CRIME
THEFT
Theft is the unlawful taking of another individual's property or services without permission or consent. The word is used as an informal shorthand term for many different crimes involving property, including burglary, embezzlement, larceny, looting, robbery, shoplifting, and fraud. While stealing from other individuals is recognized as a crime by the village and prosecuted, the primary care of the village is that resources belonging to the village are not stolen. Not providing the agreed payment for a mission is considered theft. Information can be the target of theft as well, and the theft of village secrets is a crime that the village attempts to be constantly vigilant of. The theft of kekkei genkai from Kumogakure shinobi is grounds for execution, and often in these cases whether the provider of the kekkei genkai consents is irrelevant.

DESERTION
Unauthorized absence of military personnel without leave is considered desertion. This simply means leaving the village without permission, or not being where you are supposed to be at the time you are supposed to be there. Not showing up to an assigned mission is desertion. Missing medical appointments is desertion. So is disappearing for several days, or months, or years. The punishment for this crime can depend on its severity.

The intent of the shinobi does matter in determining a case of desertion. If those who left the village intend to return someday they are guilty of being AWOL, or "Absent without Leave". This is still a crime, however it is punished much less severely than desertion. The circumstances behind a shinobi going AWOL can lead to the charges being dropped, especially if it is determined that the shinobi in question was acting for the good of the village.

A shinobi who has left the village through desertion represents a great threat to the village, as village secrets present in their body — such as chakra types, herbs eaten, ninjutsu, special medicine, and kekkei genkai — could potentially fall into the hands of outsiders. For this reason, Kumogakure’s Anbu have the responsibility of eliminating the threats and disposing of their bodies. Special Jounin and Jounins, who happen to run into these individuals, are giving the order to use judgment in dealing with these shinobi - eliminating and disposing of them with applicable.

MURDER
The non-sanctioned killing of civilians of the Land of Lightning is legally considered to be murder. A single act of murder is generally not enough to have a shinobi face major legal consequences, but excessive numbers of murders or the murder of those of critical value can result in a shinobi being branded a nukenin. Murder in the Land of Lightning is defined as "the killing of a citizen of the Land of Lightning who is undeserving of death". This law notably only applies to those who are either citizens or aligned with the Land of Lightning, and foreigners have no similar protections.

TREASON
Treason is criminal disloyalty to the state. It is a crime that covers many of the more extreme acts that one can commit against one's village or nation. This includes things like participating in a war against one's village, attempting to overthrow its government, spying on its military, its diplomats, or its secret services for a hostile or foreign power, or attempting to kill its leaders. A person who commits treason is branded forever as a traitor. Actions that directly harm the state or which could cause any form of panic or structural damage to the Land of Lightning are considered treason. The death sentence is nearly universally given to those who commit treason against the village.

KINJUTSU
Kinjutsu are forbidden techniques that have been banned from being taught or used. This ban could have been put in place for any number of reasons, but kinjutsu can generally be put in one of three categories. These categories are
techniques that cause excessive harm to the user, techniques that violate the laws of nature, and techniques that are known to have excessive collateral damage.

Despite being banned, the mere use of these techniques does not necessarily carry any legal consequences to the village they're used in, except those brought on by the technique themselves. These are instead heavily frowned upon, especially those that violate nature. When within the boundaries of Kumogakure no Sato  the use of techniques with a destructive radius of over fifty meters becomes forbidden and causing excessive collateral damage within the village will be prosecuted as a crime.* There are other kinjutsu that are punishable by law in Kumogakure, and they include the use of any form of necromancy, human puppetry, Amaterasu and Susanoo

*Exceptions are made during moments of war; whereas the acting Raikage can allow for the authorized use of such techniques.

PUNISHMENT
BOUNTIES
Kumogakure rewards shinobi for capturing or killing nukenin or others listed in its Bingo Book. Rewards are handed out to all who participated in the capture of the nukenin, and can even be handed out to non-Kumogakure shinobi. The bounties are equivalent to a crime mission's ryo reward of the same rank as the bounty. The bounty is created using in character information and thus may not reflect the true strength of the listed shinobi. Ryo is handed out on the fulfillment of the bounty conditions, which can include things other than simply capturing the target. Bounties are claimed in the Raikage Requests thread.

BONUSES
Bonuses are not official increases in price for a target, but rather an extra bonus that can be provided by the Raikage or another person with a vested interest in seeing the target eliminated. Unlike the normal rewards the bonus is divided equally among all who participated. Items and non-typical rewards can be given as bonuses instead of pure ryo. Bonuses are applied for in the Raikage Requests thread.

Primary function: To keep track of all the current enemies of their village, each ninja carries a handbook. This book lists those ninja who pose a danger to their village, including its missing-nin and foreign ninja. A so-called "whos-who" guidebook for the ninja. Those listed are ranked based on the level of dangerousness, with the most deadly attaining an "S-Rank." There are multiple versions of the Bingo Books, the most common being those based from the Hidden Villages. Normally, a Bingo Book is owned by jōnin and ANBU members of the major shinobi villages, although it is not unheard of for lower ranking shinobi to possess them as well. Each entry on the Bingo Book is added by a high ranking official, usually the Kage, who lists all known information about the black-listed ninja. Fuuinjutsu present within the book allows the contents of the book to be updated as new information is processed by Kumogakure officials, making it so that shinobi are always able to access fresh and current information without needing to buy newer copiers.
Appearance: Bingo Books are black books used by ninja that contain any and all information on black-listed ninja they are to target. The dimensions of the book are 20 x 2 x 13 centimeters, and the book weighs a little bit less than half a kilogram. Hundreds of pages are contained within the book, all of which containing fuuinjutsu that allows their contents to be updated through the changing of the master copy in the Kumogakure no Sato  Administration Building.
History: The Bingo Book has been used as a method of keeping track of enemies of the village for generations. Recent updates in fuuinjutsu has allowed the book to be consolidated into one perpetually updating volume for shinobi’s convenience.

Tame is wanted by Kumogakure no Sato for the assassination of Reika Misora, the Jūdaime Raikage, and Tatsumaru Uchiha, the Jūyondaime Hokage, though the latter is irrelevant to Kumogakure’s governing body.

It is presumed that he has master advance doton, as he as crystal was used at the scene of the Judaime Raikage’s final resting place. Extremely dangerous. His current whereabouts are unknown as there hasn’t been a sighting of him within several years; thus, it is unknown rather he is dead or alive. If seen, caution must be taken, and under no circumstances should one try to negotiate with the murder.  





MITSUO SARUTOBI

Mitsuo Sarutobi is wanted for the destruction of Sunagakure no Sato, his attempted genocide of Land of Wind, breaking and entering a Kage meeting uninvited, and potentially working along other missing-nin.

Although the previous Raikage had allowed the man to join Kumo, the new governing body has revoked all of his rights as a Kumo-nin/civilian of Lightning Country, and if captured should be expedited to Konohagakure for punishment.

The man is extremely dangerous, and should only be approached with a team highly skilled shinobis. As of right now, his current whereabouts is unknown, but, it is believed he is somewhere within Lightning Country.



SANOSUKE FLYNT

Sanosuke Flynt is warranted by the Lightning Daimyo and Kumogakure for treason and desertion.

Previously the Jūichidaime Raikage, the man is extremely dangerous and should be approach with caution. After deserting his post, his current whereabouts are unknown nor is it know that he is alive or not.




Myrddin (Raphael Kozai)

Raphael Kozai is wanted by Kumogakure no Sato for the crime of desertion, and, possibly, treason.

A highly skilled individual, Myrddin was once apart of Kumogakure’s Anbu, until his supposed capture by a Konoha operative. Although a source confirmed that he was captured, more reports have shown up that Myrddin is in Kaze no Kuni, having disobeyed the orders of withdrawal. It is speculated the Suna native has deserted his post and is not working with those trying to rebuild Sunagakure no Sato. Due to him being apart of Anbu, he was privileged to sensitive information that could harm Kaminari no Kuni if it falls in the wrong hands. Kumo’s governing body is not keen on allowing a rogue Anbu run wild, thus, if spotted, Myrddin’s death should come with the swiftness.  



Izumi Karisuma (Zhi)
A-RANK NUKENIN

Wanted Dead or Alive

Perceived with Caution

Known only as Zhi, the female shinobi is wanted by Kumogakure no Sato for murder.

Highly skilled, she has shown the battle prowess to take out numerous high ranking Kumogakure’s shinobi, and civilians. Her current whereabouts are unknown.
