KIRIGAKURE BINGO BOOK





CRIME
THEFT
Theft is the unlawful taking of another individual's property or services without permission or consent. The word is used as an informal shorthand term for many different crimes  involving property, including burglary, embezzlement, larceny, looting, robbery, shoplifting, and fraud. While stealing from other individuals is recognized as a crime by the village and prosecuted, the primary care of the village is that resources belonging to the village are not stolen. Not providing the agreed pay for a mission is considered theft. Information can be the target of theft as well, and the theft of village secrets is a crime that the village attempts to be constantly vigilant of. The theft of kekkei genkai from Kirigakure shinobi is grounds for an execution, and often in these cases whether the provider of the kekkei genkai consents is irrelevant.

DESERTION
Unauthorized absence of military personnel without leave is considered desertion. This simply means leaving the village without permission, or not being where you are supposed to be at the time you are supposed to be there. Not showing up to an assigned mission is desertion. Missing medical appointments is desertion. So is disappearing for several days, or months, or years. The punishment for this crime can depend on its severity.

The intent of the shinobi does matter in determining a case of desertion. If those who left the village intend to return someday they are guilty of being AWOL, or "Absent without Leave". This is still a crime, however it is punished much less severely than desertion. The circumstances behind a shinobi going AWOL can lead to the charges being dropped, especially if it is determined that the shinobi in question was acting for the good of the village.

A shinobi who has left the village through desertion represents a great threat to the village, as village secrets present in their body — such as chakra types, herbs eaten, ninjutsu, special medicine, and kekkei genkai — could potentially fall into the hands of outsiders. For this reason Kirigakure has created the Hunter-nin Corps, also known as the Corpse Processing Team, who have the responsibility of hunting down nukenin and disposing of their bodies.

MURDER
The non-sanctioned killing of civilians of the Land of Water is legally considered to be murder. A single act of murder is generally not enough to have a shinobi face major legal consequences, but excessive numbers of murders or the murder of those of critical value can result in a shinobi being branded a nukenin. Murder in the Land of Water is defined as "the killing of a citizen of the Land of Water who is undeserving of death". This law notably only applies to those who are either citizens or aligned with the Land of Water, and foreigners have no similar protections.

TREASON
Treason is criminal disloyalty to the state. It is a crime that covers many of the more extreme acts that one can commit against ones village or nation. This includes things like participating in a war against one's village, attempting to overthrow its government, spying on its military, its diplomats, or its secret services for a hostile or foreign power, or attempting to kill its leaders. A person who commits treason is branded forever as a traitor. Actions that directly harm the state or which could cause any form of panic or structural damage to the Land of Water are considered treason. The death sentence is nearly universally given to those who commit treason against the village.

KINJUTSU
Kinjutsu are forbidden techniques that have been banned from being taught or used. This ban could have been put in place for any number of reasons, but kinjutsu can generally be put in one of three categories. These categories are
techniques that cause excessive harm to the user, techniques that violate the laws of nature, and techniques that are known to have excessive collateral damage.

Despite being banned, the mere use of these techniques does not necessarily carry any legal consequences to the village they're used in, except those brought on by the technique themselves. These are instead heavily frowned upon, especially those that violate nature. When within the boundaries of Kirigakure no Sato the use of techniques with a destructive radius of over fifty meters becomes forbidden, and causing excessive collateral damage within the village will be prosecuted as a crime. Additionally, because of the tragedy of the Fourth Mizukage being possessed by Madara Uchiha's Sharingan, any form of genjutsu that possesses or directly manipulates another individual's thoughts or actions is strictly banned within Kirigakure. There are other kinjutsu that are punishable by law in Kirigakure, and they include the use of any form of necromancy, human puppetry, or Amaterasu.

PUNISHMENT
BOUNTIES
Kirigakure rewards shinobi for capturing or killing nukenin or others listed in its Bingo Book. Rewards are handed out to all who participated in the capture of the nukenin, and can even be handed out to non-Kirigakure shinobi. The bounty is created using in character information, and thus may not reflect the true strength of the listed shinobi. Ryo is handed out on the fulfillment of the bounty conditions, which can include things other than simply capturing the target. Bounties are claimed in the Mizukage Requests thread.

Bounties for nukenin are as follows:


  • D-Rank: 500 Ryo
  • C-Rank: 750 Ryo
  • B-Rank: 1000 Ryo
  • A-Rank: 2000 Ryo
  • S-Rank: 3000 Ryo


BONUSES
Bonuses are not official increases in price for a target, but rather an extra bonus that can be provided by the Mizukage or another person with a vested interest in seeing the target eliminated. Unlike the normal rewards the bonus is divided equally among all who participated. Items and non-typical rewards can be given as bonuses instead of pure ryo. Bonuses are applied for in the Mizukage Requests thread.

Primary function: To keep track of all the current enemies of their village, each ninja carries a handbook. This book lists those ninja who pose a danger to their village, including its missing-nin and foreign ninja. A so called "whos-who" guidebook for the ninja. Those listed are ranked based on the level of dangerousness, with the most deadly attaining an "S-Rank." There are multiple versions of the Bingo Books, the most common being those based from the Hidden Villages. Normally, a Bingo Book is owned by jōnin and ANBU members of the major shinobi villages, although it is not unheard of for lower ranking shinobi to possess them as well. Each entry on the Bingo Book is added by a high ranking official, usually the Kage, who lists all known information about the black-listed ninja. Fuuinjutsu present within the book allows the contents of the book to be updated as new information is processed by Kirigakure officials, making it so that shinobi are always able to access fresh and current information without needing to buy newer copiers.
Appearance: Bingo Books are black books used by ninja that contain any and all information on black-listed ninja they are to target. The dimensions of the book are 20 x 2 x 13 centimeters, and the book weighs a little bit less than half a kilogram. Hundreds of pages are contained within the book, all of which containing fuuinjutsu that allows their contents to be updated through the changing of the master copy in the Kirigakure no Sato Administration Building.
History: The Bingo Book has been used as a method of keeping track of enemies of the village for generations. Recent updates in fuuinjutsu has allowed the book to be consolidated into one perpetually updating volume for shinobi’s convenience.

Mitsuhide Namikaze is wanted by Kirigakure no Sato for the desertion of his post as Hokage and his actions leading the insurgency in the Land of Wind against the united forces of Kirigakure, Konohagakure, Kumogakure, and Iwagakure.

He is considered to be extremely dangerous and an active threat to the safety of Kirigakure no Sato. A flee on sight order has been attached in order to represent the extreme danger that he faces. It is known that Mitsuhide Namikaze assisted in organizing the insurgency that fought against peacekeeping efforts in the Land of Wind, and personally engaged in combat with the Ayakashi, the Jūrokudaime Mizukage. He is suspected to be related to Ayakashi's subsequent disappearance. Do not engage alone under any circumstances.


MITSUO SARUTOBI
S-RANK NUKENIN

Wanted Dead or Alive
Mitsuo Sarutobi is wanted by desertion of his post as Hokage, the destruction of Sunagakure no Sato, and his attempted genocide in the Land of Wind.

He is considered to be extremely dangerous. It is known that Mitsuo Sarutobi took refuge in Kumogakure no Sato following his actions in Sunagakure, however his location is currently unknown. His presence in Kumogakure was due to an invitation from Hastur, the Jūnidaime Raikage, however following the civil unrest and death of Hastur it is unknown is he remains in the Land of Lightning.


TAME
S-RANK NUKENIN

Wanted Dead or Alive
2000 Ryo Bonus
Tame is wanted by Kirigakure no Sato for the assassination of the Tatsumaru Uchiha, the Jūyondaime Hokage, and Reika Misora, the Jūdaime Raikage.

He is considered to be extremely dangerous. His whereabouts are currently unknown, and have been unknown for several years. It is unknown if he is still actively present within the shinobi world.


SANOSUKE FLYNT
S-RANK NUKENIN

Wanted Dead or Alive
3000 Ryo Bonus
Sanosuke Flynt is wanted by Kirigakure no Sato for his hostile actions against the Land of Water while acting as the Jūichidaime Raikage.

He is considered to be extremely dangerous, although his whereabouts are unknown following his desertion of his position as Raikage. It is unknown if he is still alive.


NOVA MAKOTO
A-RANK NUKENIN

Wanted Dead or Alive
Nova Makoto is wanted by Kirigakure no Sato for the crimes of desertion, treason, the use of dangerous forbidden techniques that violate the laws of nature.

She is considered to be extremely dangerous and an active threat to the safety of Kirigakure no Sato. It is suspected that Nova Makoto was one of the several leaders of the insurgency that fought against peacekeeping efforts in the Land of Wind. She is known to be incredibly talented, having won the Chunin Exams last held in Kumogakure no Sato. Her fighting style is known to be based around the use of puppetry techniques.

It is suspected that she had engaged in the user of human puppetry skills, either to create a replica of the Sasori puppet, a human puppet created by one of Sunagakure's legendary puppeteers, or have somehow obtained the true Sasori puppet. Approach with extreme caution.


Izumi Karisma
A-RANK NUKENIN

Wanted Alive
Izumi Karisuma is wanted by Kirigakure no Sato for the crime of desertion.

She is known to have been a finalist in the Chunin Exams last held in Kumogakure no Sato. Izumi Karisuma was previously a refugee from Sunagakure who fled to Kirigakure after Sunagakure's destruction. Her reasons for desertion are unknown and she is wanted for questioning.
