As the new Raikage enters the stage, Kumogakure is doing away with some practices that are draconian and old-fashioned, in order to make way for peace.

Lin has attached the foreign policy to her door, and Jounin throughout the village have been handing it out to the guards.

Henceforth:
1. all outside ninja are to be treated as Kumogakure citizens while inside the walls of Kumogakure or its subsidiaries.

2. B ranked missions and below may be taken by outside entities. Should the ninja perform 3 B ranked missions within Kumogakure, they may start taking A ranked missions, and so on and so forth.

3. If a ninja that is a citizen of Kumogakure takes a mission, they may invite anyone they see fit. They claim full accountability for the actions of the ninja they take on missions. This can be any mission from D-SS rank.

4. All those wishing to join Kumogakure no Sato, please talk with the Kage, Lin, to get your "Green Card". The green card states that if you complete three missions for Kumogakure while applying for citizenship and are reasonably friendly to the ninja of Kumogakure (2 social threads within Kumogakure no Sato) then you will be approved.

5. Ninja wishing to travel to other lands in search of friends, allies, or alliances with other villages are welcome to do so without permission of the Kage. Written notice of your leave of absence from Kumogakure is required though.

6. Any Kage that is visiting Kumogakure shall be treated as to be on the same rank as the Raikage, and should any transgression be committed against them they will stand trial for the same degree of punishment.
