Verdandi was back on track. The ANBU assignments she received lately were mostly connected to problems around the refugee camps near the villages. While Verd spent most of the time in the Mizukage's office, helping her auntie out with the insane paperwork, she tried to keep staying on top of what was going on out there. As the promotion to ANBU Captain was drawing closer, Verd's responsibilities over the topics would slowly shift from curiosity and her having the job to organize the ANBU squads to do the actual work, to her starting to actually feel responsible for this situation and getting more and more unable to simply leave it up to her staff. It felt to her let she was continuously patching up holes while the root of the problem remained unsolved. On the other hand, Verdandi kept reading the reports she had incoming on a more personal note from Heidel. Sister Urd informed Verd of the positive incline in Heidel's economy and their finish of the repairs in the main city and the castle grounds. As well as spreading out to the southern islands for further terraforming so they might start using them for farming. Urd kept insisting that they had a serious lack in man-power to actually go through with their economic advances. So, at one point, Verdandi couldn't help to put two and two together. She tried to her best abilities, to fix up a plan that would move some of those trouble makers they were dealing with in the refugee camps out and about towards Heidel. But once she'd start such a thing, Verd would have to take care of all the refugees in the trouble camp. She nodded. It'd be doable. They were planned for relocation anyway. She just had to speed up the process.

During her off days, Verd remained in the Mizukage's office. Not rarely finding her aunt asleep on her desk. Seemingly getting a bit more aware how much crazy effort it must be to actually take care of the whole village. She used the chance to bring her auntie some tea or make sure that she was at least supplied with a comfy pillow and a warm blanket while she napped. Allowing Verd to freely roam about the study rooms and take her time to do the calculations. She wasn't bad at math. She used to be the school nerd anyhow. Engineering however wasn't her strongest suit. She often had to wait until the next day so she could fool-proof her ideas with some of the construction chiefs and city planners. She wanted to make this request properly. She knew she'd easily get her aunt's approval when she'd ask for it in regard to help Heidel and also solve the problems in the refugee camps. But primarily Verd wanted it to be fool-proof for herself. A lot of big numbers were involved here and she knew that, if she screwed it up, there would be no one else to blame but herself.

She went out to visit a set of the camps and easily concluded that the mixed tribes and races were certainly the major problem. Them all colliding in one spot while they had traditional, historical and spiritual differences with each other, naturally kept them all on their tip toes and they just wouldn't want to work with each other, like, at all. She started a simple first project and made sure that the allocation of refugees would be changed. Moving basically all the foreigners together into one large concentration camp would be step one. At the same time the unnecessary camps would be closed and their resources moved to the new main camp. Most of the suna refugees would be removed and separated from them. Considering the suna ones alone already were almost as much in number as the whole rest of them. But Verdandi knew. The suna ones would stick together. They wouldn't start lynching each other. So, keeping them in the camp for now would be safe for quite a while. Once that was all organized. She could put the refugee camp matter, especially the one set in stone with suna, back into the hands of the Kiri administration. Seeing as there was no further ANBU interruption required. A simple garrison of Kiri shinobi and soldiers would be able to handle it. All in all, it'd be fine. Nothing to necessarily complain about anymore. For now. If problems would arise later she could still end up dealing with it at this point.

Interestingly enough. Going through the reports. Some of the suna refugees specifically requested to remain at the main camp. Apparently, some of them have had troubles with their own kin. Surprisingly so but understandable still. Since Verdandi was already hoarding the misfits at the main camp now, it didn't seem to matter that some more would be added to the count. She would proceed to inform Ayakashi about the moving of the refugees. The troops were already in position and ready to move out. A large number of soldiers would be necessary to organize the sheer number of civilians involved into this. Verdandi ensured her aunt that she'd be able to pull this through. Obviously unsure that everything would go really that well. But she had prepared herself for days if not weeks now. The plan for the refugee allocation was set. The refugees themselves would be able to choose where they want to go. She just hoped that she'd get enough numbers for her project towards Heidel. Otherwise she'd probably have to spread them out and then go look for further willing subjects within the suna camp. Twice the trouble… but heck. She'd do it. One step at a time. For now. The misfits had to be distributed. The tribes kept in check before they would be sent into various locations in Kiri. Moving them would be the biggest part. Taking all the resources along. But the challenge would be worth the outcome. It was time.
