Story Reward: Successfully completing the four missions will add 20'000 Population and 40 km² to land mass of Heidel.

Development References: Verdandi discovers problems within the refugee camps near Kirigakure as referenced in The Refugee's and decides to take action.

Objective: Refugee Management

Mission Description: The refugees have arrived in Heidel. However their coming has been announced within way too short notice and their new homes are far from finished. Using the resources from the refugee ships, the ANBU Captain is to oversee the proper construction of housing and farming buildings in the ruins of the outer ring of Heidels former glory. Rebuilding the second and third wall ring as well as organizing guards, watch towers, patrols and general security for the new civilians is crucial. It is also important to oversee the building of the frost glass domes above the new area as the refugees are clearly not happy with being directly exposed to the harsh winter of the north. The terra-forming frost domes will allow them to regulate the warmth in their habitat for calmer conditions suitable for comfortable living and even farming.

Mission Details: The remaining refugees, counting about 20'000 will need proper guiding in their various tasks to build their new home and make it a cozy place one would enjoy living in. However, the years since Hao's wrath has given the outer rings of Heidel to the beasts of the wild. They will put a fight with whomever tries to invade their new home.

Allies: The ANBU Captain may command a good 20 D-Rank non-ninja kiri soldiers for the proper management of the refugees. Three B-Rank ANBU with standard gear and B-Rank library wind and water techniques, will be available for the captain as their squad. All allies have X-2 Stats.

Enemies: The ANBU Captain will encounter the snow nations wild life. Over a dozen B-Rank bears. Fifty B-Rank wolves will keep messing with the refugees as they randomly encounter their 'homes' within the ruins. At some point the refugees will awake an ancient ice golem of S-Rank that will threaten to kill whomever tries to steal .his. land from him. While the beasts are considered non-ninja, the golem has access to A-Rank Hyouton Library and below. All enemies have X-0 Stats.

Verdandi had moved from ship to ship to return to the main one ahead of all the others. Climbing the main mast to get into the overlook position. Misty and snowy clouds made it difficult to see but this was Verd’s home. She sailed these parts for years now and she could tell from very far away when the lighthouse of the southern island would greet her with it’s powerful lights. Not long until Verd was able to spy the blinking light past the snowy mist in the air. Her heart always skipped a beat at this moment. The guardian of the tower should be informed about Verdandi’s coming and the fleet in her care. He still gave his usual light signal as soon as the ships became visible to him. Verdandi saluted in his direction despite knowing well he wouldn’t be able to make out such a tiny detail in the distance. It was but an act of formal respect. Not long after the first lighthouse, the second one would signal their entrance from aisu bay into Heidel. The view of the large port town was marvelous as always. The huge castle that was home to her very family would stare down upon the little princess. The harbor workers would go nuts upon seeing what was going on. The ships were too many to all lay anchor at once. Thy would have to take turns. A few hours would certainly need to past until all refugees and the cargo would be fully unloaded.

Verdandi would leave it up to the soldiers. She knew her squad, being from Yuki was eager to go visit their own homes and families as well. She would see them off for now and plead goodbye to them. Verd jumped off the boat and bypassed the guards as usual by jumping from wall to wall up the towers, scaring the one or other watch guard as she made her way towards the castle. Verdandi’s outfit, donning the Yuki insignia would always put them back at ease. Still however, seeing someone jumpy like this not rarely brought them to a panic as if someone was actually attacking them. Verd soon reached the courtyard. With a soft wink she greeted her butlers and maids she instantly recognized. Her favorite guard captains and soon she’d see Skuld near the castle entrance shouting commands on how to deal with the refugees at her men. Verdandi was so overjoyed she basically jumped at her sister. Skuld, Heidel’s guard commander was instantly taken off guard and dropped to the side with Verd squealing like a young schoolgirl as she hugged herself against the heavily armored lady. “Skuuuuuuuuuuld” she squealed and started to cover her big sisters’ cheeks in a few kisses before at last coming to a halt. Skuld was obviously taken back by the rough greeting but she couldn’t help but place her arms around her little sis and getting up while keeping Verd hugged tightly. The young princesses both smiling as the guards moved off to execute their commands, while smiling awkwardly at the princesses.

“Geez girl, do you ever stop being a pain in my ass? Twenty thousand refugees? Do you have any clue what kid of administration hassle this is? I literally didn’t sleep for two nights just to get somewhat ready for this insanity. I hope you didn’t just bring us a bunch of murderers and other crazy criminals’ sis…” Skuld pat little Verd on her head and Verd instantly proceeded to pout big time. She always reversed back in her pre-teen state of mind when she was around her sisters. “Come oooon. Be happy. This is the biggest growth process we have for Heidel since… well ever. Not going to happen again any time soon sis! Also, how dare you not saying properly hello…” Verd played all coy. With sis she could do that, it was a game of girls after all here in Heidel. “Ah fine hello there, little sis. I’m happy to see you home darling. Go and say hi to Urd and mom, they are in the conference room, Dad is at work as usual, probably going to see him for dinner. You are coming for dinner, aren’t you?” Verd quickly nodded a dozen times with her head. Thoroughly excited to be back home, giving Skuld a quick kiss to the cheek before running off towards the stairs. Hurrying her way, wanting to see Mum and Urd so bad that it ached in her flimsy little heart.

For a moment she considered storming into the conference room just as she had done so with Skuld. But her motions stopped before she actually pushed the door. Mom tended to rather serious business here per usual. She wouldn’t want to inconvenience her. Verd took a deep breath. Calming down. Pressing the handle and moving in. As she entered. There was a foreign delegation at the table with Urd and Mom. Verdandi had to massively her urge to squeal again. The whole groups eyes slowly shifted and their conversation stopped. For a minute everyone seemed to try and figure out what was going on until Urd finally gasped. “Sister!” The delegation mustering Verdandi in her appearance as if they were evaluating her for some sort of shady arranged marriage deal. Verd gave them her most serious ninja look in return. But most of them just ended up smiling. Mother just smiled and gave Verd a wink. “I’m sorry… I didn’t mean to…” Verd started to stutter. “Nonsense!” proclaimed one of the ambassadors. “Please, we were just about to be finished anyway. My lady Yuki’s, I hope you thoroughly consider our trade offer. Our delegation will remain here for at least another week. I shall see you again in two days as far as I could follow. So… lets go guys. Leave the pretty ladies to their family reunion.” He spoke a bit prude and arrogant but his words were kind and totally in Verdandi’s favor. So, she nodded quickly.

Once they left, Verd could finally ease up in her almost frozen stance. The pre-teen girl like squeal eventually erupted from her lips and she moved in to jump against Urd and cuddle her other big sis super hard. Motoko, their mother would move into the hug and make it a group one. Giving a big smooch to Verd’s cheek before moving slightly back again. “It is so good to see you darling. It’s been months. What the hell did Ayakashi do with you in Kiri? I hope she didn’t have you do too much slave work… that woman is unbelievable!” The three of them laughing heartily in tandem. Verd would calm down, sit at the table. One of the maids eventually brought some tea. Motoko and Urd would sit down and soon Skuld would move in to join the two, completing the girls-part of the family and as long as time allowed it. Verd would start to exhale a ton of stories she had experienced since she left last time for Kiri. Going into depths to try and tell them what happened already since she took off on her journey to bring the refugees here as well. It was good. To be surrounded by family made her heart go warmer again. Verd would spend the few hours she had in the castle. Drowning herself in Tea and catching up on what was going on in Heidel as well. Having missed out on a lot of stories too.

Time passed quickly and Verdandi made promises to tell more stories in length for dinner. For now, she had to supervise and see to it that the refugees would find their way into the lower castle floors to have their temporary housing set up in the many unused rooms the castle provided. For many years they were there to provide lodging for the citizens of Yuki no Kuni until either of them could finish their new homes in the large vast town area around the castle. This purpose would be revived once again. The rooms would be crowded with up to 10 or 15 people in one but it’d make do for a few days. Verd said her temporary goodbyes to her family and was pumped with cheerful feelings in her belly. Moving down to the courtyard to see how the whole lot of the refugees were already swarming it and catching up within their tribes. The guards having kept them from entering the castle for now as to wait for all of the to properly arrive. Once the docking manager informed Verd that all ships had been unloaded, the resources moved to the outer rim of Heidel’s walls and the refugees seemingly all accounted for, Verd would move forward to the pedestal at the entrance of the courtyard and lift her palms to ask for attention among the chatty crowd. Clearing her throat a few times and waiting until the chatter would mumble down low enough for her to be able to speak.

“Welcome home citizens. From this point on forward. You are no longer refugees but people of the snow. You will live your future lives here in this cold and unforgiving country. We are not many but together with you, we shall once again give rise to the nation of ice and show the world that, with dedication and love, we can sustain against the powers of nature and become one with it. By tomorrow the doors of Heidel will open and first and for all we shall all go and help the hard workers of Heidel to give rise to the walls of the second rim. Once these walls are rebuilt and the watch towers once again are provided with guardians that will shield us against the beasts of our wilderness, we will start to rebuild the houses that once filled its streets. Uncover the stone pathways and roads that for now linger beneath ashes, ice and snow. We shall once again connect your houses to the sewers and the water pipes that bring warm and heated, much needed water from the depths of the hot springs that rest below this volcanic rock of a village. Either of you will be given the resources to build your own home for yourself and your family. It will take many weeks if not months to finish our goals. But for as long as needed you will be welcome here in the castle and call it your own home for as much as it’s worth.”

The crowd cheered in response to Verdandi’s heartily welcome into their new home. She inhaled once more to add a little bit. “You all will help us rebuild what once was taken away from this great city. When we are done. I will sail back to Kiri and whomever decides that they do NOT wish to remain here, you will be given the chance to rethink your offer of making this your new home. You may be allowed to return with me to Kirigakure and search for a more suitable place for you. But I guarantee you, despite the cold. Once you have grown accustomed to this place. You will not wish to leave it for any other. For all I know. Heidel is the most peaceful place in all of our currently known world. Nothing ever dares to disturb you here. The only thing that we have to contest with, is nature itself. Be wary of beasts tomorrow. Make sure to not stray away too for from the guardians. As they shall provide you with care and security until the walls have been rebuilt and then will continue to watch over you safely from above. Give it time. Patience. For now. Find a place to sleep in the castle. Food will be served in the great hall at night. We have a lot of proviant and resources gifted to us by Kiri. Let’s put them to good use and celebrate our arrival!”

The crowd cheered again. The prospect of good food and drinks would put them in a rather happy mood after the tiring journey on see. Verdandi motioned for the first family to step forward. Hundreds of Yuki guards would start to swarm the entrance from within the castle. Each guard taking one family with them and moving ahead to their assigned number of rooms within the castle grounds. Many hours would pass. One by one the families were assigned to their new home and the thousands of people would be gone from the courtyard and into the castle by night. Verdandi would sit down on her butt once the last family passed by the administration. So many rooms had to be assigned that some of the staff had to make room for tiny families within their housing. It’d be an inconvenience for them, but the people of Yuki no Kuni were friendly and giving and ready to share their all with their new brothers and sisters from the Kiri territory. After all. They truly were part of Heidel now. Verd still needed a little break, so she moved back into the castle. Children were already met playing in the hallways and giggle and laughter could be heard all over. Verdandi’s heart was full of love for her new people. They had chosen to come here instead of staying in Kiri. Even if some would have second thoughts by the end of the rebuild process, they would help her make her wish come true.

Verdandi would feast herself on the food provided. Catching up with her modest father and teasing him greatly about the things Ayakashi had told Verd about her brother. The lot of them having fun. But exhaustion eventually claimed the princess sooner then she expected. Eventually taking her leave from the dinner table to find some shut-eye in her very own room. Avalanche was already there. Having found his own way here while Verd was busy. The bear having played with his own friends and came to say hi to the family while Verd was still organizing the refugees. Sleeping already as she walked in. A long shower would help her wash off the stress from her shoulders. Clean clothes to get into a comfy PJ before she jumped into her Queen-sized bed and took the most luxurious nap she had in ages. Verdandi’s thoughts and dreams seemingly close to find fulfillment. Putting her in an unbelievably happy mood to begin with. The night would pass without much disturbances. The captains had docked all the ships in the storage docks and found proper shelter from the wind and snow. The squad was enjoying themselves with their families and taking a break as well. As the next day, tomorrow, would bring once again great labor to the lot of them. Many to-dos were waiting for them all. But a little break was necessary for all the exhausted travelers. Keeping the morale up was part of her job too at least.

The next day, Verdandi was finding herself back in a clean set of armor of practical light-woven nature. She scratched her head as she watched how the men of the refugee count together with seasoned citizens of Heidel moved side by side into the outer wall ring. A large part of the walls had already been rebuilt. But a lot of the rubble between the two wall blocks had yet to be cleared. Verdandi would take the lead on a bunch of guards and appointed the same to each of her squad members so they would make sure to start clearing out infested old buildings from the beasts within. Not rarely Verd could hear soldiers stirring up an old wolf family and seeing workers running away from them. It was all part of the process. Medics were ready to take care of anyone that would actually get some scratches or wounds. Nothing serious was happening. The northern part of the walls was almost in perfect condition already as the Yuki carpenters had already started working on them before the refugees arrived. But the southern part was mostly unchartered area as of now. The northern part was easily secured and only minor beasts were in need to be kicked out or at worst be dealt with. A temporary wooden wall would be pulled up to separate the northern with the southern ward. Soon creating safe and fertile grounds for all workers to clear away the remaining rubble and start on building the first houses.

Yuki building were sturdy. Using clay and stone to be built and wood for fortified, more homey interiors. Despite being soon protected by the glass domes that had yet to be built, the houses were made to even endure the weathers if the glass domes did not exist, or ever fail them. Nature sometimes works in unreasonable ways and disasters or attacks always had to be expected or taken into consideration. Verdandi was content with the progress and helped as best as she could with as many shadow clones as she could come up with to give rise to the first dozen buildings and watch the first families move in with celebration into their new cozy little homes. The northern watch towers were already filled with Skuld’s guards and big sis was already recruiting a few hundred new soldiers among willing new citizens that were looking to work as guards and were tested in battle, or just willing to go through the training program that Skuld had created for all the men that wished to become a Yuki soldier. Progress was going on fine indeed. Many days and weeks would pass in the progress and many more houses would raise from the once ashen and snow-covered earth. Roads repaired, ice melted with hot water. Ground cleaned. Bedrock and earthen ground once again revived. The northern ward would soon see to its completion. But as it all approached a wonderful progress. Problems would surface as well.

Verdandi was faced with reports that the wall reconstruction in the southern ward failed in its competition as too many beasts were haunting the grounds. Soldiers alone didn’t dare to go against the larger monsters and it became obvious that Verdandi’s intervention was required. Verd would form a squad of 50 soldiers and her ANBU as well as Avalanche at her disposal as she declared a date for hunting day. Slowly the bunch of them would move from building to building to clear them while Verdandi herself would use frost techniques to freeze the last holes in the walls temporarily shut. She made sure that no creature could enter or leave the premises anymore without her knowing about it. The first enemy they would have to face was but the common one. Snow wolves. A whole tribe including their mother had nestled at the upper part of the southern walls. Verdandi made sure that the soldiers stayed at great distance. Over fifty wolves. Many of them elder and more powerful were resting at their tribes’ den. Verdandi would be left with no other option. They were too many. She’d have to exterminate the vermin from her grounds. Survival of the fittest. She’d say to sooth herself in her obvious dislike over killing animals that she oh so cherished normally. Arrow would find herself a good sniper position in an old abandoned watch tower. Hammer and blade would stay at distance with Avalanche. The arms would stay far behind and just make sure none of the suspects escaped.

Verdandi would have to make use of the fact that she could become completely invisible. But animals had instincts on their own. As soon as she had marched into the camp and pushed her blade into the tribe’s mother. The lot of them would become violent and wild. Many of them charging out. Arrow would be very busy shooting down the ones that would go away too far. Avalanche soon had to move in. His loud growl forcing many of the scared wolves to retreat back in Verdandi’s location. He, Hammer and Blade would charge forward. Taking on any and all wolves that weren’t frightened by Avalanches cry Verdandi would have to slip with caution through the rallying masses of wolves. Her blade cutting through them one by one. Considering Verdandi’s insanely powerful blade could cut a wolf in half with a single strike, Verd would cut through two dozen of the wolves in mere minutes before even stopping for a slightest mere second. Her blade already covered in the blood of her poor targets as the whimper of the remaining wolves paired itself with the angsty gasps and angry growls of the still wild going creatures. Hammer moved in to smash his huge weapon down on the nearest enemy. Blade move out to cut down some of the wolves that were trying to flee and arrow took care of the ones able to get away the farthest. Her projectiles piercing the creatures down, wounding them enough for blade to catch up with them to end their suffering.

Not long until Verdandi had cut her way through the last wolf. Gasping for a minute to take a deep breath. But their job was not done yet. Avalanche had bitten his way through his own three targets. The tribe eradicated. They would serve as good meat once collected. But Verdandi had to move on. The bear tribe was close by and they would certainly give a fight as well. As much as it pained her to fight against the very cousins of her pet. The ones that were willing to succumb to intimidation had already been chased off the future town squares grounds. The remaining twelve were wild and unable to be persuaded by the guards to leave. Avalanche would take the charge. The large bear crashing his weight into the first large cousin he could muster up. The two starting to fight as the soldiers that until now had stayed at range would ready their bows and send a hail of fifty arrows down on the remaining ones. The projectiles finding their way into the bears skin and causing them to rampage. Racing towards them, ‘Arrow’ shot her projectile into the eye of the closest one. Blade would move in and climb the beast to pierce his weapon through the monster’s brain to end it quickly. Hammer was facing one of the large beasts on his own. A slam of his weapon going straight to the creatures’ rib cage.

As it broke down a second swing of his weapon would smash down on its head. Verdandi had taken up her shadow clones once more to spread herself into five directions. Each clone and the real body making sure to avoid the bears rigid attacks with their claws. Being very much trained in combat since many years with her own bear, it seemed to come natural to her to read their patterns and climb them before giving them each a quick death with a stab of her unnaturally sharp weapon through their brain. As Avalanche had wrestled his cousin down and sliced his throat open, nine were dealt with and only three remained. Verdandi and her clones rushing in. Arrow shooting to wound one and make him stumble in his tracks so Verd could slice him down. Blade and Hammer following Avalanche. The bear pet swallowing the impact of his rabid cousin with his own body weight. Pushing his claws into the monster as Hammer crushed his weapon down the creature’s spine and Blade delivering the killing blow. The last one being surrounded by Verdandi and her own clones. A multitude of five katana piercing its body before once again the stab to the brain would end the battle. Once more the corpses would be hauled by the soldiers for processing. Verdandi was pretty content that they had taken out the last of the wild creatures. But soon, the soldiers would stop in their track and the earth began to shake.

From beneath an ice-covered platform, a large arm of pure frost would emerge. Leaving everyone to stop in their tracks and glare with panic as one of Yuki no Kuni’s worst nightmares would make rise to the surface. Another arm, followed by a grumpy and emotionless head, followed by an insanely large body would crawl from the ice, soon standing on two feet. The noble and terrifying appearance of an ancient frost golem would glare down from its insanely large body onto the meagerly tiny humans that were surrounding him. Verdandi swallowed once empty before she told the soldiers to quickly retreat and make their stance. As the soldiers readied their weapons and lifted their bows. The monster before them would shout a heart shaking scream at them. Some of the soldiers fleeing their ranks in visage to such an enemy. As the remaining more determined ones would shoot their arrows it quickly became clear that none of these projectiles were even remotely able to pierce themselves into the ice of the giant. Verdandi called out for a full retreat on the soldiers and they quickly and probably happily followed the command, running for their lives. It’d be up to Verdandi and the Squad to take care of this one. Verd watched how the large beast grabbed a huge rock formation of pure ice from the ground before tossing it right in Verdandi’s direction. Verd commanded the Squad to spread out and take cover while quickly dashing away.

As she watched the land-made projectile crash on the ground she’d be quickly made aware over how this monster would easily crush either of her men if taken such a blow. They would have to attack together. Verdandi grabbed on Avalanche as he passed by, mounting her pet and riding on into battle. Arrow would shoot the first projectile that could pierce the monster’s ‘skin’ and let the arrow stick inside his frost-born body. It didn’t seem to really concern him much however. Blade rushed past the creature’s feet to try and cut into the legs. But aside from cutting a bit of ice off the creature’s legs he only was rewarded with a swift kick to his body. Sending him flying backwards and away. Hammer whom was slamming his full might against the other leg actually manage to crush a certain amount of ice so that the monster would stumble. But soon, the giants palm would reach him with a slap and send him flying as well. Arrow was continuously aiming her projectiles at the creature’s face. Verdandi’s clones went in to attack. But the monster was more than ready to defend himself. With a large scream a huge Hyōton fueled breath of ice would quickly disperse all clones away into nothingness. Decimating Verdandi’s potential chakra pool to very small reserves. As Avalanche clashed against the already wounded leg of the giant, he’d fully be forced to bend the knee and fall down. Giving Verdandi her one chance she needed.

Climbing the creature in swift jumps, Verd would slice into its body. The very moment his arms came to catch her. Verd would use her superior speed and reaction time to outmatch his movements. Jumping from one arm to the next while continuously cutting into them. In a certain unbelievable display of her uttermost speed, Verd cut so many times into those arms that they eventually got brittle enough. Verd would switch her blades. Katana sheathed. Daikatana pulled from her back. Activating the powerful nodachi’s unusual mechanism. The chainsaw started to rotate and on her next hit down on the first arm, Verdandi’s mighty weapon would cut with its power through and leave the creature screaming in utter pain as his arm fell off and dropped to the ground. The second arm incoming to smash Verdandi as if he tried to squash the fly that was jumping about his large body. But just before he could achieve to squish her, Arrow made the shot of her lifetime. From all this distance her projectile found its way to the giant’s tiny frost-born eye. An insanely loud squeal of guttural pain exhaled from the golem. Verdandi used her chance of the creature’s blindness to escape his attack and run up the incoming arm. Firing up the chainsaw once more and smashing it into the second arm as many times required until she could finally saw his arm off. As Avalanche, Blade and Hammer returned. They would capture the second leg.

Before the golem could attempt to defend himself, Blade and Avalanched bit their weapons into the leg and Hammer smashed it to pieces. The blinded golem slowly falling forward. The earth quaking under the impact of its weight. Verdandi jumped up into the air and put all her chakra reserves into a large, Eternal Rasengan ball of pure power. Coming down on the golem’s main body and shattering it with the power of two S-Rank attacks, first on impact to pierce into him and then with the detonation that blew up his whole form. Utterly and thoroughly defeating the insanely powerful creature at last. The fight was over. Verdandi sighed. Obviously out of juice. Hammer and Blade rushed to capture the princess as she stumbled. It would take a few minutes and Verdandi would slowly pass out. The world becoming dark around her. Her energy truly reached the point where her body did not wish to serve no more. She was almost empty. As she woke again. Opening her eyes. She’d see her Squad and the Soldiers she commanded grinning at her. Cheering her on for the major defeat they had achieved together. Verdandi nodded and smiled. Moving slowly up. The soldiers were already clearing the rubble and collected the bodies of the beasts to move them into town. Butcher and tanner would greatly profit from both meat and hides provided by these noble creatures. The squad left with them. Leaving Avalanche and Verdandi alone to catch their breath.

Verdandi moved to the remains of the dead golems head. Lifting what was left of it’s face. Glaring into the eye that once stared at her with utter distaste. Pulling the arrow from the frosty orb. She smiled and sealed the head away into one of her scrolls. It’d be a waste for a Hyōton user to just leave such a magnificent creature to be rotten and forgotten. Verdandi was sure with the one or other go at the right Hyōton technique, she’d be able to make use of this experience and her newest frosty acquaintance. But the battle was over. It was time to go home.

Many weeks would pass and the temporary barricade would be removed. The walls would finally be completed. The new outer rim of Heidel properly protected by it’s sturdy walls and watch towers. Guards all about. Fending off the wolves at the gates that tried to seek passage back to their old home. Rubble, frost and remaining ice would be cleared away. Roads, bedrock and earthen ground would be melted back to the surface. Ashes washed away. Buildings were starting to rise.
