would be preferable if you killed her outside of Sunagakure.
Mission Details: You are to capture, dead or alive, Kotone Hibana, a D-Rank ninja with D-Rank stats all around, and bring her to a bounty collecting office not associated with directly Sunagakure.  She can use Doton, Katon, and Ninjutsu library techniques of C-Rank or lower. She can also spend 5 chakra to use a Sesho Kasai effect on a Katon technique, as per her Kekkai Genkai.

As it stands, there are a couple issues with this’s mission:

• D-Rank missions cannot be contracts to kill another ninja. In fact, normally a contract like this, would be a B-Rank mission. I think if you raised this to a C-Rank mission, and increased the strength of the Ninja to C-Rank, that this mission would be more in line with the rules.
  
  
• You have outlined the pay structure of this mission as though it were a crime, however make no other indication that it is in fact a criminal mission. Please readjust the pay to a normal mission or make it more clear why and how this mission is criminal.
