Current Perception techniques are going to need ranks. As of now it looks as though most of them can be used with just -5 chakra with little cooldown. The Passive Current Percpetion is definitely going to need  a rank as well to properly determine how much chakra is going to be used to passively gain awareness to all live things around the user.

Dragon Storm Fang: I feel as though cutting 3 inches into something and applying 1st degree burns might be excessive. Either draw back the depth of cut or remove the burn effect.

Dragon Awakening: Take off some of the effects of the technique and scale back some of the abilities as well since the jutsu does too much. It's not possible technique like this being able to knock someone up in the air 10 meters high off of a B Ranked Raiton empowered bukijutsu technique.
