Hidden Leaf Village

The Village Hidden in the Leaves, commonly known as the Hidden Leaf or Konohagakure no Sato, is the largest village as well as the most populous village in the Fire Country, and is the most populous shinobi village in the world. Located in the Shina Province, the village sits at the foothold of a large sheer cliff-face and extends outward nearly fourteen kilometers. With an estimated population around 6,800,000 people including shinobi, the Hidden Leaf Village is one of the more densely populated of the known shinobi villages.

Hashirama Senju, a member of the Senju clan, founded the village alongside Madara Uchiha and the Uchiha Clan at the end of the Warring States Period. This alliance in search of peace lead several other clans, such as the Shimura and Sarutobi clans, coming together to create the first Great Shinobi Village, Konohagakure no Sato. Other clans in neighbouring countries followed suit, fearful of the combined might of the Senju and Uchiha, and created their own shinobi villages. Thus the Warring States Period brought to an end, replaced by the Shinobi Organisational System of the Five Great Shinobi Countries.

Konohagakure is the birthplace of the modern definition of Shinobi and the Shinobi Organisational System. The village has been at the forefront of technological and cultural advancements throughout the years. The most recent advancement in technology has lead to civilian and goods transit via rail transportation on trains.

History

Founding
Prior to the founding of the Hidden Leaf Village, the area was a common battleground for conflict during the Warring States Period, primarily used by generationally-warring mercenary clans, the largest of which were the Senju and the Uchiha. Amidst them, two individuals stood out: Hashirama Senju and Madara Uchiha, friends destined by duty to kill one another. Hashirama set this duty aside, unwilling to take his friend's life. Madara, however, decided their dreams of a peaceful world were impossible, and therefore ended their friendship so that they could kill each other without reservation, meeting him in combat several times over the following decades. Hashirama could never bring himself to kill someone he still considered a friend, and Madara could never defeat Hashirama's superior abilities. In time, both Madara and Hashirama became leaders of their respective clans. Under Hashirama's leadership and extraordinary prowess, the Senju began to best the Uchiha Clan.

Unable to find the resolve to kill his childhood friend after having him at his mercy, Hashirama tried to convince Madara to unite their two clans to make their childhood dreams a reality. Convinced against it by his wounded brother at the time, Madara was unwilling to accept after Tobirama killed Izuna in combat. Madara made one final stand against Hashirama and the Senju and was summarily defeated. Tobirama attempted to kill Madara to finally end the fighting, but Hashirama stopped him, knowing that would only renew hostilities between the Senju and Uchiha. At Madara's suggestion, Hashirama offered to kill himself in order to achieve a peaceful resolution. As he was about to end his own life, Madara stopped him, moved by the gesture, and assented to peace.

The Senju, the Uchiha, and their affiliated clans formed the first shinobi village: Konohagakure — a name invented by Madara himself. Other villages would soon start being formed following Konoha's example, afraid of the combined might of the Senju and Uchiha, thus ending the Warring States Period. Hashirama used his Wood Release abilities to produce much of the village's infrastructure shortly after the alliance was formed. It was Hashirama's wish that Madara would become the village's leader and protector, dubbed the "Hokage", but at Tobirama's insistence the Hokage position was opened up to a vote by Konoha's villagers, and it was Hashirama that they elected into office after all. Hashirama wanted Madara to become his adviser so that he could improve his standing among the villagers and someday succeed him as Second Hokage. Madara felt that position would inevitably go to Tobirama. which would in turn end badly for the Uchiha. Madara attempted to gather support to overthrow Hashirama. No Uchiha would help, forcing him to take on Hashirama by himself after deciding the village was a failed experiment and abandoning it.

Madara eventually attacked Konohagakure on multiple occasions with the Nine-Tailed Fox under his control. The power of the Nine-Tails in addition to Hashirama's efforts to capture and contain it devastated the landscape, and eventually carved out what would later be dubbed the Valley of the End. Hashirama emerged the victor, and in the aftermath, Tobirama secured Madara's body while Hashirama's wife, Mito Uzumaki, sealed the Nine-Tails within herself to contain its great power.

The Three Great Shinobi Wars
In the years that followed Konohagakure's founding, the First Shinobi World War began as a result of rising tensions regarding the formation of shinobi villages. At some point during the war, Hashirama came to bind most of the Tailed Beasts and sold them to other shinobi villages when he began his peace talks with them. However, this peace was short-lived. Hashirama died during the war, shortly after the village began to flourish, and the mantle of Hokage was passed onto his brother. Tobirama's actions as the Second Hokage set into motion several cornerstones that shaped life within Konohagakure, shaping the mould which many other shinobi villages followed. He established what is known in present times as the Shinobi Organisational System, and founded such establishments as the Shinobi Academy, the ANBU Black Ops, the Konohagakure Military Police, and developed the Chūnin Exams which would help bond many of the clans together to fight for Konoha and would also later help Konoha foster relationships with the other villages.

Like Hashirama before him, Tobirama tried to foster good relations with the other villages. He planned an alliance between Konoha and Kumogakure, but during a formal ceremony he and the Second Raikage were attacked by the Gold and Silver Brothers and left near death. Tobirama's reign as the Second Hokage was short-lived and would later be killed by Kumogakure's Kinkaku-Force during the same war his brother perished in. Before sacrificing himself, he passed the title of Hokage onto Hiruzen Sarutobi. The First Shinobi World War ended with an armistice treaty, but only after all of the Five Great Nations had been seriously damaged; this peace lasted only twenty years.

The Second Shinobi World War erupted as the result of heated political discourse during Hiruzen Sarutobi's reign as the Third Hokage, as well as rising conflict between Konohagakure, Sunagakure, Amegakure, and Iwagakure regarding militarization and forceful territory expansion. Hiruzen led Konoha's forces against Iwagakure and Sunagakure, using Amegakure as their battleground. It was during these battles that Hanzō, the leader of Amegakure, dubbed Hiruzen's three students, Jiraiya, Tsunade, and Orochimaru, as the Konoha Sannin. Tsunade, in particular, became famous as the world's greatest medical-nin while successfully countering all of Chiyo's poisons. Her ideas and skills revolutionised shinobi squads to include specialized field-trained medical-nin, increasing mission success and survival rates, a system that remains in place in the present. She is thus cited as having made great contributions to Konoha's victory as well as the current system of all medical-nin. Although the Second Shinobi World War is renowned to have been a time where heroes were made and killed, the eventual result greatly favoured Konohagakure.

Several decades after the Second Shinobi World War saw the rise of the Third. Because of a decline in national power, the reign of the Five Great Shinobi Countries was crumbling. Along their borders, skirmishes with smaller nations smoldered. The prolonged conflicts gradually spread their flames far and wide, until it developed into an all-out war at last. The conflict turned into an unprecedented war of attrition, tormenting all nations with a shortage of war potential. Even Konohagakure felt these effects, enough for them to send shinobi who were barely out of the Academy onto the battlefield, eventually losing their young lives during the war.

Konohagakure and Iwagakure fought across Kusagakure after the latter had infiltrated it in order to lay siege to the border of the Land of Fire, however the conflict was not limited to these two villages. Iwagakure was known to clash with Kumogakure during this time, Sunagakure participated in various battles, and Konohagakure clashed with Kumogakure on several occasions as well. With much of the conflict slanted against Konohagakure, the village was almost defeated until the destruction of the Kannabi Bridge, which was a vital pathway to Iwagakure's line of supply. It was also during this time that Kirigakure attempted to sabotage Konohagakure by sealing the Three-Tails inside a kunoichi from the village, to then be released from within, however this plan was thwarted and the kunoichi was killed. It was during this war that Minato helped turn the tides in Konohagakure's favour by singlehandedly taking out over 1,000 Iwagakure shinobi.

In Konoha, although the aftermath of the war proved favourable for the village, the Third Hokage established a policy of reconciliation to bring an end to the fighting with an unprecedented offer to not seek reparations from Iwa. Advocates for the war opposed Hiruzen's seemingly weak decision, and to keep dissatisfaction in the village in check, he decided to step down as Hokage. The Konoha shinobi that received the most intention for their war efforts in the village were the Sannin and the surviving members of Team Minato. Out of the two teams, Minato who was the key factor in the war that gained the moniker of Konoha's Yellow Flash, alongside Orochimaru, were the only two candidates village officials put forward to succeed Hiruzen. Ultimately, it was Minato who became the Fourth Hokage.

The Nine-Tailed Fox's Attack
Soon after Minato took office, however, a masked man kidnapped the Nine-Tails' Uzumaki-host and removed it from her body, which he then used to attack Konoha. Minato teleported to the Hokage Rock to lend his assistance.

Minato attempted to locate Hiruzen so that he could tell him what happened, but he was stopped by the masked man. From his actions, Minato speculated that this masked man was in fact Madara Uchiha, who had decades earlier tried to use the Nine-Tails to destroy Konoha. The man didn't deny Minato's claim, but he did allude to having some purpose behind the attack.

In Konoha, meanwhile, many of the village's children had been taken away from the village and confined behind a barrier so that they would not be killed trying to protect the village, although there were many still that were not so fortunate. The Nine-Tails' rampage destroyed large portions of the village, including the Academy. Once free from the masked man's control, the Nine-Tails tried to retreat from the village. It was pursued by Konoha's forces, led by Hiruzen, prompting it to retaliate with another Tailed Beast Ball. Minato returned to the village in time to stop it by summoning Gamabunta above it, having Gamabunta keep the Nine-Tails restrained while he gathered the chakra to teleport it away. Left with few options, Minato gave his life to seal the Nine-Tails into the body of his newborn son, Naruto Uzumaki. Many ninja died defending the village, and most survivors blamed Naruto for the Nine-Tails' actions. Hiruzen, Hokage again, outlawed all mention of the Nine-Tails so that future generations would not hate Naruto as their parents did.

The Hyūga Affair and Uchiha Clan Downfall
Shortly after the Nine-Tailed Fox's rampage, Konohagakure and Kumogakure were at war as a result of growing tensions from their previous conflicts. In an attempt to end the fighting, both villages agreed to a peace treaty. This treaty soon revealed to be a farce when the Head Ninja of Kumogakure, who was in Konohagakure to sign the treaty, attempted to kidnap a young Hyūga girl in an attempt to obtain the Byakugan. This shinobi was killed in his attempt by the girl's father, Hiashi Hyūga. Kumogakure denied all accusations of the kidnapping, and demanded the body of Hiashi as compensation for the death of their Head Ninja as per the stipulations of the treaty. Hizashi Hyūga decided to go in his brother's place as they were twins and Kumogakure would not be able to tell the difference. This had another advantage, besides saving the life of the head of the clan; Hizashi's cursed seal would seal his Byakugan upon his death, safeguarding its secrets. The details surrounding Hizashi's death are quite well-known among the high-ranking ninja of Konohagakure, most of them taking it as a serious infraction on Kumogakure's part, with hostilities remaining even in present day.

Not long after the Hyūga Affair did the Uchiha Clan downfall occur. Konoha's leadership believed an Uchiha was responsible for the Nine-Tailed Demon Fox's attack, and as such cut off the Uchiha from much of the village's affairs. Angered by this mistreatment, many of the Uchiha began plotting a coup d'état that would wrest control of Konoha. However, some Uchiha saw the dangers from such a venture. Following the Nine-Tailed Demon Fox's Attack, Konohagakure's leadership began to suspect that the Uchiha were behind the attack due to the Sharingan's ability to control the beast. From that point onwards, the Uchiha were placed under close surveillance — accomplished by forcing all Uchiha to live in one section of the village. This mistrust and isolation from the rest of the village created feelings of ill-will amongst the Uchiha, and ultimately rekindled the hatred harboured towards the Senju-influenced government. As such, the Uchiha — led by Fugaku Uchiha — began planning a coup d'état to overthrow the Konoha leadership.

In preparation for the coup, the Uchiha started inserting its member within Konoha's command structure to act as spies. One such member, Itachi Uchiha, believed the coup would only escalate into another Shinobi World War. As such, he turned double-agent, providing Konoha with information on the Uchiha's plans. The Third Hokage, who did not agree with the treatment of the Uchiha following the Nine-Tailed Fox's Attack, tried to find a peaceful resolution with the clan. Danzō Shimura, however, did not believe negotiations would solve anything and felt eliminating all the Uchiha would cause the least bloodshed.

When peace talks started to break down, one opposing Uchiha attempted to use his Sharingan to force the Uchiha's leaders to change their minds. This plan failed, his right eye was taken, and he later committed suicide. Danzō Shimura later convinced another Uchiha that, in light of his friend’s death, the only outcome to save his younger brother involved killing the revolting members of the Uchiha, and thus he did. Only two Uchiha survived the clan's massacre.

The Konoha Crush
Over a decade after the incident, Konohagakure was the site of the annual Chūnin Exams. During the exams' final stage, the village was attacked and invaded by Otogakure and Sunagakure shinobi, in an attempt to end the peace and prosperity that Konoha enjoyed after the Third Shinobi World War. Although the attackers were repelled, Konoha suffered extensive damage and heavy casualties, including the Third Hokage Hiruzen Sarutobi. Though Hiruzen was replaced fairly quickly as Hokage by Tsunade Senju, the recovery for Konohagakure's military was still slow and remained understaffed for several years afterward.

Pain's Assault

Three years after the failed Konoha Crush, six members of Akatsuki attacked Konohagakure in an attempt to capture the Jinchūriki of the Nine-Tailed Fox. Although the village's forces are able to successfully combat the members individually, they are unable to stop the village's total destruction by one member's Shinra Tensei. The Jinchūriki arrives shortly after the destruction and combats the members of Akatsuki, defeating them one by one. Sometime shortly after their defeat, those killed in the destruction were revived by the village's assailant. Tsunade is left comatose from exhaustion after combatting the Akatsuki and healing the survivors, causing Danzō Shimura to temporarily take office as her replacement. Danzō oversees the start of the village's lengthy rebuilding process and deals with the immediate aftermath of Akatsuki's attack. The villagers decided to rebuilt their village in the same place instead of a new area as they felt Konoha is where the Hokage Rock is.

Fourth Shinobi World War
As a result of Akatsuki's growing aggression, the shinobi villages decided to form an Allied Shinobi Forces to in opposition. This alliance marked the start of the Fourth Shinobi World War. Danzō is killed shortly after the Alliance is agreed upon, but Tsunade wakes from her coma in time to start overseeing the war efforts. Despite still being under construction, Konoha is used as a haven for refugees fleeing countries where much of the fighting is expected to take place.

The Fourth Shinobi World War saw improvements in the war strategies put into place by Tobirama Senju during his reign. The war was comprised of hundreds of battles spread out across various countries, such as the Land of Hot Water, the Land of Frost, the Land of Lightning, and the Mountains' Graveyard. At some point during the war, the opposition utilized Tobirama's forbidden resurrection technique. This advantage was short-lived and handled by the Allied Shinobi Forces' sealing teams.

It was during this conflict that Madara Uchiha was resurrected, as well as several other Kage both from Konohagakure as well as the other villages; he eventually gains the upper hand and places nearly all of the Allied Shinobi Forces inside an Infinite Tsukuyomi. Four Konohagakure shinobi; Kakashi Hatake, Naruto Uzumaki, Sasuke Uchiha, and Sakura Haruno are the last resistance against Madara. Before they can truly do battle with him, however, he is transformed into Kaguya Ōtsutsuki. The four do battle with Kaguya and prevail in sealing her, thus ending the Fourth Shinobi World War.

The Gokage Summit
In the centuries that pass after the Fourth Shinobi World War, Konohagakure enjoys a long period of relative peace, with only minor individual or contained conflicts arising. The village sees several Hokage rise; Kakashi Hatake takes the mantle after the Fourth Shinobi World War, and Naruto Uzumaki succeeds him shortly afterwards. Following Naruto's long and peaceful reign as Hokage, he is succeeded by Azami Hyūga, who prevails in establishing peaceful relations between Konohagakure and Iwagakure, who were historic enemies. This peace was relatively short-lived, lasting only a few decades after her passing and Morie Yamanaka's inauguration. Morie and her next successors Jun’ichi Akimichi, Sebasu Hyūga, and Kenta Inuzuka all manage to maintain the peace within Konohagakure to varying degrees of success. A brief conflict arose in Konohagakure during one of their Chūnin Exams when the Tsuchikage, Dengen, attempted to enroll a shinobi late, however, this conflict was handled by Kenta Inuzuka and his right-hand at the time, Naota Uchiha. During those same exams, Hao Uchiha attempted to attack Konohagakure, although his efforts were largely thwarted and damage to the village was minimal.

Kenta's reign as Hokage came to an abrupt end after a feigned assassination attempt lead Konohagakure to believe that Iwagakure had killed him. One of Kenta's young students, Takao Kimura, took the mantle as the Thirteenth Hokage at fifteen years old and immediately called the Five Kage to a summit on neutral ground; the Iron Country. Overseen by Lord Rikimaru in his castle, Takao used the summit to confront the Tsuchikage, Arashi Nekomote, and demand an explanation. When no such explanation could be given, discussions became heated and tensions rose as war seemed inevitable. The tensions were diffused when the assassination was revealed to be a ruse construed by Hao Uchiha. Hao, along with members of his organization Shichiōza, attacked the Gokage Summit. Takao fought alongside the other Kage and survived, however, the Tsuchikage and a high-ranking Kirigakure shinobi were killed in action. It was later learned that the Kusakage and Yukikage, the leaders of two minor villages that were also invited to the Summit, were killed en route by Hao and the Shichiōza as well.

After the battle ended and the Summit came to a close, Takao returned to Konohagakure and resumed his tenure as Hokage for another two years. After pursuing a defecting shinobi, Takao sustained severe injuries that forced him to relinquish the seat to Tatsumaru Uchiha.

Tame's Attack
Less than a year into Tatsumaru Uchiha's tenure as the fourteenth Hokage, Konoha was attacked by a missing-ninja named Tame. After damaging the village with explosive tags disguised as posters, he was engaged by several Konohagakure shinobi. During the fight, Tame killed around one hundred civilians before Tatsumaru arrived and gave the other to fall back. After notoriously stripping naked, Tatsumaru levelled a large portion of Konohagakure with an explosive blast, and was killed very shortly after by Tame, who retrieved his body and fled as Konoha shinobi were given the order to fall back. As a result, Tatsumaru is abhorred as the worst Hokage to date. After his death, Kenta Inuzuka briefly reprised his tenure as Hokage before relinquishing the title to Takeshi Uzumaki.

Hao's Attack
Several years after Tame's attack on Konohagakure and the Gokage Summit, Hao Uchiha reappeared in the Fire Country and intercepted a Konohagakure ANBU returning from Iwagakure. The ANBU fled and alerted the village, whom dispatched several shinobi including the fifteenth Hokage, Takeshi Uzumaki, and promptly engaged Hao Uchiha. In the aftermath of the battle, Hao Uchiha was killed, and his body was destroyed. Little to no damage was done to the village during this attack.

Present Day
Konohagakure has experienced another relatively lengthy period of peace since Hao's attack, although not unlike the village's last era of peace, it has had minor conflicts. Since Takeshi's tenure as Hokage, he has been succeeded by Mitsuhide Namikaze, who died in battle during the Seven Bells War in Kirigakure. Succeeding him was Mitsuo Sarutobi, whose tenure was relatively short, and after Mitsuo came Sousetsu Senju, who re-established Tobirama's Military Police during his administration.

During this period, Konohagakure enjoyed several technological and cultural advancements, although none were particularly revolutionary until Rippa Chi's tenure, who saw the rise of locomotion-based transportation and began the construction of extensive railways across the Fire Country.

Geography and Climate

The Land of Fire is located to the east of a desert and north of many mountain ranges, giving it a varied climate. It receives a moderate amount of rainfall, yet not nearly as much as the smaller countries to the west. Its proximity to the Land of Wind ensures it also has plenty of sunny and even arid days interspersed with the wet, and this combination leads Konoha, near the country's heartland, to flourish with flora. The Leaf does not experience exceptionally harsh winters, typically only receiving a moderate dusting of snow but little else aside from temperatures usually just below freezing during the apex of winter. Autumn and spring are the most rain-heavy seasons in Konohagakure no Sato, beckoning change as the temperature increases to normal summer highs of about 35ºC (95ºF) and winter lows around -3ºC (25ºF).

These rain-heavy seasons feed the many rivers and lakes that can be found across the plains and forests in Fire Country. The area surrounding Konohagakure no Sato is either flat or light hills filled with lush vegetation. Among the notable landmarks are the Naka River, the Tobirama River, the Hokage Mountain, and the Hiroko Forest.

Culture

Among the ninja villages, Konoha is historically one which strives for peace with other nations. Following the founder's ancient ideology, the line of Hokage continues to do what is best for the citizens of the Leaf without propagating hatred and ill will. Village civilians are known for their goodwill, especially since the Seventh Hokage's tenure, and few if any people within the borders are left without shelter or necessities - whether due to official assistance or the charity of the locals. However, they have a strong sense of near-familial identity that transcends bloodlines, and their willingness to protect that extended family can lead to mistrust of outsiders or those who have recently wronged the Leaf. They value hard work and believe service to the village is paramount in whatever form a person can manage - brains, power, or skill are all appreciated so long as they are used for the greater good. A pragmatic people, they hold no official religious affiliation - their belief in the Will of Fire and the "King" of the future is guidance enough. However, they are open-minded enough to allow belief systems, as the Fire Temple and its monks were long considered allies of the Leaf.

Food
The temperate and sunny climate of the Land of Fire grants the entire country a predictable, bountiful harvest. They produce a wide variety of vegetables, with fruits being more popular in the northern regions where fishing and rice are more prevalent in the south. The heartland of Hi no Kuni is known for its livestock and tree-produce such as nuts. The people of Fire Country generally are fond of confections and intensely sweet, salty, or umami flavours; Konoha is no exception, as venues like Amaguriama, Ichiraku Ramen, and Yakiniku Q have persisted for centuries with no downturn in business. This also reflects the values of those within Konoha, as they much prefer to support family-owned shops even when they could import products.

Festivals

The Hidden Leaf is renowned for their penchant to celebrate, and as such, the average year is chock full of festivals, celebrations, and holidays. Ranging from the fun-loving Quarrel Festival, which originated from a historic miscommunication and was later turned into a holiday to celebrate ones pets, to the more melancholic Rinne Festival, a holiday where friends and loved ones exchange gifts alongside honouring the memories of their fallen comrades or departed family members. These festivals are a large part of the Konoha Lifestyle, and are more often than not large, unavoidable events.

Fashion
Fashion in the Hidden Leaf varies greatly depending on the individual. Shinobi of rank will more often than not wear the appropriate uniform, and organization-aligned shinobi will typically wear their uniform and sport patches or insignias of their division. Civilians have more diverse choices of fashion, ranging from wool, cotton, or silk fabrics, and designs that range from the simple tunic-and-trousers to more ornate kimonos. Casual clothing is also a common sight. Given the changing temperatures, the styles available depend heavily on the weather and season, as the Fire Country experiences both warm summers and cold winters.

Everyday Life
Everyday life in the Hidden Leaf is renowned to be quite peaceful, for the most part. Due to its nature as a trading hub, culture in Konohagakure is notably diverse, with several different lifestyles all melting together, leading to an amalgamation of different customs and traditions, as well as a people who are generally welcoming to such changes. There is, however, a majority of people in Konoha who also values the customs born in the Fire Country, such as the Will of Fire, and are especially zealous for such ideals.

Depending on where one finds themselves in the village, they might be stuck in a high-traffic bustling street, or enjoy a quiet walk on a dirt road around the inner perimeter of the village, creating a great deal of contrast in lifestyle. In some places, one might even forget that they are inside a shinobi village, as dense forests, long fields, and sizable stretches of farmland all grant the convincing illusion of rural life.

Infrastructure

Konohagakure's infrastructure is vast and maze-like, with hundreds of roads scattered throughout the village leading all throughout the walls.

Although not present within the village itself, rail transportation has become a growing trend in the Leaf, with trains running to every major town and city within the Fire Country allowing for easier, safer travel. These rails have also found industrial use alongside commercial and civilian, allowing the transportation of large quantities of goods, creating a healthier trade economy and greatly increasing the availability of said goods.

ANBU Black Ops

The ANBU Black Ops, otherwise known as the "Special Assassination and Tactical Squad", are covert operatives of exceptionally capable shinobi dispatched on important or dangerous missions within the Land of Fire by the Hokage. They undergo dangerous assignments to protect the village from exceptional threats that include high-risk infiltration, elimination of extremely strong ninja, tracking, surveillance, interrogating enemy ninja to learn information, and missions requiring specially trained ninja. The ANBU Black Ops are a highly respected yet secretive organization within Konohagakure, credited with keeping the peace alongside the Konoha Military Police. They wear their mask even in their own village, for their identity as an ANBU agent is to be known only by the Kage and village elders.

Konoha Intelligence Division
The Intelligence Division is a group of shinobi grouped together because of their skill at information gathering, analysis, and investigation. The Intelligence Division is actually a vast organisation with three sub-divisions serving various functions. One such division, the Interrogation Force, deals with detaining and extracting information from targets by any means necessary, and typically work with either the ANBU or Ops Teams. Another division, the Analysis Team, specialises in learning information from bodies, and is responsible for carrying out autopsies, often working with the Iryō-nin. The last division, the Investigation Team, is in charge of investigating leads on threats, both domestic and foreign, to preemptively prevent tragedy and crime from happening, and to help identify perpetrators when they do.

Konoha Medical Corps
The Medical Corps is a division of Konohagakure's Iryō-nin organisation and hospital, and is comprised of two subdivisions. The first division, the Domestic Iryō-nin, generally work at the hospital full-time, and their roles are similar to those of Field Iryō-nin in that they are deployed to aid the comrades who are out on missions. However, unlike Field Iryō-nin that normally get assigned to a four-man-team to serve in that capacity, they move as an independent team comprised solely of medical-nin. The other division, the Field Iryō-nin, are specialized shinobi that are trained to act in standard shinobi cells, and are trained as much to fight as they are to heal, leading to such nicknames as 'Combat Medics' or 'Death Doctors'.

Konoha Military Police Force

The Konoha Military Police Force, also known simply the Military Police or the KMP, is the judicial organisation of Konohagakure. Originally founded by the Second Hokage, Tobirama Senju, as an extension of trust and faith to the Uchiha, the organization was disbanded after the Uchiha Clan Massacre, refounded by the Eighteenth Hokage, Sousetsu Senju, and further organized by the Thirteenth, Takao Kimura. The Konoha Military Police's purpose is to maintain the peace and uphold Fire Country law in the village, regarded as "elite shinobi who monitor fellow shinobi", although they did not have the authority of arresting Anbu members without a warrant, as Anbu directly report to the Hokage. Military Police are typically full-time shinobi who may forego traditional missions and assignments, instead focusing on incidents within the village, ranging from domestic disturbances to rambunctious teenagers.

Konoha Sealing Corps
The Konoha Sealing Corps is a team of trained fūinjutsu users that act primarily in defense of the village, boasting responsibilities such as sealing out of control fires inside and outside of the village, containing natural disasters that would harm the village, maintaining the Sensing Barrier for the Barrier Team, and preparing for specific disasters such as Amaterasu or Tailed Beasts, however the latter has become more of a ghost story among the organization than a legitimate concern.

The Konoha Sword Sages are a military division designed for weaponry specialists, particularly swordsmen, whose primary focus is on the defense of the village. However, in times of war, the Sword Sages may lead squads of skilled shinobi into enemy territory. The Sword Sages have no particular responsibilities within the village during peacetimes and are merely an auxilary defense force should the village need them, however they are known to help teach the basics of swordplay.

Konoha Tracking Division

The Tracking Division is, as the name suggests, a division of the Konoha Military dedicated to the task of tracking. They are typically used to keep tabs on potential threats, to identify defectors, and to keep tabs on Konoha shinobi outside of the village, usually on missions or personal leave. The Tracking Division works closely with nearly all other branches of the Konoha Military, especially the Ops Teams, and ANBU, however nearly all other divisions rely on them in some form, whether it be gathering information or locating their targets. The Tracking Division is also in charge of keeping the Fire Country Bingo Book up to date.

Konoha Barrier Team
Konoha's Barrier Team is in charge of maintaining the detection barrier surrounding Konoha, detecting intruders, and communicates the presence of these interlopers to the ANBU, the Military Police, or the Ops Teams. The team is led by members of the Yamanaka Clan, act in tandem with the Sealing Corps, and operate out of a bunker located within the Hokage Mountain. Within this bunker, streams run from the upper level into a large basin on the lower level. Above the basin is a large sphere made of water that represents the Sensing Barrier. In front of the sphere are four conical pillars in a square formation. Behind these is a stairway to the upper level observation deck, shielded by a large glass screen with the Barrier Team symbol on it.

CREATING YOUR REGISTRY, JUTSU LIST, AND NEW JUTSU

The first thing you do after being approved should be posting your Jutsu Registry and Jutsu List. The former, your Jutsu Registry, is used for registering new techniques, getting them reviewed, approved, and trained, and requesting payment. ALL techniques must be approved via your registry, even library techniques or techniques learned from other characters. The Jutsu List is used for storing techniques that have been approved, trained, and paid for. Techniques should never be placed in your jutsu list until they have been approved, trained, and paid for. The only exception to this rule is academy techniques, which players are allowed to add directly to their jutsu list.


CREATING A JUTSU REGISTRY

  1. Create a new thread in this forum.
  2. Title this new thread "Character Name (Registry)". (i.e "Uzumaki Naruto (Registry)")
  3. Copy and paste the template located here to write, organize, and prepare your techniques for review.
  4. Submit the thread and you're done!


CREATING A JUTSU LIST

  1. Navigate to this forum and locate the village sub-board that matches your character's village.
  2. Create a new thread in the aforementioned village sub-board.
  3. Title this new thread "Character Name (Jutsu List)". (i.e "Uzumaki Naruto (Jutsu List)")
  4. If applicable, add all of the Academy Techniques to this thread. (Approval via registry is not needed.)
  5. When your jutsu are approved, trained, and paid for, you may add them to your jutsu list.
  6. Do not add techniques that have not been approved, trained, and paid for.


HOW TO CREATE NEW JUTSU

  1. After making your registry and posting the template within, copy, paste, and fill out the Jutsu Template.
  2. Refer to the Jutsu Rules thread for more information on creating jutsu.
  3. Edit the "To Be Modded" spoiler with your new jutsu.
  4. Always edit the first post of your registry when applying for new techniques. Do not post techniques in a new post.
  5. Use the Request Submission Template above and post a modding request in this thread.

    A Jutsu Mod will then review the technique when they clear the requests and post their modding in your registry. If further revisions are required and another review is needed, you must post another request in this thread. Mods will only check the modding request threads, they will not check individual registries after revisions have been made.

    Please do not submit more than 5 jutsu per request. Jutsu requests are easily bogged down; the more jutsu there are to review, the longer it takes to review. Please note that this only applies to techniques that need review, any number of jutsu can be trained in a single request.


HOW TO TRAIN JUTSU

  1. After your jutsu has been approved, you may train your techniques.
  2. Any word count that is not already used for something else is eligible to be used for jutsu training.
  3. Either create a new post in your Jutsu Registry or edit the first post with a link to the thread being used for training. Be sure to state which jutsu are being trained both in your registry AND in the exit post of the training thread.
  4. Use the Request Submission Template above and post a modding request in this thread.
  5. After your training is approved, make a new post in the Administrator Request thread to pay for the technique.
  6. NOTE: If you learned the technique from an S-Rank character, as well as any special jounin or higher that is part of a registered squad, who has the jutsu and taught it to you, you do not need to pay the ryo cost.


APPLYING FOR FREEBIE TECHNIQUES

    All new characters receive several techniques (4 D-Ranks and 1 C-Rank) that they are permitted to apply for after creation. These techniques can either be custom-made by the player, taken from the various jutsu-libraries on site, or taken from other player's libraries with their permission.

    Additionally, players can opt to split these techniques into lower ranks, or combine them into higher ranks. For instance, a player can combine two D-Rank techniques to create one single C-Rank technique. Alternatively, they can split their single free C-Rank technique into two D-Rank techniques, or one D-Rank into two E-Ranks. Players cannot combine two C-Rank techniques to create a B-Rank.

  1. Paste your free techniques into the "To Be Modded" section of your jutsu registry.
  2. Use the Request Submission Template above and post a modding request in this thread.
  3. After your free techniques have been approved, you may add them directly to your Jutsu List without needing to train or pay for them.


UPDATING OLD JUTSU

    Returning players will often find that some of their techniques may be out of date or need to be updated to be in accordance to new rules. The process to do so is simple.

  1. Navigate to this forum.
  2. Create a new thread titled "Character Name (Jutsu Update)". (i.e "Uzumaki Naruto (Jutsu Update)")
  3. Post the old version of the to-be updated technique first, and the revised version below the old version. Do this for each technique in need of revision.

WELCOME TO NARUTO SAGA!


This Beginner's Guide was created to help expedite a new player's journey through the process of joining Naruto Saga. At first glance, Saga’s numerous guidelines can look overwhelming, but rest assured that not all of them are “mandatory reading” to begin roleplaying, or even making your character. This introduction will break down the process of getting started as quickly and simply as possible to help you get your character created.

CHARACTER CREATION

STEP ONE: CONCEPTS

The first step on your journey to creating your character is determing exactly what you want to do. The recommended place to start is by Picking a Village OR Choosing a Clan. Clans on Saga are largely separated by the shinobi village they pledge their loyalty to, with an exception being made for "Scattered" clans which can be taken by characters in any village.

When it comes to Choosing a Village, is it entirely up to your preference and the character concept you'd like to create. There is no inherent advantage to choosing one village over another; each has its own unique themes and a large variety of characters to interact with.
When it comes to Choosing a Clan, you may find that the lore, history, abilities, or theme of the clan influences the character concept you're going for. As mentioned before, clans are largely separated by the village they reside in, and thus may require you to create a character in that village to play a character of that clan. The exception to this are "Scattered" clans, which can be taken by characters of any village.

For example, the Hyūga Clan is locked to Konohagakure, therefore requiring players that wish to play as a Nara to create their character in Konohagakure. The Uchiha Clan, on the other hand, is "Scattered", and therefore can be taken by characters in any village.

PLEASE NOTE that some clans are considered "Restricted", and has special requirements that must be met before they can be taken. More information on restricted clans can be found in the Restricted and Banned List.

Once you have your character concept in mind and the village you're interested in joining, the next step you can take is creating your character's profile.

STEP TWO: THE PROFILE


The Character Profile is the only thing that is mandatory to complete and have approved before you can begin roleplaying. It consists of two main parts: the Logistics and the Biography.

The Logistics refers to everything between the "Name" and the "Special Characteristics" portion of the character profile. Many of the fields in this portion require at least some knowledge of the site's systems, lest you pick something you didn't actually want, but this guide will break down your options as simply and concisely as possible.

Name, Age, Birthday, Gender, Clan, and Village are all very self-explanatory. Assuming that you have already chosen your clan and village from Step One, the rest is basic character creation.

Rank is always "Genin" or "D-Rank" to begin, unless special circumstances are met, such as event-prizes or retirement reimbursement.

Elements refers to the chakra natures available to your character. This can be the base five (Fire, Water, Wind, Earth, and Lightning) or advanced elements if you've chosen a clan that grants such. Your primary element begins at S-Rank and your secondary element begins at C-Rank. What this means is that, depending on your shinobi rank limitations, you can use techniques that employ your primary element up to S-Rank and your secondary element up to C-Rank.

Specializations refers to the categories of jutsu that your character is capable of performing. There are 8 specializations on Saga:

  • Ninjutsu covers a broad spectrum of techniques and employs internal or external chakra manipulation, and is one-half of the prerequisites to utilize Summoning.
  • Taijutsu covers internal chakra manipulation and gives a stat bonus dependent on rank.
  • Genjutsu covers illusions of all variety, both internal and external.
  • Chakra Flow covers the ability to "flow" chakra through physical objects like weapons, and enables the usage of chakra-actives on items/weapons/armour.
  • Medical Ninjutsu covers the ability to legitimately heal damage as well as permanently modify bodies instead of illusions.
  • Fūinjutsu covers the ability to utilize "seals", allowing the user to seal or unseal virtually anything, and is the other half of the prerequisites to utilize Summoning alongside Ninjutsu.
  • Senjutsu covers the usage of Nature Chakra, and cannot be taken as a starting specialization.
  • Kugutsu covers the usage of puppets.

The first step on your journey to creating your character is determing exactly what you want to do. The recommended place to start is by [b]Picking a Village[/b] OR [b]Choosing a Clan[/b]. Clans on Saga are largely separated by the shinobi village they pledge their loyalty to, with an exception being made for "Scattered" clans which can be taken by characters in any village.

For example, the Hyūga Clan is locked to Konohagakure, therefore requiring players that wish to play as a Nara to create their character in Konohagakure. The Uchiha Clan, on the other hand, is "Scattered", and therefore can be taken by characters in any village.

Once you have your character concept in mind and the village you're interested in joining, the next step you can take is creating your character's profile.

The [b]Character Profile[/b] is the only thing that is mandatory to complete and have approved before you can begin roleplaying. It consists of two main parts: the Logistics and the Biography.

[quote]The [b]Logistics[/b] refers to everything between the "Name" and the "Special Characteristics" portion of the character profile. Many of the fields in this portion require at least some knowledge of the site's systems, lest you pick something you didn't actually want, but this guide will break down your options as simply and concisely as possible.

Name, Age, Birthday, Gender, Clan, and Village are all very self-explanatory. Assuming that you have already chosen your clan and village from Step One, the rest is basic character creation.

[b]Rank[/b] is always "Genin" or "D-Rank" to begin, unless special circumstances are met, such as event-prizes or retirement reimbursement.

[b]Elements[/b] refers to the chakra natures available to your character. This can be the base five (Fire, Water, Wind, Earth, and Lightning) or advanced elements if you've chosen a clan that grants such. Your primary element begins at S-Rank and your secondary element begins at C-Rank. What this means is that, depending on your shinobi rank limitations, you can use techniques that employ your primary element up to S-Rank and your secondary element up to C-Rank.

[b]Specializations[/b] refers to the categories of jutsu that your character is capable of performing. There are 8 specializations on Saga:

Some positions have special responsibilities or clearances, such as the Hokage’s Assistant who is allowed to approve and deny requests in the Hokage Request Thread, or the Division Leadership positions who can approve or deny applicants to their division, such as ANBU.

After meeting each other in the Kirigakure Wilderness, Takao quickly took a liking to Fuyuko. The threat of a storm brewing in the distance brought them closer together in Fuyuko's home within the village, where they shared a conversation over a meal as the storm raged on outside. Fuyuko allowed Takao to stay the night, which lead to him barging into her bedroom after hearing her nightmare-induced scream. The pair shared an intimate moment after finding that they shared similar beliefs, and solidified the beginning of their relationship with a kiss.

Afterward, Takao and Fuyuko reunited in Kaze no Kuni after Takao's trip to Yukigakure, during the Siege of Inabayama. Initially Takao only intended to fight Lamya, whom he believed was a threat to Fuyuko who was in observance, but the invasion of Sunagakure radicals and other forces lead him to seek Fuyuko out after the initial fight. There, he fought alongside her, and carried her to a medical tent when the battle was winding down. When they were both rested and healed, they returned to Mizu no Kuni together.

Fuyuko and Takao's relationship deepened when she stumbled upon Takao during a severe schizophrenic episode, which left a large portion of Kirigakure's forest on fire. Her presence helped calm him down, and they confessed their love for one another while surrounded in flames. Takao carried her home that night, and in the morning, they set off for Konohagakure.

ANBU BLACK OPS

The ANBU Black Ops, otherwise known as the "Special Assassination and Tactical Squad", are covert operatives of exceptionally capable shinobi dispatched on important or dangerous missions within the Land of Fire by the Hokage. Operatives usually work in teams formed to the requirements of the mission, ensuring maximum success. The assignments that they conduct to protect the village from exceptional threats include high-risk infiltration, elimination of extremely strong ninja, tracking, surveillance, interrogating enemy ninja to learn information, and missions requiring specially trained ninja. Due to the often sensitive nature of their missions and the, at times, unique abilities they possess, Anbu are expected to destroy their bodies if they are too badly injured on a mission so that they can't be captured.

As early as the Academy, accomplished children are scouted to eventually join. While recruiting, shinobi are hand picked by their village leader, for their individual capabilities and special skills. Once initiated, they undergo intensive training, including studying of the human anatomy, subterfuge, assassination and other blackguard-esque methodology, and begin wearing masks to conceal their identity, leading to them using code names to identify each other.

The ANBU Black Ops are a highly respected yet secretive organization within Konohagakure, credited with keeping the peace alongside the Konoha Military Police. Members can also leave the organization, at any time, as participation in ANBU is voluntary. They wear their mask even in their own village, for their identity as an ANBU agent is to be known only by the Kage and village elders.

Requirements
Joining the ANBU Black Ops is no easy task. One must be prepared for a great deal of personal sacrifice when devoting themselves to the village. Due to the iniquity involved in an ANBU Operative's career, one's personality determine their eligibility into the force, leading to exceptional skilled shinobi whose personalities don't match the organisation to be rejected. In addition to this, a certain threshold of ability must be met.

ANBU Operative Requirements
  • Must be B-Rank (Tokujō) minimum.
  • Must have completed 8 missions of B-Rank minimum.
  • Must have 1 specialization at S-Rank and 1 Specialization at A-Rank minimum.
  • Must have 1 element at S-Rank and 1 element at B-Rank minimum.
  • 2500 ryo.


ANBU Captain Requirements
  • Must be A-Rank (Jōnin) minimum.
  • Must have completed 10 ANBU-related missions minimum.
  • Must have 2 specializations at S-Rank minimum.

Uniform
ANBU Operatives wear personalized porcelain masks, with some opting for more menacing-looking creatures, in order to distinguish themselves from normal shinobi and to conceal their identities. In addition to this, operatives also have standard uniforms consisting of black and gray armor, metal arm guards and gloves, ninja sandals, three ninja pouches on their back-waist and a signature spiral tattoo on their shoulder. Some operatives wear black cloaks over their standard uniforms, and squad leaders may wear white cloaks.

The following items can be added to the operative's locker without needing to be bought and paid for:

  • ANBU Operatives receive 1 free B-Rank weapon of their design.
  • ANBU Captains receive 1 free A-Rank weapon, or are able to upgrade their ANBU B-Rank weapon for free

Not to be confused with the ANBU Black Ops, ROOT is a highly secretive organization that was founded to work in the shadows of the village to it's benefit, often skirting the line of legality to achieve its goals. Because of its core views as "the unseen ones who support the great tree of Konoha from the depths of the earth", these missions were often less than respectable, consisting of acts such as eliminating individuals that were considered potential threats simply for expressing their detestation for Konoha, despite not actually having done anything against the village.

Root is an extremely strict group, and as such, each member of the organisation have a cursed seal imprinted on the back of their tongues, which when activated, would paralyse their entire body if they tried to speak anything about the organisation, rendering them unable to speak or move. This was done in an effort to prevent information leak should any of them be captured and interrogated by enemy forces, as well as to prevent potential double agents from infiltrating the organization.

ROOT Operatives specialize in absolute stealth and anonymity. Each member had a codename; even the members themselves do not know their fellow operatives' identities. Few of them ever meet or socialize unless hand-picked and placed on a squad to improve the chance of mission success. More so than other shinobi and even the ANBU themselves, ROOT Operatives are complete masters of stealth, infiltration, and assassination.

Requirements
ROOT Operatives do not necessarily join, as public knowledge of ROOT's current iteration is nonexistant. Instead, they are recruited, either due to existing ability or because of exceptional yet untapped talent. Because of the organizations secrecy, as well as its iniquity and general willingness to forego law and order to achieve their goals, one's personality determine their eligibility into the organization, leading to exceptional skilled shinobi whose personalities don't align to be waived. In addition to this, a certain threshold of ability must be met.

ROOT Operative Requirements
  • Must be D-Rank (Genin) minimum.
  • Must have trained KKG to highest possible stage or rank.
  • Must have stats trained to highest possible tier for their rank.
  • Must have 5 techniques trained or 5 items purchased of 1 rank above their own.
  • Must have completed 5 missions equal to their shinobi rank OR pay 2,500 ryo.


ROOT Captain Requirements
  • Must be A-Rank (Jōnin) minimum.
  • Must have completed 10 ROOT-related missions minimum.
  • Must have 2 specializations at S-Rank minimum.
  • Must have 2 elements at S-Rank minimum.
  • Must have 1 S-Rank technique trained, or 1 S-Rank item purchased.
  • 3,000 ryo.

Progression
Because of ROOT's extensive training and high standards, ranking up within the organization requires more effort than normal shinobi.

  • Must complete 2 additional missions of their ninja rank minimum.
  • Must have 3 stats trained to highest possibel tier for their rank.
  • Must have 5 techniques trained or 5 items purchased of 1 rank above their own.

ROOT Missions
Assignments given to ROOT Operatives skirt the lines of what is legal, crossing said line more often than not. Because of this aversion to law and the questionable legality of their assignments, ROOT Operatives can create missions labeled with [ROOT]. These missions are always off the books and considered criminal by normal village standards. Operatives are trained and thrive in these risky illegal environments, completing such tasks with ease, anonymity, and brutal efficiency.

Because of this, missions labelled with [ROOT] use the criminal payout in place of the normal payout in standard missions, while still using standard mission word count requirements.

Uniform
ROOT Operatives often mimic the ANBU Black Ops in their style of uniform, partially due to the organization's historic roots as a branch of Konohagakure's ANBU training subdivision. Because of this, ROOT Operatives wear personalized porcelain masks, with some opting for more menacing-looking creatures, in order to conceal their identities. In addition to this, operatives also have standard uniforms consisting of black and gray armor, metal arm guards and gloves, ninja sandals, and three ninja pouches on their back-waist. Most importantly, Operatives wear a black hooded cloak over the ensemble.

OPS TEAM

The Ops Team, also known as Operations Team or Operations Squad, is a team of exceptionally skills individuals dispatched to hunt down dangerous criminals of Konohagakure and neutralize potential threats against the village. Ops Teams are sent on dangerous assignments, typically outside of the Land of Fire but often operating within it as well, to conduct operations in defense of Konoha. Such assignments can be anything from tracking, surveillance, and interrogation of enemy ninja to the more cut-and-dry hunting and elimination of threats and risks to the safety of the village.

Ops Team is a public organization that shinobi can elect to participate in through application. Shinobi electing into the outfit must be prepared to spend long periods of time away from the village, spanning anywhere from several days to a year. Because of these long stretches of deployment, Ops Team members are often placed on rotation and given extended periods of leave, allowing them to remain within the village for a period of time for rest and recuperation before redeployment.

Requirements
Joining the Ops Team is a relatively simple process, however not unlike the ANBU Black Ops, one must be prepared for a great deal of personal sacrifice when they devote themselves to the organization. Not only must an Ops Team Operative be willing to be away from the village for long periods of time, potentially disrupting home life, but they must also meet a certain threshold of ability and skill.
