+1s aren't added to your stats. They are automatically applied on top of your current stat in a thread. Adding it now would just make it E-1, which would make the buff essentially useless. If you train your Reaction Time up to D rank, your buff would make it D-1 in a thread.

Edit your original post to keep track of your current stats, and beside your Reaction Time, just put (+1 due to Reflexes SC) beside it as a reminder.
